REGULAR MEETING
SEPTEMBER 10, 2024
The Jeffersonville Police Merit Commission was held on September 10, 2024, at 5:00 P.M. in the
Council Chambers, First Floor, 500 Quartermaster Court, Jeffersonville, Indiana. President Snelling
called the meeting to order with the following in attendance: President Jeremy Snelling, Vice-President
Robert Campbell, Buddy Parker, Scott Aldridge, James Polk, Attorney Robert Bottorff and Patty Rush.
Invocation was given by Robert Campbell
APPROVAL OF MINUTES:
President Snelling presented the minutes from August 13, 2024 meeting, asking if there were
any comments, questions, or corrections. Mr. Parker made a motion to approve the meetings as
presented and seconded by Mr. Polk. Voted 5-0
OLD BUSINESS: None
NEW BUSINESS:
Chief Kavanaugh address the Commission regarding promotional considerations. He formally
request the first three eligible names for the rank position of Captain.
1. Major Joshua Lynch
2. Lt. Mark Dobson
3. Lt. Samuel Moss
Mr. Polk made a motion to accept the list and Major Joshua Lynch for promotion to Captain, effective on
November 1, 2024 and seconded by Mr. Campbell. Voted 4-0
Chief Kavanaugh formally request the first three eligible names for the rank position of
Sergeant.
1. Cpl. Aaron Olson
2. Cpl. Craig Jackson
3. Det. Cpl. Kasey Cunningham.
Mr. Parker made a motion to accept the list and Cpl. Aaron Olson for promotion to Sergeant, effective
on November 1, 2024 and seconded by Mr. Polk. Voted 4-0
Chief Kavanaugh formally request the three eligible names for the rank position of Corporal.
1. Ptl. Daniel Harbin
2. Det. Jonathan Herring
3. Det. Levi James
Mr. Campbell made a motion to accept the list and Ptl. Daniel Harbin for promotion to Corporal,
effective on November 1, 2024 and seconded by Mr. Parker. Voted 4-0
Assistant Chief McVoy presented the next three names on the Experienced Hiring List as follows:
1. Brock Messina
2. Maxillian Kastan
3. Christian Henley
Mr. Campbell made a motion to approve the next three names off the Experienced Hiring List and
seconded by Mr. Polk. The effective date will be September 26, 2024. Voted 4-0
Assistant Chief McVoy advised that oral interviews for inexperienced candidates needs to be
scheduled. The dates are September 24, 25 & 26; October 16, 17 & 18; October 18, 29 & 30; November
12, 13 & 14. The will take approximately 40 minutes each.
PUBLIC COMMENTS: None
CLAIMS:
President Snelling presented a Claim on Invoice#2004-09 from Patty Rush in the amount of
$100.00. Mr. Campbell made a motion to approve the Claim for$100.00 and seconded by Mr. Aldridge.
Voted 5-0
President Snelling presented a Claim from IPSP, Invoice #LIN 2024.24 in the amount of$10,300.
Mr. Campbell made a motion to approve the Invoice in the amount of$10,300 and seconded by Mr.
Parker. Voted 5-0
President Snelling presented a Claim from IPSP, Invoice#LIN 2026.27 for written exams, scoring
and oral interviews in the amount of$10,300. Mr. Campbell made a motion to approve the Invoice in
the amount of$10,300 and seconded by Mr. Parker. Voted 5-0
President Snelling presented a Contract with IPSP and the Commission in the amount of$6,000.
Mr. Polk made a motion to approve and recommend to the Mayor for signature and seconded by Mr.
Parker. Voted 5-0
ADJOURNMENT:
Mr. Campbell made a motion to adjourn the meeting at 5:45 P.M. and seconded by Mr. Parker.
Our next meeting will be on October 8, 2024 at 5:00 P.M. at City Hall.
