HomeMy WebLinkAboutAugust 19, 2024 Council Minutes Budget Special Meeting COMMON COUNCIL OF THE CITY JEFFERSONVILLE, INDIANA August 19, 2024 Special Meeting Minutes The Common Council of the City of Jeffersonville, Indiana met for a Special Meeting on August 19, 2024 in Council Chambers. Council President White along with City Clerk Gill called the meeting to order at 5:03 p.m.The meeting was open to the public in person. ROLL CALL: The roll call was conducted by City Clerk Lisa Gill and those present were Councilperson Burns, Councilperson Reed, Council President White, Councilperson Webb, Councilperson Snelling and Councilperson Stoner. Councilperson Semones was present by remote participation and Councilperson Anderson and Councilperson Hawkins were not present. Let the record reflect that 6 Council Members were present in Council Chambers and 1 was present by remote participation and 2 were not present. 1. Heather Metcalf-Budget Workshop Council President White asked Mrs. Metcalf to go over the $645,000 that was unbudgeted. Mrs. Metcalf said she was not sure what to budget for that number due to the unknowns of the health insurance, police and fire contract negotiations, insurance increase, property and casualty increase, increase in worker's comp, and the wage study. More than likely$645,000 will not cover the amount that is left to be determined. Councilperson Snelling advised the Health Insurance Committee was scheduled to meet on September 30, 2024. Council President White asked if it was possible to get a document that showed what the numbers would be using the current numbers for the salaries. Council President White requested to put the current pay into the budget for Police and Fire so the Council could see the impact. Councilperson Snelling asked when the numbers would be available and Mrs. Metcalf said she would not know those numbers before the budget was voted on. Council President White asked to have the numbers entered as if Police and Fire were fully staffed at their current contracted rates. Council President White asked which line was used to contract the bands for the Riverstage and was advised those come out of Professional Services. Council President White asked what would need to be done to add the Juneteenth Concert into the budget. Council Attorney Wilder advised they would just need to add in the amount before they adopt the budget. Council Vice President Hawkins arrived at 5:15 pm. Councilperson Snelling asked why the line for professional services decreased so much from last year; Mrs. Metcalf advised an additional appropriation was done for that line and additional appropriations are not added in when the budget is presented. This fund gets $150,000 from Gaming and $50,000 from EDIT. At the end of 2025 the forecast for the reserves is 63,961. Councilperson Stoner asked if JNLA was added back in and Mrs. Metcalf confirmed it was in the amount of$6000. Councilperson Snelling asked on page 7 under City Council where it says professional services there is nothing budgeted; Mrs. Metcalf explained the amount from last year's budget was what was needed to pay the City's share of the election. Councilperson Webb asked about considering doing concerts every other week and contracting bigger bands. Councilperson Burns said that was proposed at the Parks Authority a couple of years ago and the Mayor was not in favor of that. Councilperson Stoner said he would be willing to bring it up again during the Parks Authority Meeting to see what the thoughts are and report back to the Council. Councilperson Semones said her recommendation was to skew services targeting new groups. ADJOURNMENT: Councilperson Burns made the motion to ADJOURN the meeting at 5:33 p.m. and Councilperson Stoner seconded the motion.
