CALL TO ORDER
• Chairperson Callahan welcomed everyone to the meeting and called the
meeting to order at 5:37 p.m.
• The meeting was held in person at Jeffersonville City Hall, 500
Quartermaster Court, Jeffersonville, Indiana 47130.

OLD BUSINESS
• Approve minutes from June 10, 2024 meeting
o Commissioner Semones motioned to approve the minutes.
o Commissioner Young seconded.
o Motion passed unanimously.
• Mural at Clark County Museum update (Mr. Crouch)
o Painting to start July 10 but is already underway
• Outline complete for some of the high-contrast shadowing
specifically of Steamboat/Howard
• Same artist, Riley Gregor, who completed the recent mural
at the Aquatic Center

• Harriet Tubman used in concept but not sure of connection
to Indiana and Clark County history
• The artist will work up alternate design focusing on
Underground Railroad starting in Indiana
• Commissioner Williams-Hampton asked if York was
considered
• Mr. Crouch to bring suggestion to Riley and Administrator
Wang and the Redevelopment Committee who's funding
work
• Hannah Toliver also discussed, but can't locate photo
During the course of the meeting, the artist submitted an alternate
design
• The revised design shows slaves traveling through the
underground railroad, with map in background
• The Commissioners did not see the connection with the
Lewis & Clark image which remained beside this revised
portion.
• The design is too abstract. The Commissioners would like to
see more specific and recognizable images connecting the
black experience to the city and county
• The Commissioners discussed putting York with Lewis/Clark
and using a portion of the design to represent Native
American presence in the city and county.
• There was discussion about finding a way to bring Hannah
Toliver into the design even if there isn't a photograph of her.
• There would need to be a way to identify her if a
representative image was used.
• There is a local art historian who's worked on the
Unknown Project in Louisville and may have input and
names of specific slaves to incorporate and bring life
to the story.
• There could be a statement inside the Museum
discussing why there is a representative depiction
instead of a photograph
• The muralist could look for images of Hannah's
children and pull in some of their features and could
look for written descriptions to help develop the
image.
• Mr. Crouch to talk with Riley to discuss options.

• The mural is expected to be finished in a few weeks, so
need to work quickly on determining any revisions to the
proposed design
o Commissioner Young suggested a dedicated project around
Hannah Toliver
• Cultural Pass update (Mr. Crouch)
o 123 for June with pass; 84 adults with pass
o 20 there without pass
o Reimbursement of $700 from Fund for the Arts
• Juneteenth Art show/event at NoCo update (Mr. Crouch)
o Show was spectacular and great artists
o Wish we could of displayed artwork for longer
• Potential to extend exhibit through June via Digital Gallery
• Discussed starting before Juneteenth and continuing after
• Commissioner Semones gave a great and heartfelt speech
on Juneteenth stage
o A travel magazine was there for the event and interviewed the
artists
• Commissioner Darku attended.
• Felt the vibe when he first entered in the area
• Positive feeling continued to Arts Center
• Really enjoyed the event
• Fiscal Year 24 Arts Grant sign-up (Mr. Crouch)
o Received to acquire adaptive art tools
o Mr. Crouch requested 2 -3 volunteers join Administrator Wang to
brainstorm what we exactly want to include
• Email Administrator Wang if interested
• Options already discussed include storage options and
making art kits
NEW BUSINESS
• New grant received (Mr. Crouch)
o Fiscal Year 24 Arts Project for $4,000 (IAC)
o Use to increase arts experience during Holiday Fair
o We plan to hire more artists, ice sculptors (Joe Autry), roaming
artists, etc.
• New painting potential (Mr. Crouch)
o Bathrooms at Falls Landing

o Parking lot going in behind Museum and will have a bathroom
facility
o Contractor purchased the wrong block and offered to paint it
o Contractor will prime and reimburse $4,000
o JPAC will commission a mural
• Falls Landing timeline (Mr. Crouch)
o Looking at early Oct ribbon cutting
o Most of the sculptures will be completed in September
o Artist with 3 pieces won't be finished with the work until mid- to late-
September
• Budget for 2025 (Mr. Crouch)
o Commissioner Wang will present a full breakdown at the August
12th JPAC meeting
o Do we need to plan on a longer meeting in order to go through
detail?
• Yes, and food will be provided
o City Council noted we shouldn't increase budget but it's okay to
move money around
o We have some roll-over funds but less than previously discussed
since we've used fundings for programming in 2023-2024.
o Lilly Grant - should know if receiving any funds this month
• 16 applications
• Our was initially ranked 8
• Will pass 4 forward for approval
• Next events (Mr. Crouch)
o Cool Mountain (July 19-21): Three performances of Goodspell
o Stage One Cultural Pass event (July 27)
o Dog Days of Summer (September 7)
o Steamboat Nights (October 4-5)
o Volunteers

• Commissioner Darku: Happy with progress
• Chairperson Callahan: History doesn't belong to any one group, belongs
to us all

• Commissioner Uhl: Loved conversation about mural and incorporating
African American representation
• Commissioner Williams-Hampton: Clear, concise and productive meeting
• Commissioner Young:
o We're doing great work and important conversations happening
here
o Commissioner Young shared that she received a hug from a
stranger at the Arts Center during Cultural Pass days. The parent
noted the child, with special needs, never engaged with art at home
and had a great experience here.
