REGULAR MEETING MINUTES
October 30, 2024
The Jeffersonville Redevelopment Commission held a Regular Meeting on October 30, 2024 that
was called to order at 4:01 pm in the Mayor's Conference Room located at 500 Quartermaster
Court, Jeffersonville, Indiana
Board Members present:
Evan Stoner, Sophia O'Coffey, Duard Avery, Teresa Perkins
Staff Members present:
Redevelopment Director Rob Waiz, Grant Administrator DeLynn Campbell, Administrative
Assistant/Secretary Theresa Treadway, Assistant Controller Yvonne Dowd, City Engineer Andy
Crouch
Guests: Josh Darby (by Zoom) with Jacobi, Toombs & Lanz, Kevin Daeger and Chris Gardner
with HWC, John Kraft with MAC Construction and Bob Stein with United Consulting.
CALL TO ORDER
Ms O'Coffey, Vice President called the meeting to order at 4:01 PM
APPROVAL OF AGENDA
Mr. Stoner made a motion to approve the agenda, with Mr. Avery seconding, passing
unanimously 3-0.
CONSENT REPORTS
Minutes:
Mr. Stoner made a motion to approve the minutes from September 25, 2024 with Mr. Avery
seconding,passing unanimously 3-0.
Claims:
Mr. Stoner made a motion to approve the TIF Claims in the amount of$1,038,610.93 with Mr.
Avery seconding, passing unanimously 3-0.
Mr. Stoner made a motion to approve the Redevelopment Operating Claims in the amount of
$8519.71 with Mr. Avery seconding, passing unanimously 3-0.
JTL Ongoing Projects Update:
Falls Landing Park(8th Street and Ohio Avenue)
• All items are complete except installation of electrical equipment. Duke has set the
meter and power is on to the lights within the park. All that remains is replacement of
temporary electrical equipment with permanent long lead time items. Status same.
• Final site inspection was held on 10/2/2024. Contractor working on punch list items.
Falls Landing Parking Lot and Restrooms
• Project awarded to Excel Excavating. JTL providing full-time inspection.
• Notice to proceed issued on April 22, 2024. Contract completion date is August 20,
2024.
• Project is substantially complete. Water meter was set on 9/3/24. Water is on to the
new building.
• Final inspection was held on 9/12/2024. Contractor has completed all punch list
items. All that remains on the project is planting trees which will be completed next
month once trees go dormant.
• Present final installed quantity adjustment change order for approval. Result is a
contract deduct in the amount of$14,122.03. ACTION REQUESTED. Mr. Stoner
made a motion to approve Change Order 1 in a credit amount of$14,122.03 with Mr.
Avery seconding,passing unanimously 3-0.
HWC Engineering Project Update:
• Chris Gardner — For the Hike the Pike Project, all 43 appraisals are complete and 33
parcels have been secured.
• Charlestown Pike Project — Kevin Daeger — Utica Sellersburg Road, curbs and gutters
have been replaced and starting tomorrow the road will be open from 62 to Shungate
which will allow more access for the neighborhoods off Charlestown Pike while road is
closed. Utica Sellersburg Road should be completely opened by Thanksgiving.
• Phase 2 of Charlestown Pike, storm trunk and water main has started, we have change
order 2 for this project, as a result of the sanitary manholes being in conflict of the
proposed curb and gutter line along the west side of Charlestown Pike. ACTION
REQUESTED. Mr. Avery made a motion to approve change order 2, with Mr.
Stoner seconding,passing unanimously 3-0.

BOARD COMMENT
Mr. Stoner—Charlestown Pike, I know there is a lot of different agencies involved with this
project that are fielding calls and concerns over road closures,etc. Like Jeff Digs, this project is
for the greater of good and at the end of the day going to be a huge accomplishment. We
appreciate everyone's due diligence and patience on this project. Also, thank you Rob for the
announcement of the new owners of Youngstown and their plans.
Mr. Avery—Really like the new Dale Orem Park, not sure how many parks we now have.
There is a lot of recreation areas for families to go to.
Ms. Perkins—Curious about old Eastlawn property. Per Rob, all is good and should be
discussed at next meeting.
Ms. O'Coffey—No comment
