SANITARY SEWER BOARD
MINUTES OF OCTOBER 3, 2024
The Sanitary Sewer Board of the City of Jeffersonville, Indiana met in regular
session on Thursday, October 3, 2024 at 3:00 P.M in Jeffersonville City Hall Mayor's
Conference Room and via Zoom. Mayor Moore called the meeting to order at 3:00 P.M.
Board Members present are Mike Moore, Dale Orem and Bill Saegesser. Also present
are Utility Director Len Ashack, Assistant Utility Director Jay Thompson, City Engineer
Andy Crouch, Utility Billing Office Manager Elisha Gibson, Controller Heather Metcalf,
Board Attorney Les Merkley, Lenin Kasthuri, Justin Ramirez and Andy Sucharitakul
representing Lochmueller Group, Josh Darby and Mike Harris representing Jacobi
Toombs and Lanz, Jorge Lanz and Asset Management Program Manager/Stenographer
Cindy Seifert.
Board Member Orem made the motion to approve the agenda, second by Board
Member Saegesser, passing on a vote of 3-0.
The minutes of the September 19, 2024 meeting were presented for approval.
Board Member Saegesser made the motion to approve the minutes as presented, second
by Board Member Orem passing on a vote of 3-0.
CONTROLLER'S REPORT
Controller Metcalf presented the claim list dated October 3, 2024, in the amount of
$2,371,173.29. Board Member Saegesser made the motion to approve the claim list as
presented, second by Board Member Orem, passing on a vote of 3-0.
Billing Office Manager Gibson presented the Adjustment Certificate dated October
3, 2024 in the amount of $-89,150.94 Sewage and $-2,548.92 Drainage. Board Member
Saegesser made the motion to approve the Certificate as presented, second by Board
Member Orem, passing on a vote of 3-0. Billing Office Manager Gibson advised that the
Billing Office will be sending out letters to high water usage customers to notify them of
the potential for water leaks.
OLD BUSINESS
Director Ashack provided the Calculation of Proposed Capacity Fees from Baker Tilly,
which proposes an increase of capacity fees inside the city from $3,300 to $4,900, outside
the city from $3,300 to $5,500. The report changes the metered flow rate calculation from
cubic feet to gallons, as water companies are providing data in gallons and our personnel
are converting to cubic feet. Additionally, the usage rate will be increased outside the
city. If approved this request will need to go through to the City Council to update the
ordinance. Board Member Saegesser made the motion to approve the changes proposed
by Baker Tilly to the Capacity Fees and Usage Fees as presented, second by Board
Member Orem, passing on a vote of 3-0.

NEW BUSINESS
Josh Darby presented Change Order #1 for the Market and Chippewa Sewer
Replacement. The change order is for a deduction of$89,575.40, mostly due to the City's
Street Department paving the construction location.
ENGINEERING REPORTS
Josh Darby of Jacobi, Toombs and Lanz presented and reviewed Jeffersonville
Sewer Projects Status Report dated October 3, 2024.
Lenin Kasthuri presented and reviewed the Lochmueller Group Engineering
Report dated October 3, 2024. Justin Ramirez reviewed the expansion of the NWWTP
portion of the report dated October 3, 2024.
Director Ashack provided the Project Status Report from Strand Associates dated
October 3, 2024. No one appeared to present.
DEPARTMENT REPORT
Director Ashack reviewed the September WWTP Flows report for both facilities,
he noted two large rain events, in which we had no overflows. He provided the Monthly
Report. Director Ashack advised of two new project connections, Tract 21C (new data
center on Jacobs Way in River Ridge) and Heritage Federal Credit Union near Planet
Fitness, which will flow to the NWWTP.

There being no further business to come before the Board, Board Member Orem
made the moti to adjourn at 3:17 P.M., second by Board Member Saegesser, passing
on a vote of 3 The next regular meeting is scheduled for October 17, 2024.
