HomeMy WebLinkAboutJFMC October 3, 2024 FIRE MERIT COMMISSION OF THE CITY OF JEFFERSONVILLE, INDIANA Regular Meeting City Council Chambers October 3, 2024 CALL TO ORDER: The regular meeting for October 3, 2024, Fire Merit Commission was called to order by Commissioner McCormick at 6:00 P.M. ROLL CALL: The roll call was conducted and those present were Commissioners Troy McCormick, Donovan Sims, Sam Smith, Thomas Spalding and Brooke Valentine. COMMISSION STAFF: Fire Merit Commission Counsel Zach Stewart, Fire Chief Shawn Grant, Union President Brad Tetley and Stenographer Cindy Seifert GUESTS: Joe Hurt, Anthony Thomas, Kyle Patterson and Anne Langley MINUTES: Commissioner Spalding made the motion to approve the minutes from September 5, 2024, seconded by Commissioner Valentine, passes on a vote of 5-0. APPROVAL OF AGENDA: Commissioner Smith made the motion to approve the Amended Agenda, amended to add invoice for IPSP, seconded by Commissioner Sims, passes on a vote of 5-0. CLAIMS: Attorney Stewart presented a claim for payment to Marco's, for food on the second day of applicant interviews in the amount of$191.59,Commissioner Smith made the motion to approve the claim,seconded by Commissioner Spalding, passes on a vote of 5-0. Attorney Stewart presented a claim for payment to Zachary F Stewart for attorney fees in the amount of $1,800.00, Commissioner Smith made the motion to approve the claim, seconded by Commissioner Sims, passes on a vote of 5-0. Attorney Stewart presented a claim for IPSP for applicant testing in the amount of $6,650.00, Commissioner McCormick made the motion to approve the claim, seconded by Commissioner Spalding, passes on a vote of 5-0. BUSINESS: EXECUTIVE SESSION MEMORANDUM Attorney Stewart provided a Memorandum from the Executive Session held September 14 and 15, 2024, which was held to participate in the applicant interviews. Commissioner Sims made the motion to accept the Memorandum of Executive Session into the record, seconded by Commissioner Spalding, passes on a vote of 5-0. Page 1 of 2 RESOLUTION 2024-03 Attorney Stewart presented Resolution 2024-03 for the certification of the 2024 Applicant Hiring List which will go into effect upon the expiration of the 2022 list on October 7, 2024. The Resolution will need to go before the Board of Public Works to finalize the process. Commissioner Sims noted dates within document have 2022 rather than 2024 as the effective dates. The 2024 list will expire October 7, 2026. Commissioner McCormick made the motion to APPROVE the Amendment Resolution 2024-03 with the correction of 2022 to 2024, seconded by Commissioner Sims, passes on a vote of 5-0. LATERAL TRANSFER LIST Chief Grant advised the Commission that the current hiring list went through 36 people to hire 6 individuals. He stated there is a possibility of the creation of a Fire Territory. This will create the need for additional hires than in a normal cycle. He reached out to Attorney Stewart to see about setting up something to hire experienced firefighters, similar to the Police Department. Attorney Stewart advised that he has reached out to JPD Merit Attorney to see how this was created for JPD. Chief advised that the department will be expected to help out pretty quickly with neighboring community. This could shorten the timeline to get firefighters ready to work. Attorney Stewart will get more information and bring back to Commission for discussion. Complete a Substantiation Pay Form (SPF) in BambooHR a. Sign into your BambooHR account b. Go to the FILES tab c. Select the "Manager Hiring Forms" folder d. Click on the Substantiation Pay form i. Request Signature ii. Select"only some" iii. Assign Requisition to yourself iv. Send Request(form will then be emailed to you to complete) v. Complete Form e. Read the instructions and add all supporting documents to the form before submitting it. This includes ANY document to meet the minimum requirements and any for which credit is given. i. A transcript can be used in place of a diploma. ii. Applicants can take a photo of the document and send it to you. iii. Steps on how to upload: 1. Once the Substantiation Pay Form is complete, HR will extend a conditional job offer to the applicant. Pre- screen forms will be sent and a drug screen and background check will be ordered. The typical turnaround for results is 24-48 hours. 4. Upon receipt of successful completion of all prescreen requirements, HR will extend a Formal Offer of employment to the applicant. New hire forms will be sent,videos will be assigned, and an HR appointment will be established. 5. The PAYROLL NOTICE will be assigned to the HIRING LEAD to complete. If the Hiring Lead is not the Department Head,the form will automatically be routed to the DH for signature before it is automatically routed to Christine in HR. This form must be signed promptly as it flows into payroll and the employee must sign at time of HR appointment. Forms received less than a day before HR appointment will require the rescheduling of the appointment and possibly hire date. NOTE: The Payroll notice also requires e-signatures, making it a legally binding document. It cannot be "red-ink" corrected or revised. If incorrect, it will be deleted and you must start over.
