PRESENT(VIRTUAL): CALL TO ORDER: Mayor Mike Moore called the meeting to order at 9:30 a.m. in the Mayor's Conference Room in City Hall. The meeting was held in person and streamed on the City's Website. Andy Crouch and Rob Waiz served on the board. APPROVAL OF THE MINUTES: Mr. Crouch made the motion to approve the minutes from August 14, 2024. Mr. Waiz seconded the motion; motion passed, 3-0. APPROVAL OF PAYROLL: Mr. Waiz made the motion to approve the payroll. Mr. Crouch seconded the motion; motion passed, 3-0. OLD BUSINESS: NEW BUSINESS: 1. Heather Metcalf-Request for approval of Lockbox agreement with First Savings Bank—Mrs. Metcalf advised this was an agreement with First Savings Bank for the Lockbox services. Mr. Crouch made a motion to authorize Heather Metcalf and Yvonne Dowd to sign this agreement the way it is laid out and Mr. Waiz seconded the motion; motion passed, 3-0. 2. Jason Sharp/Les Merkley-Request for approval of Fire Apparatus lease between Utica Township Fire Protection District and City of Jeffersonville— Mr. Merkley advised the Fire Apparatus Lease needed to be executed as soon as possible. This is in reference to three pieces of equipment in our possession that are owned by the Utica Township Fire Protection District. This lease in the amount of$1 (one dollar) will run through the end of next year for purposes of adding those pieces of equipment to the City's Insurance Plan. Mr. Waiz made a motion to approve the lease and Mr. Crouch seconded the motion; motion passed, 3-0. 3. Scott McVoy-Request for approval on update to policies for Jeffersonville Police Dept.— Assistant Chief McVoy advised they were submitting the updated policy for the use of force for the State of Indiana. This is a mandated policy from the Law Enforcement Training Board and it needs to be accepted into JPDs current policy. It does not change anything. Mr. Crouch made a motion to approve the update policy and Mr. Waiz seconded the motion; motion passed, 3-0. 4. Jason Sharp-Request for approval of EMS Consulting with Jeffersonville Fire Department— JFD Deputy Chief Sharp advised this contract was with Jeff Dickson to conduct some EMS consulting as they navigate their way through this potential territory. They do have the money in their budget. Mr. Waiz made a motion to approve the contract and Mr. Crouch seconded the motion; motion passed, 3-0. 5. Paul Northam-Request for approval of 2 special events applications as follows: • Fright Fair on Spring Street on the 200 Block of Spring Street on Saturday,October 26, 2024 from 12:00 pm to 8:00 pm • Manufacturing Week at NoCo Arts&Cultural District,The Depot and Maker 13 on Monday,September 23,2024 through Wednesday,September 25,2024 Mr. Northern advised the events committee approved the two events: Fright Fair and Manufacturing Week which is put on by 1SI. Both of these events happened last year as well. Mr. Crouch made a motion to approve the special events applications and Mr. Waiz seconded the motion; motion passed, 3-0. ATTORNEYS REPORT.
