REGULAR MEETING
NOVEMBER 12, 2024
The Jeffersonville Police Merit Commission was held on November 12, 2024, at 5:00 P.M. in the
Council Chambers, First Floor, 500 Quartermaster Court,Jeffersonville, Indiana. President Jeremy
Snelling called the meeting to order with the following in attendance: President Jeremy Snelling, Buddy
Parker, Scott Aldridge,James Polk,Attorney Robert Bottorff and Patty Rush. Absent was Vice-President
Robert Campbell.
Invocation was given by President Jeremy Snelling
APPROVAL OF MINUTES:
President Snelling presented the Minutes from October 8, 2024, asking if there were any
comments, questions, or corrections. Mr. Parker made a motion to approve the Minutes as presented
and seconded by Mr. Polk. Motion passed 4-0
OLD BUSINESS: None
NEW BUSINESS:
Chief Kenny Kavanaugh addressed the Commission regarding promotions for Captain. He
formally requested to certify the first three names for the position of Captain. They are Mark Dobson,
Sam Moss and Lt. Greg Seifried. Mr.Aldridge made a motion to certify the list for Captain and seconded
by Mr. Polk. Motion passed 4-0
Chief Kavanaugh formally requested to approve his recommendation for Mark Dobson to be
promoted to the rank of Captain. Mr. Polk made a motion to approve the recommendation for Mark
Dobson to be promoted to the rank of Captain and seconded by Mr.Aldridge. Motion passed 4-0
Chief Kavanaugh formally requested to certify the first names for the rank of Lieutenant. They
are Sgt.Jason Jackson,Sgt. Drew Lydon and Sgt.Josh Mason. Mr. Parker made a motion to certify the
names listed and seconded by Mr. Polk. Motion passed 4-0
Chief Kavanaugh formally requested to approve his recommendation for Jason Jackson to be
promoted to the rank of Lieutenant. Mr. Polk made a motion to approve the recommendation for Jason
Jackson be promoted to the rank of Lieutenant and seconded by Mr. Parker. Motion passed 4-0
Chief Kavanaugh formally requested to certify the first names for the rank of Lieutenant. They
are Sgt. Drew Lydon,Sgt Josh Mason and Sgt. Amber Tharp. Mr.Aldridge made a motion to certify the
names listed and seconded by Mr. Parker. Motion passed 4-0
Chief Kavanaugh formally requested to approve his recommendation of Drew Lydon to be
promoted to the rank of Lieutenant effective January 2, 2025. Mr. Parker made a motion to approve the
recommendation for Drew Lydon to the rank of Lieutenant and seconded by Mr. Polk.
Motion passed 4-0
Chief Kavanaugh formally requested to certify the first names for the promotion of Sergeant.
They are Cpl. Craig Jackson, Cpl. Kasey Cunningham and Cpl.Justin Salisbury. Mr. Parker made a motion
to approve the list for promotion of Sergeant and seconded by Mr. Polk. Motion passed 4-0
Chief Kavanaugh formally requested to approve the recommendation for Craig Jackson to be
promoted to the rank of Sergeant. Mr. Parker made a motion to approve the recommendation for Craig
Jackson to be promoted to the rank of Sergeant. Motion passed 4-0
Chief Kavanaugh advised that the rank of Cpl. will be presented at a later date. He advised that
Brian Mitchell will be retiring and working at the Clark County schools effective January 10, 2025.
Attorney Bottorff advised that one candidate for inexperienced officer's list, you get an
additional 7.5 added to final score for a 4 year Bachelor's Degree and the rank will change on the
previous list. We need to correct and certify the new list with the change of#3 (Dayna Kinnaird) will go
to#4 on list and #4 (Isaac Demastus) will go to#3 on the list. The correct list will be as follows:
1. Jackson D. Wigley
2. Zachary D. Hoffman
3. Dayna K. Kinnaird
4. Isaac D. Demastus
5. Nathaniel J. Wheeler
6. Anthony J. Gamero
7. Petervaughn M. Kelly
8. Austin B. Schoen
9. David W. Goemmer
10. Kevin L. Talbott
11. John M. Fisher
Mr. Aldridge made a motion to approve the corrected list of applicants for the Inexperienced Officer's
list and seconded by Mr. Parker. Motion passed 4-0
CLAIMS:
President Snelling presented Invoice# 2024-11 from Patty Rush in the amount of$100.00. Mr.
Aldridge made a motion to approve the Claim as presented and seconded by Mr. Polk.
Motion passed 4-0
President Snelling presented Invoice #A69482 from Nance Floral Shoppe, Inc. in the amount of
$101.65 for planter for James Ross and delivery charge. Mr. Parker made a motion to approve the
Invoice as presented and seconded by Mr. Aldridge. Motion passed 4-0
ADJOURNMENT:
Mr. Polk made a motion to adjourn the meeting at 5:45 P.M. and seconded by Mr. Aldridge. Our
next meeting will be held on December 10, 2024.
