Monday,September 23, 2024
The Jeffersonville Parks Authority met in Session on Monday, September 23, 2024 in the Mayor's
conference room on the third floor of City Hall. Members Present: Elizabeth (Lisa) Carter, Johnna
Anderson, Debbie Pait,Gus Luckert, Pam Clark,Stacie Thompson,and Carmen Croudep. Larry Jordan and
Evan Stoner were absent.
Parks Staff Present: Paul Northam, Amber Ridings, Amber Powell, Tara Young, Daniel Fluhr, and Olivia
Mann.
APPROVAL OF AGENDA
Member Clark made a MOTION to approve the agenda, and the motion was seconded by Member
Anderson. The motion passed on a vote of 7-0.
APPROVAL OF MINUTES
Member Luckert made a MOTION to approve the August 26th, 2024 minutes, and the motion was
seconded by Member Croudep. The motion passed on a vote of 7-0.
OLD BUSINESS
Paul Northam announced that the Ellingsworth Property has been renamed "The Silos". Bridges have
been poured and the lawyers are working for this property to change hands so the Parks Department
will take over.
NEW BUSINESS
Amber Powell presented a band contract (The Aesthetic) for The Depot "Costumes and Cocktails" event
on Wednesday,October 30th. Member Luckert ask how this event is promoted,and Amber explained it's
through social media, posters, the Alcove promotes and the band promotes as well. She encouraged all
members to share on their personal Facebook too. Member Clark made a MOTION to approve, and the
motion was seconded by Member Thompson. The motion passed on a vote of 7-0. All contracts are
approved pending legal review.
MANAGER'S REPORT
Each Manager has included an activity attachment for your review.
DIRECTOR'S REPORT
Paul stated that Oglesby Pickleball Project is 90%complete, as the fencing is being finished, and a 3`d
coat of paint is being applied. The ribbon cutting ceremony is scheduled for Tuesday,October 8th at
11:00. All members are welcome to attend. We've been working on the numbers for parking at Chapel
Lake Park,as the existing lot will only hold 15 cars.There have been discussions with a company that
does pre-fab buildings(for Chapel Lake),with a cost of roughly$80,000; however,the total would be
closer to$100,000.
Big Four playground project is soon to begin,as the maintenance team will be removing the rubber turf
to replace this. Duffy's Landing shoreline has been cleaned up and fall projects are being prioritized at
this time. (There are 5 pgs.)
Paul and Amber Ridings are planning a meeting with Amber Powell and Tara Young, and sponsorships
will be included in this discussion. Member Luckert requested to please target River Ridge. Member
Thompson has had conversation with Amy Semones(Council Member) regarding signage around Chapel
Lake and River Ridge, as there could be interest in cost-sharing.
There will 3 holes at Chapel Lake Disc Golf course named after those that were instrumental in the idea
and development of this course. They are Matt Siler,Jim Ashton (Consultant)and David Greenwell
(Designer).
REPORTS AND COMMENTS

Public Comments- NONE
Parks Authority Member Comments—Member Luckert had a question about the Bloody Mary Festival,
and which downtown bars would be participating. Amber Powell replied that all downtown bars will be
participating with the exception of Union. Each place has their own recipe which will be served and
judged by the attendees.
Member Clark made a motion to ADJOURN at 5:30 pm.
