HomeMy WebLinkAboutDecember 16, 2024 Council Minutes COMMON COUNCIL OF THE CITY OF JEFFERSONVILLE, INDIANA December 16, 2024 Regular Meeting Minutes The Common Council of the City of Jeffersonville, Indiana met for the Regular Meeting on December 2, 2024. Council President White called the meeting to order at 6:03 p.m.The meeting was open to the public in person as well as live streamed via the City Website using Zoom. INVOCATION: Councilperson Burns led the invocation. PLEDGE OF ALLEGIANCE: ROLL CALL: The roll call was conducted by Council Attorney Larry Wilder and present in Council Chambers were Councilperson Burns, Councilperson Semones, Councilperson Anderson, Council President White, Councilperson Webb, Council Vice President Hawkins, Councilperson Snelling, and Councilperson Stoner. Let the record reflect that 8 Council Members were present in Council Chambers. Councilperson Reed attempted to participate remotely by Zoom but was unable to due to technical difficulties. Heaven Williams, Council Youth Advisor was present for the proceedings. APPROVAL OF MINUTES: Councilperson Semones made a motion to approve the Minutes for Regular Proceedings on December 2,2024, seconded by Councilperson Burns; motion passed, 8-0. APPROVAL OF AGENDA: Councilperson Burns made a motion amend the agenda removing item number 15, seconded by Councilperson Semones; motion passed, 8-0. Councilperson Semones made a motion approve the agenda as amended,seconded by Councilperson Burns; motion passed, 8-0. CLAIMS TO APPROVE: Civil City$ 1,750,769.66 Controller Metcalf stated there were no changes. Councilperson Snelling made a motion approve the Civil City Claims, seconded by Councilperson Burns; motion passed, 8-0. Parks$ 121,642.46 Controller Metcalf stated there were no changes. Councilperson Semones made a motion approve the Parks Claims, seconded by Councilperson Anderson; motion passed,8-0. REPORT OF THE CLERK: Council President White advised Clerk Gill was unable to attend the meeting this evening. REPORT OF THE YOUTH ADVISOR: Miss Williams advised the Council tour took place and the Council was able to view and speak with the students and see the different programs that Jeff High School has to offer. Miss Williams said after the holidays she will send the results of the survey out and schedule meetings regarding the survey results. UNFINISHED BUSINESS 1. Heather Metcalf (PUBLIC HEARING)2024-OR-77 Ordinance of Additional Appropriation Mrs. Metcalf advised there were no changes from the last meeting. Council President White opened the Public Hearing at 6:10 and as no members of the community came forward to speak for or against the matter the Public Hearing was closed. Councilperson Semones made a motion to approve Ordinance 2024-OR-77 on the third and final reading, seconded by Councilperson Stoner; motion passed, 8-0. NEW BUSINESS: 1. Public Comment: No comments 2. Chad Reischl 2024-OR-78 Ordinance of Rezoning Request for Property Located at 3417 Holmans Lane from R1 (Single Family Residential-Large Lot)to Proposed R3 (Single Family Residential-Small Lot) Mr. Reishl advised the applicant would like to rezone a parcel that is slightly under one acre so they can expand their development to add none more single family attached homes. This comes with a favorable recommendation from the Plan Commission and it works well in regards to the Comprehensive Plan. Council President White opened the Public Hearing at 6:13 pm and as no members of the community were present to speak for or against the matter the Public Hearing was closed. Councilperson Semones made a motion to approve 2024-OR-78, seconded by Councilperson Burns; motion passed, 8-0. 3. Ed Siewart 2024-OR-79 Ordinance Establishing the Stormwater Ordinance for the City of Jeffersonville Mr.Siewart advised this was an update to 2021-OR-14. They are required to update the ordinance to reflect the new language of the CSGP. Councilperson Semones thanked Mr. Siewart for the summary of changes. Council President White asked if this had to be passed to law by the end of this year. Mr. Siewart advised that was his understanding from IDM however he doesn't think it will be an issue if they pass this on the first two readings tonight and the third reading in January. Councilperson Semones said the rate increase is modest and asked if those were in line with what was needed. Mr. Siewart said they were in line with Clark County and Sellersburg and Clarksville. Councilperson Burns made a motion to approve 2024-OR-79 on the first and second reading seconded by Councilperson Semones; motion passed,8-0. 4. Amy Semones—2024-R-17A- Resolution Adopting Collective Bargaining Agreement Between Firefighters Local 558 and Jeffersonville (Contract Agreement Attached)— Councilperson Semones said on behalf of the Negotiating Committee for the Jeffersonville Common Council she is requesting the Council approve the Resolution in support of adopting the agreement between the City of Jeffersonville and the Jeffersonville Firefighters Local Union. Council President White asked Council Attorney Wilder to summarize the Resolution. Mr. Wilder advised the Resolution is recommending to the Mayor to execute the contract that they negotiated. Councilperson Semones made a motion to approve to approve Ordinance 2024-R-17 seconded by Councilperson Burns; motion passed, 8-0. 5. Bill Burns Ordinance No. 2024-OR-_An Ordinance Repealing Ordinance 2011-OR-73 and Establishing Sewer Rates and Sewer Capacity Fees—Removed during Approval of Agenda. COMMITTEE REPORTS: ATTORNEY COMMENTS: Larry Wilder— No comment. Les Merkley—Not present DEPARTMENT HEADS: No Comments COUNCIL COMMENTS: • Councilperson Burns—Councilperson Burns asked about Board Appointments and requested the Clerk's Office send the appointment list to the Council. Councilperson Semones requested that the Tree Board was added to the appointment list as well. Councilperson Burns thanked everyone for a great year, Merry Christmas and Happy New Year. • Councilperson Semones—No comment. • Councilperson Anderson—Happy Holidays to everyone and thanks to the Jeff Fire that came today. • Councilperson Reed—Not Present • Councilperson Webb—Councilperson Webb thanked Council Vice President Hawkins for serving as Vice President and Council President White for services as President. • Council Vice President Hawkins—Council Vice President Hawkins thanked Council President White for serving as Council President, he appreciates his efforts. Council Vice President Hawkins wished Clerk Gill well. Councilperson Reed text him and offered her apologies for the technical difficulties. Thanks to the committee who did the contracts,the Police Contract is still ongoing. Thanks to the Fire guys that showed up tonight. Go IU this weekend. Merry Christmas and Happy New Year to everyone. • Councilperson Snelling—Councilperson Snelling thanked Council President White for a great year and Council Vice President Hawkins for his leadership as well. • Councilperson Stoner—Councilperson Stoner said this year was a good learning experience. He has enjoyed getting to know a lot of the City leaders and learning more about their roles in dept. Congratulations to the firefighters and the fire union and thank you to the negotiating committee for their work on the Fire Contract. Merry Christmas and Happy Holidays. • Council President White—Council President White said it was an honor to serve as the Council President and work with each of them throughout this year. They have done a lot of work to increase the financial health of the City. Council President White thanked Councilperson Reed for her work done to get the Youth Advisor Application together and he's happy he was able to appoint the Youth Advisor. Council President White thanked Miss Williams for accepting the position. Council President White thanked Mrs. Metcalf for her assistance in increasing the financial health of the City and one of those things was the excess levy appeal. Signing the Fire Territory Interlocal Agreement with Utica was a huge step for the City in stepping up to provide services for Utica. Merry Christmas to everyone and Happy New Year.
