HomeMy WebLinkAboutRDC August 28, 2024 JEFFERSONVILLE REDEVELOPMENT COMMISSION REGULAR MEETING MINUTES August 28, 2024 The Jeffersonville Redevelopment Commission held a Regular Meeting on August 28, 2024 that was called to order at 4:00 pm in the Mayor's Conference Room located at 500 Quartermaster Court, Jeffersonville, Indiana Board Members present: Scott Hawkins, Evan Stoner, Mike Moore, Sophia O'Coffey, Duard Avery, Teresa Perkins Staff Members present: Redevelopment Director Rob Waiz, Redevelopment Commission Attorney Les Merkley City Attorney, Grant Administrator DeLynn Campbell, Administrative Assistant/Secretary Theresa Treadway, City Controller Heather Metcalf, Assistant Controller Yvonne Dowd, City Engineer Andy Crouch, Planning and Zoning Chand Reischl. Guests: Josh Darby with Jacobi, Toombs & Lanz, Chris Gardner & Kevin Daeger with HWC, John Kraft with MAC Construction, Bob Stein with United Consulting, Staci Flispart with Lopp Real Estate and Chandler Dale with Covenant Realty. CALL TO ORDER Mr. Hawkins, President called the meeting to order at 4:00 PM APPROVAL OF AGENDA Mr. Moore made a motion to approve with Ms. O'Coffey seconding, passing unanimously 5-0. CONSENT REPORTS Minutes: Ms. O'Coffey made a motion to approve the minutes from July 31, 2024 with Mr. Stoner seconding, passing unanimously 5-0. Claims: Mr. Moore made a motion to approve the TIF Claims in the amount of $705,627.78 with Mr. Stoner seconding, passing unanimously 5-0. Mr. Moore made a motion to approve the Redevelopment Operating Claims in the amount of $38,247.19 with Ms. O'Coffey seconding, passing unanimously 5-0. JTL Ongoing Projects Update: Charlestown Pike Reconstruction, Segment 1 (Holman's Lane to Utica-Sellersburg Road) and Utica-Sellersburg Road Reconstruction, Segment 2 (Railroad Tracks North to Charlestown Pike: • Acquisitions of all 57 permanent right of way parcels has been completed. • All utility relocations along Utica-Sellersburg Road have been completed. • For Charlestown Pike-Clark County REMC and Duke are complete with setting new poles and transferring lines. Charter is complete of their relocations. ATT is nearing completion of their relocations. CenterPoint has one gas line relocation left to complete. • Project was awarded to MAC Construction in the amount of$16,280,000 total for the two segments ($4,023.000 for Utica Sellersburg Road +$12,257,000 for Charlestown Pike). Falls Landing Park(8th Street and Ohio Avenue) • All items are complete except installation of electrical equipment. Duke has set the meter and power is on to the lights within the park. All that remains is replacement of temporary electrical equipment with permanent long lead time items. Falls Landing Parking Lot and Restrooms • Project awarded to Excel Excavating. JTL providing full-time inspection. • Notice to proceed issued on April 22, 2024. Contract completion date is August 20, 2024. • Project is substantially complete. Water meter to be set on 9/3/24. Once water is on, final inspections will be completed. HWC Engineering Project Update: • Hike the Pike project 43 parcels completed for right of way, 39 appraisals completed, 17secured and working towards October still. • Charlestown Pike Project—Kevin Daeger is here and he is our boots on the ground for this project. 1st week of road closure was a little confusing to motorists but they quickly figured out they needed to go another direction. Utica Sellersburg Road to Shungate is complete and working towards Keystone to be completed, waiting on minor utilities. Utilities are delayed so they moved on to storm sewer. Louisville Paving hoping to start with Segment 2 late fall early winter. NEW BUSINESS Charlestown Pike Phase 1 Change Order#1 —Andy Crouch—This change order is for Utica Sellersburg and Charlestown Pike reconstructions. This came about as a result of the proposed water main along Utica Sellersburg Road. Originally the new water main was to be located along the North side of the roadway. Due to utility restraints, the water main was relocated to the West bound land of Utica Sellersburg Road. Additional, changes were made to the proposed storm sewer in relation to the railroad constraints. Original contract was $16,280,000 change order is a reduction in cost of$19,728.79 for new contract amount of$16,260,273.21. Mr. Moore made a motion to approve change order#1 with Ms. O'Coffey seconding,passing unanimously 5-0. Resolution 2024-R-16 Release of Restrictions on Real Estate-Les Merkley City of Jeffersonville Redevelopment conveyed said real estate at 823 Meigs Avenue on October 13, 1993. This property was sold and the owners are wanting to have this restriction released. Mr. Moore made a motion to approve Resolution 2024-R-16 approving Waiver and Release of Restrictions on Real Estate with Ms. O'Coffey seconding,passing unanimously 5-0. QUESTIONS FOR EXECUTIVE DIRECTOR Nothing to add BOARD COMMENT Ms. Perkins—Jeff High received an award for the new tennis facilities for design. It is a beautiful facility, go check it out. Mr. Moore—Excited to see Rural King is not going to Clarksville. I would like to thank Chris Gardner, we had a neighborhood meeting with River Commons along Utica Pike, Andy came and Paul with HWC came. We had a very nice meeting with them and talking about the Hike the Pike project and any concerns or questions they may have. On September loth at 10:00 am, we are having a ribbon cutting on the new disc golf on the backside of Chapel Lake Park. The designer of this is a 10 time world champion. This is another asset to one of our parks. Please come out and check this out. Ms. O'Coffey—No comment Mr. Stoner—No comment Mr. Avery—I would like to compliment the steel plant for bringing in 800 jobs to the area. We just keep moving forward. Mr. Hawkins—I would just like to say Mark Reilly is a true icon to Jeff Athletics. Chapel Lake Park was one of the first things that I was able to see from beginning to end since being on the counsel. I remember the Mayor and me standing there in tall grass looking at nothing and now this amazing park and disc golf is just an added addition.
