PRESENT(VIRTUAL): CALL TO ORDER Mayor Mike Moore called the meeting to order at 9:31 a.m. in the Mayor's Conference Room in City Hall. The meeting was held in person and streamed on the City's Website. Andy Crouch and Clark Miles served on the board. APPROVAL OF THE MINUTES: Mr. Miles made the motion to approve the minutes from November 13,2024. Mr. Crouch seconded the motion;motion passed,3-0. APPROVAL OF PAYROLL: Mr. Miles made the motion to approve the payroll. Mr. Crouch seconded the motion; motion passed,3-0. OLD BUSINESS: NEW BUSINESS: 1. Kailey Coursey-Lorraine Matthews appeal of fine from Code Enforcement regarding 311 Charlestown Avenue—Ms. Coursey advised this was an appeal on a fine. At the time this issue started there was cardboard laying on a hill to pin down bricks and it was not secure. Part of the issue was the cardboard laying in the front of the yard itself and part of the issue was impeding the sidewalk. Mr. Merkley stated photos had been submitted to the board to review. The photos were taken on July 2'and July 9th and the citation was issued on August 8th. This property has been cited multiple times going back to September 2018 for tall grass. Mr.Crouch asked if those citations were for the same property owner and Mr. Merkley said that was his understanding. Mr. Merkley advised there were also photos taken on November 18tn Under the ordinance the property owner can appeal the citation and the fine that has been assessed and the property owner has done that. Mr. Merkley advised the property owner, Ms. Matthews was present and allowed her an opportunity to address the board. Ms. Matthews stated that in the first photo shown there was no sidewalk. The cardboard box could not have been on the sidewalk because there was no sidewalk. Linda Mills from the Building Commissioners office advised the citation was due to having cardboard laying on the ground to kill the grass and that it was in the letter that was sent on July Th. Ms. Matthews said the reason she took environmental classes on gardening is because they tell you to use cardboard because that's the best use for your environment. Ms. Matthews said she received that information from the IU Extension Office. Mayor Moore asked Ms. Matthews if she would want to live next door to that and Ms. Matthews said it is not permanent. She listed all of the improvements she has done to the property since she purchased it. Ms. Matthews said she is dealing with 'creeping charlie' which is native but invasive and she was advised the best way to kill it was to cover it with 6 inches of cardboard and it could take up to a year to kill the invasive plant. Mayor Moore asked Ms. Coursey if the cardboard was still in place and Ms.Coursey stated it was not. Mr. Merkley stated the issued before the board today was the appeal;the citation was for the bricks and the cardboard. Mr. Moore asked for confirmation that the ordinance says this cannot be done and Mr. Merkley confirmed that was correct. Mr. Miles made the motion to deny the appeal and Mr.Crouch seconded the motion, motion passed 3-0. 2. Scott McVoy-Request for approval of Shop with a Cop road block on November 29 and November 30, 2024 for from 9:00 am to 1:00 pm—Assistant Chief McVoy advised no action is needed for this item since they are not closing a road but they would like to notify that they are going to be doing Shop with a Cop on November 29th and 30`h at Town Center Boulevard. This is a great thing for the youth in our community. 3. Len Ashack-Request for approval of road closure on East Maple Street starting on December 2,2024 at 7:00 am and completed by 5:00 pm on December 6,2024 for a sanitary sewer replacement— Mr.Ashack advised they needed to replace a sewer on Maple Street from 933/936 East Maple to Graham Street. They will start on December 2^d and should be done by Thursday but are requesting through Friday to be on the safe side. Mr.Crouch made the motion to approve the closure and Mr. Miles seconded the motion, motion passed 3- 0.
