HomeMy WebLinkAboutRDC September 25, 2025 JEFFERSONVILLE REDEVELOPMENT COMMISSION REGULAR MEETING MINUTES September 25,2024 The Jeffersonville Redevelopment Commission held a Regular Meeting on September 25, 2024 that was called to order at 4:00 pm in the Mayor's Conference Room located at 500 Quartermaster Court,Jeffersonville, Indiana Board Members present: Scott Hawkins, Evan Stoner, Mike Moore (by Zoom), Sophia O'Coffey, Duard Avery, Teresa Perkins Staff Members present: Redevelopment Director Rob Waiz, Redevelopment Commission Attorney Les Merkley City Attorney, Grant Administrator DeLynn Campbell, Administrative Assistant/Secretary Theresa Treadway, City Controller Heather Metcalf, Assistant Controller Yvonne Dowd, City Engineer Andy Crouch and Public Arts Director Kat Wang. Guests: Josh Darby (by Zoom) with Jacobi, Toombs & Lanz, Kevin Daeger with HWC, John Kraft with MAC Construction and Jeanne Burke with Clark County Museum. CALL TO ORDER Mr. Hawkins,President called the meeting to order at 4:00 PM APPROVAL OF AGENDA Mr. Hawkins stated a couple of additions to the agenda, 1) Mural on back of Clark County Museum and 2) Placer-ai contract. Mr. Moore made a motion to approve the additions to the agenda with Mr. Stoner seconding,passing unanimously by roll call vote 5-0. Mr. Stoner made a motion to approve the agenda, with Ms. O'Coffey seconding, passing unanimously by a roll call vote 5-0. CONSENT REPORTS Minutes: Mr. Stoner made a motion to approve the minutes from August 25, 2024 with Ms. O'Coffey seconding, passing unanimously by a roll call vote 5-0. Claims: Mr. Stoner made a motion to approve the TIF Claims in the amount of$1,731,024.23 with Mr. Moore seconding,passing unanimously by a roll call vote 5-0. Mr. Moore made a motion to approve the Redevelopment Operating Claims in the amount of $9,929.26 with Mr. Stoner seconding,passing unanimously by roll call vote 5-0. JTL Ongoing Projects Update: Charlestown Pike Reconstruction, Segment 1 (Holman's Lane to Utica-Sellersburg Road) and Utica-Sellersburg Road Reconstruction, Segment 2 (Railroad Tracks North to Charlestown Pike: • Acquisitions of all 57 permanent right of way parcels has been completed. • All utility relocations along Utica-Sellersburg Road have been completed. • For Charlestown Pike-Clark County REMC and Duke are complete with setting new poles and transferring lines. Charter is complete of their relocations. ATT is nearing completion of their relocations. CenterPoint and Crown Castle both anticipate completion by the end of this year. • Project was awarded to MAC Construction in the amount of$16,280,000 total for the two segments ($4,023.000 for Utica Sellersburg Road +$12,257,000 for Charlestown Pike). • Held pre-construction meeting with MAC Construction on 5/22/2024. Construction underway along Utica Sellersburg Road. • To be removed from future reports—HWC reporting on construction progress. Falls Landing Park(8th Street and Ohio Avenue) • All items are complete except installation of electrical equipment. Duke has set the meter and power is on to the lights within the park. All that remains is replacement of temporary electrical equipment with permanent long lead time items. • Final site inspection scheduled to be held on 10/2/2024. Falls Landing Parking Lot and Restrooms • Project awarded to Excel Excavating. JTL providing full-time inspection. • Notice to proceed issued on April 22, 2024. Contract completion date is August 20, 2024. • Project is substantially complete. Water meter was set on 9/3/24. Water is on to the new building. • Final inspection was held on 9/12/2024. Contractor working on punch list items. HWC Engineering Project Update: • Andy Crouch on Hike the Pike Project with Chris Gardner being out. Hike the Pike is still ongoing and on track. Looking to send out for bids in November, open bids in December and award the project in January. • Charlestown Pike Project — Kevin Daeger — MAC on Phase 1, water main is near completion on Utica Sellersburg Road. Approximately 3-4 months to be completed. I have a change order #1 for Louisville Paving, this is for managing traffic control for Charlestown Pike so an increase of$1214.00. Mr. Moore made a motion to approve change order #1 with Ms. O'Coffey seconding, passing unanimously on a roll call vote 5-0. NEW BUSINESS Clark County Museum Mural-Andy Crouch & Kat Wang—You have a handout I passed around. We are looking to add a mural to the back of the history museum. You would see this from Falls Landing Park and walking towards The Depot. This one is of Robert Taylor he was the first principal of Wall Street School and principal there for 35 years. He and two other students were the first African Americans to graduate Jeff High School. The other option is Falls of the Ohio with Lewis, Clark and York looking out towards the Falls. Depending on which rendering we choose, we would leave some of the renderings up to the artist. Total cost of this mural will be $4900.00 Mr. Moore made a motion for the mural to include Mr. Taylor at $9900.00 with Mr. Stoner seconding and adding if a plaque or some narrative could be on or by Mr. Taylor's picture so everyone understands the history behind Mr. Taylor,passing unanimously by roll call vote 5-0. Andy Crouch, I am going to put Kat Wang on the spot to give us an updated on Falls Landing Park. Per Kat, sculptures are completed and will be installed on October 3. On October 13, in conjunction with the Bloody Mary event at the Depot from 11-2, we will take a tour over to Falls Landing Park at 1:30 to see the sculptures and meet all the artists as well as the artist for the murals on the Clark County Museum. Hope everyone can join us. QUESTIONS FOR EXECUTIVE DIRECTOR Falls Landing Park is in need of additional bollards to stop cars from driving up into the park, cost would be $8000. Mr. Moore made a motion to approve the $8000 for bollards with Ms. O'Coffey seconding,passing unanimously by roll call vote 5-0. BOARD COMMENT Ms. Perkins—I have known Jeanne for a long time, so glad everyone appreciates what she has done and is doing at the Clark County Museum. Updates on some of the new schools; Pike Elementary is moving along, New Middle School on Highway 62 is going to be a great location with all the new development in that area. The new proposed school on Salem Noble,this will be PreK-Fifth grade. Mayor stated he spoke to GCCS Superintendent and Brian Glover on County Council and applauded them for doing this without raising tax rate. Mr. Moore—. Jeanne thank you for all you do and your hard work and knowledge on the history in Jeffersonville, it is very much appreciated. Mr. Taylor graduated high school 100 years before I did. We came in office in 2012 and have taken on some massive road projects. First we had Hamburg Pike, then 10th Street, Holman's Lane, all the downtown streets that sewer repairs had to be completed and now Charlestown Pike and Utica Sellersburg Road. All of these are large enough that you have excitement but we get into the middle of the project and people get upset and complain, I hear you. Blame me, not your council people, do not call my assistant yelling at her. I know there is a lot of pain and headaches during these projects, it will all be worth it. Not sure where we would be if these projects were not tackled. We will be in a much better place once these are completed. Ms. O'Coffey—No comment Mr. Stoner—Jeanne, we are thankful and appreciative for you. This mural will be a great addition to the Clark County Museum with the history behind it. Theresa thank you for negotiating this contract, I can see this data is a great use in a lot of areas for the City and City services for the safety of the community. Mr. Avery—This is a great mural, I remember learning about Mr. Taylor in history class in high school. Mr. Hawkins—I echo the sentiments on the mural and all it represents. To Theresa, we need to put you in charge of negotiating more contracts, from $12,600-$8,000 that is awesome.
