CALL TO ORDER
• Chairperson Callahan welcomed everyone to the meeting and called the
meeting to order at 5:34 p.m.
• The meeting was held in person at Jeffersonville City Hall, 500
Quartermaster Court, Jeffersonville, Indiana 47130.

OLD BUSINESS
• Approve minutes from July 8, 2024 meeting
o Commissioner Semones motioned to approve the minutes.
Commissioner Uhl seconded.
o Motion passed unanimously.
• Mural at Clark County Museum update (Administrator Wang)
o One side is complete.
Back wall on hold due to an issue with the installation of a storage
locker which may block art.
Administrator Wang will bring the design discussion to the
Commission before work is restarted.
• Cultural Pass update (Administrator Wang)

O 136 attendees for July with a pass; 87 adults with a pass
o 12 repeat participants
o Reimbursement of $800 from Fund for the Arts
o Several home school, church, and other groups wanted to continue
the program throughout the year.
• Cool Mountain Wrap Up (Administrator Wang)
o Sold out most of the shows.
O 50 seats per show.
o Talent of the performers was amazing; quirky fun and will be back
next year.
o Another show in November at the Arts Center
• The musical, Six.
• Will be a teen version.
• Plan for Falls Landing (Administrator Wang)
O 6 sculptures will be complete within the next week.
o Artist with 3 sculptures will be completed in a few more weeks.
o Stands are ready so when the sculptures are complete, they can be
put on the stands.
o Ribbon cutting for Falls Landing has already happened
o JPAC plans to have and "artist meet/greet & mingle"
• Include Riley (muralist for Clark County Museum work) and
sculpture artists.
• October 10, 6 to 8 p.m.
NEW BUSINESS
• Dog Days of Summer (September 7: 10 a.m. - 2 p.m.)
o Lots of fun
O 178 dogs came to the pool to swim.
o Up from last year (166).
o JPAC led events outside of the water park.
• Pup cup station and decorations.
• Items for the animal shelter and spotlights for shelter dogs.
• Used the inflatable rainbow arch to draw attention to the
event.
• Art station for dogs included canvases and paint inside
plastic bags. There was peanut butter on the plastic bag and
the dogs would create artwork.
• 95 "Pawcassos" participated.

• Paid feature artist, Michelle Strotman,designed fun tee-shirts
which were sold during the event.
• Sales of $730 were donated to the animal shelter.
• Michelle secured some commissions during the
event.
• Michelle also had a portrait in a raffle.
o Comments:
• Timing and location.
• If we have an artist next time, we would move that
inside the water park.
• Food related activities would stay outside (too much
chaos with peanut butter, etc.).
• Commissioner Darku thought it was a revolutionary
art/animal event and would like to see more of the same.
• Can cats be incorporated?
• The animal shelter had a cat event at the art center in
July.
• Same art idea as with dogs but with catnip, wands to
encourage cats to create.
o Art Alliance of Southern Indiana Gala table sponsorship: $2,000
• Friday, October 18, 7 to 11 p.m.
• 8 people per table
• The Magnolia at Clarksville
• Theme: 1920's masquerade ball/speakeasy
• Live art auction
• Lots of fun
• Individual ticket = $100
• JPAC has a history of sponsoring a table.
• Commissioner Semones moved to sponsor a table.
• Commissioner Williams-Hampton seconded.
• The motion was unanimously approved.
• Administrator Wang asked who wants to attend:

• Administrator Wang will send an email to others to determine
if they'd like to attend.
• 2025 JPAC Budget Break Down (Administrator Wang)
o Administrator Wang shared the budget: $128,000
o There was no change to the prior year's budget allocation.
o More money was placed into contractual services - an area we
seem to be at a deficit year over year.
o Scaling back the Art Mobile season.
• The Farmers Market was a big draw.
• Most of the instructors are coming back.
o Funding in place for:
• Coordinator position
• Student art show
• Abbey Road on the River
• Pride Festival
• Artists for the Holiday Market
• This year we have a $4,000 grant
• We'll use that to fund an ice sculptor, gingerbread
chef, and musicians
• Kentucky Shakespeare
• Cleaning services
• Digital gallery service fee
• Security
• Painted benches (cleaning up area with City Pride)
• National Night Out
• Dog Days
• Stage One
• Potential new play
• Work with Ivy Tech students
o There's a $9,210 buffer for unexpected items, murals, art therapists
at schools, working with foundations for projects, etc.
• Administrator Wang will share other parts of budget, maintenance,
subscriptions, IT, etc. if Commissioners are interested.
• New Play (Administrator Wang)
o JPAC will help sponsor and pay artists and the director.

o New playgroup: Uncensored Louisville

o Troupe of 6 people
o "Do you feel anger" is the play by Maria Nelson Greenberg (friend
of director)
o Satire - adult (18 + due to language) - done in the round
o Production date in February 2025
o Will include a one-on-one talk with the playwright.
• Grants - begin research to build art library
o We have a $4,000 grant to build art library for diverse/adaptive
needs.
o We have received the first installment.
o Commissioners can send Administrator Wang an email if they're
interested in brainstorming and/or researching items to include in
the library.
o Fishers Library has art kits in the library for check-out, QR code
with instructions, take art home, return kit to be replenished.
• Next events (Administrator Wang)
• National Night Out —Art Table (October 1) at Shirley's Arbor (6 - 9
p.m.)
o "Stained Glass" Mosaic Adult Art Class at the Art Center (October
3)
o Steamboat Nights (October 4-5)
• There are a group of volunteers who have already signed-
up.
• Will make lanterns again and use highlighters to paint and
light using glow-sticks.
• We'll be working in the black-light silent disco tent.
• JPAC is sponsoring an artist to do another live mural.
• It will be a paint by numbers so the community can
participate.
• Theme: Circus Steamboat.
There's a story about a live elephant getting
loose and running through Jeffersonville.
o The artist will make a print and donate to the
Clark County Museum.
• The Parks Department is sponsoring 2 live muralists.
• Mini mural festival: take and make
Discussion: During the Pride Festival, businesses expressed an
interest in having murals on their buildings.

• We could commission one building per year, or several
buildings in a smaller square.
• Part could be permanent, part changes every year like a
built-in gallery.
• Courtyard at Lifespring is a good location to start.
• It can be a struggle to put public art on private buildings.
• The Redevelopment Commission could give owners a
matching grant for a facade uplift.

Falls Landing Opening Art Mingle (October 10)
November Cool Mountain Play
• November 8 - 10
• Auditions start tomorrow at the Art Center
o Light Up Jeff at Downtown Jeffersonville (November 30)
• Need people to walk in the parade.
• Need people to work at an art table.
Annual NoCo Holiday Event (December 7)
• 12 to 5 p.m. (shorter than last year when we went to 8 p.m.)
• Look at Sign-up Genius to volunteer.
• The Depot will be open with drinks; Maker 13 will host the
Gingerbread House live build again.
• The Parks Department will bring in food trucks
• We sent out 19 acceptance letters to vendors.
• We will send out another notice for more entries.
• Music: 2 sets of duets at the Art Center; Maker 13 will have a
soloist.
0 Storytime with Santa (December 15)
• Meet and greet with kids.
• 1- 3 p.m.
COMMISSIONER COMMENTS
• Commissioner Uhl: I'm excited for the plans for the rest of the year.
• Commissioner Semones: I'm excited for the disc golf course opening at
Chapel Lake Park. It would be nice to include art pieces in open areas of
course.
o There's work underway to acquire the Scales of Justice & the Art
Lady and move them to more visible locations.
• Commissioner Williams-Hampton: It's great to be back. Appreciates the
variety of events.

• Commissioner Darku (4): It's nice the ideas stay locked in even though the
Commissioners change. This shows the ideas are powerful and needed.
• Mr. Crouch: It's good we have a variety of events to play to different
people's interests.
• Chairperson Callahan: Shared her appreciation that we understand art
isn't just paint and are promoting different art forms.
• Commissioner Miller: I appreciate the focus on accessibility and variety.
