HomeMy WebLinkAboutJFMC September 5, 2024 FIRE MERIT COMMISSION OF THE CITY OF JEFFERSONVILLE, INDIANA Regular Meeting City Council Chambers September 5, 2024 CALL TO ORDER: The regular meeting for September 5, 2024, Fire Merit Commission was called to order by Commissioner McCormick at 6:00 P.M. ROLL CALL: The roll call was conducted and those present were Commissioners Troy McCormick, Donovan Sims, Sam Smith and Thomas Spalding. Brooke Valentine was absent. COMMISSION STAFF: Fire Merit Commission Counsel Zach Stewart, Fire Chief Shawn Grant and Stenographer Cindy Seifert GUESTS: Kyle Patterson and Anne Langley MINUTES: Commissioner Sims made the motion to approve the minutes from August 1, 2024, seconded by Commissioner Smith, passes on a vote of 4-0. Commissioner Sims made the motion to approve the minutes from Special Meeting August 22, 2024, seconded by Commissioner Smith, passes on a vote of 4-0. APPROVAL OF AGENDA: Commissioner McCormick made the motion to approve the Amended Agenda, seconded by Commissioner Spalding, passes on a vote of 4-0. CLAIMS: Attorney Stewart presented a claim for Eric Roll for tactical assessment during promotional interviews in the amount of$600.00,Commissioner Smith made the motion to approve the claim, seconded by Commissioner Sims, passes on a vote of 4-0. Attorney Stewart presented a claim for credit card use at Mission BBQ, for meals during applicant interviews in the amount of $254.68, Commissioner McCormick made the motion to approve the claim, seconded by Commissioner Smith, passes on a vote of 4-0. BUSINESS: EXECUTIVE SESSION MEMORANDUM Attorney Stewart provided a Memorandum from the Executive Session held September 5, 2024. Commissioner Sims made the motion to accept the Memorandum of Executive Session into the record, seconded by Commissioner Spalding, passes on a vote of 4-0. Page 1 of 2 AMENDMENT TO RESOLUTION 2024-02 Attorney Stewart advised of I.C. 36-8-3.5-12(e) states that after meeting baseline qualifications applicants can be subject to investigation of mental alertness, character, habits and reputation. Also, our Merit Rule contains Rule and Procedure No. 2 Section II which allows for background investigations. During this screening, one of the applicant's history was identified. This applicant was a previous probationary firefighter for the City of Jeffersonville. This termination of employment was handled through the Board of Public Works. Former Chief Harrod was asked whether this employee has performed their duties in a satisfactory manner, Chief answered No.When Chief Harrod was asked if this employee has conducted himself in a satisfactory manner,Chief answered No. When Chief Harrod was asked if this probationary employee had the necessary capacity to become a permanent member of the department,the Chief's answer was no. Attorney Stewart advised the Commissioner's that they could remove the applicant from the remainder of the applicant process be amending Resolution 2024- 02, or leave this applicant on the list. Commissioner McCormick made the motion to APPROVE the Amendment Resolution 2024-02 removing the second applicant listed from the applicant process, seconded by Commissioner Sims, passes on a vote of 3-0-1, with Commissioner Smith abstaining. ATTORNEY REPORT: Reminder that September 14th and 15th will be Applicant Interviews will be held at the Envision Center. REPORT FROM LOCAL 558 UNION: No Report REPORT ADMINISTRATION: Chief Grant thanked the Commissioners for releasing the promotion list early, as it aided in the transitions between fire houses. FIRE MERIT COMMISSION COMMENTS: None ADJOURNMENT: With no further business before the Commission, Commissioner Sims made the motion to ADJOURN, seconded by Commissioner Smith, passes on a vote of 4-0.
