HomeMy WebLinkAboutRDC July 31, 2024 JEFFERSONVILLE REDEVELOPMENT COMMISSION REGULAR MEETING MINUTES July 31,2024 The Jeffersonville Redevelopment Commission held a Regular Meeting on July 31, 2024 that was called to order at 4:00 pm in the Mayor's Conference Room located at 500 Quartermaster Court, Jeffersonville, Indiana Board Members present: Scott Hawkins, Mike Moore, Sophia O'Coffey, Duard Avery, Teresa Perkins Staff Members present: Redevelopment Director Rob Waiz, Redevelopment Commission Attorney Les Merkley City Attorney, Grant Administrator DeLynn Campbell, Administrative Assistant/Secretary Theresa Treadway, City Controller Heather Metcalf, Assistant Controller Yvonne Dowd, City Engineer Andy Crouch Guests: Josh Darby with Jacobi, Toombs & Lanz, Chris Gardner with HWC, John Kraft, MAC Construction, Bob Stein, United Consulting, John Launius & Matt Hall with 1 SI, J. Michael Mullis with J.M. Mullis Consulting Group, Brad Lacy, CFO with RFC, LLC. CALL TO ORDER Mr. Hawkins, President called the meeting to order at 4:00 PM APPROVAL OF AGENDA Mr. Moore made a motion to approve with Ms. O'Coffey seconding, passing unanimously 4-0. CONSENT REPORTS Minutes: Ms. O'Coffey made a motion to approve the minutes from June 26, 2024 with Mr. Moore seconding, passing unanimously 4-0. Claims: Mr. Moore made a motion to approve the TIF Claims in the amount of$4,635,492.07 with Ms, O'Coffey seconding, passing unanimously 4-0. Mr. Moore made a motion to approve the Redevelopment Operating Claims in the amount of $12,656.34 with Ms. O'Coffey seconding, passing unanimously 4-0. JTL Ongoing Projects Update: Charlestown Pike Reconstruction, Segment 1 (Holman's Lane to Utica-Sellersburg Road) and Utica-Sellersburg Road Reconstruction, Segment 2 (Railroad Tracks North to Charlestown Pike: • Acquisitions of all 57 permanent right of way parcels has been completed. • Notice to Proceed has been issued to all utilities for relocation. • All utility relocations along Utica-Sellersburg Road have been completed. • For Charlestown Pike-Clark County REMC and Duke are complete with setting new poles and transferring lines. Charter is nearing completion of their transfers. ATT is next to move and will be complete in 45 days. • Opened bids on 3/15/24. Only received 1 bid. MAC Construction was low/only bidder at $16,280,000 total for the two segments ($4,023,000 for Utica-Sellersburg Road + $12,257,000 for Charlestown Pike. • Held pre-construction meeting with MAC Construction on 05/22/2024. MAC is ordering materials and gearing up for construction. Construction staking/layout is underway now and it is anticipated that construction activities will commence in July. Construction underway along Utica Sellersburg Road. Falls Landing Park (8th Street and Ohio Avenue) • All items are complete except installation of electrical equipment. Contractor is working on installing electrical panels now to power the site lighting. Duke has set the meter and power is on to the lights within the park. This is temporary equipment until probably fall for the switch out. Falls Landing Parking Lot and Restrooms • Project awarded to Excel Excavating. JTL providing full-time inspection. • Notice to proceed issued on April 22, 2024. Contract completion date is August 20, 2024. • Construction underway. All storm sewer has been completed. All curb and gutter has been installed around perimeter of the parking lot. All sidewalk work has been completed. Contractor paved the base course of asphalt for the parking lot. Alley reconstruction is completed. Restroom building is currently being constructed. United Consulting Project Update: • We attended the a meeting with Chris Gardner, HWC and MAC Construction on Charlestown Pike project and we will be assisting if necessary but this will be the last meeting I will be updating, we are passing it on to HWC at this point. HWC Engineering Project Update: • Hike the Pike project 43 parcels have received right of way, 36 appraisals completed, 24 in buying process and 14 secured and working towards October still. • Charlestown Pike Project — We are meeting next week with Louisville Paving to see when they will be on site. NEW BUSINESS Tax Abatement Voestalpine RFC-Rob Waiz—This is for Roll Forming, they plan to spend $20M on their building and $55M in equipment bringing in approximately 100-110 jobs at $35 an hour. I would like to suggest we offer them a 10 year abatement on real estate and 6 year on equipment. We have with us Mike Mullis, Consultant, Brad Lacy, CFO of Roll Forming, John Launius & Matt Hall with 1 SI if anyone has questions. Per Les Merkley, this will be Resolution 2024-R-15. Mr. Moore made a motion to approve Resolution 2024-R-15 with Ms. O'Coffey seconding,passing unanimously 4-0. Manufacturing Days Sept 23 & 24 sponsorship-Rob Waiz- We have sponsored lunch for the past couple of years for manufacturing days which brings in over 1000 students interested in this line of work. We would like to sponsor the lunch again this year with 1 SI. Mr. Moore made a motion to approve with Ms. O'Coffey seconding,passing unanimously 4-0. Façade Application for 2525 E. 10th Street-Theresa Treadway—We received a façade application for a former car wash at the corner of 10th and Thompson that is being turned into a dentist office, it will definitely improve the aesthetics of this building along 10th Street. It will be Limestone Dentistry and they will be adding limestone along with new windows to improve the look of this building. They are investing $52k and asking us for $10K for these improvements. Per Mr. Moore, he would like the record to show that we are not adding another car wash but doing away with one. Mr. Moore made a motion to approve the facade application for$10K with Ms. O'Coffey seconding,passing unanimously 4-0. QUESTIONS FOR EXECUTIVE DIRECTOR Nothing to add BOARD COMMENT Mr. Avery—I want to brag a bit on the Mayor& City Council on the number of businesses along 10th Street, we just approved the last parcel of 3 t/2 acres along 10th for development last night at BZA, very impressive. Second I would like remembrance for Jack Vissing, he was a great person and his work on this board. Ms. O'Coffey —No comment Mr. Moore—I echo Duard on Jack Vissing, he meant a lot to us and the City of Jeff as well as his whole family. If there ever was a family I felt was royalty, it was Jack and his family. We lost a true gentleman. On another note,the Jeff High bus came in, it is beautiful. I talked with students,teachers and coaches and they are ecstatic with this bus. John Kraft with MAC is here and we asked John to help with roads on Allison Lane in front of Jeff High and also Utica Sellersburg Road by Utica Elementary. It was addressed and we are pleased and appreciate their corporation on this area so we can get these kids back to school tomorrow. Last thing,Jeff Corbett, the developer of Ellingsworth Commons is donating 29 acres to the City of Jeff for a park. This park will be called the Silos Park, as the silos will remain. It will have a playground, walking park, dog park, 5 acre lake,picnic area and all within a mile of 2000 homes. Going to be a fantastic park for the area and families to use. Ms. Perkins—Looks like a great park. Duard, we lost a really good friend, this is hard on everyone. Great article in the evening news sports section, it featured 3 of Jeff High basketball players, and everyone should check it out. Mr.Hawkins—Condolences to Jack's family and friends. From the moment we meet,he was always very kind to me. I enjoyed his stories of being a teacher in Florida.
