BEFORE THE COMMON COUNCIL OF THE CITY OF JEFERSONVILLE
STATE OF INDIANA
A RESOLUTION APPROVING INTERLOCAL AGREEMENT BETWEEN THE
JEFFERSONVILLE REDEVELOPMENT COMMISSION,THE COMMON COUNCIL AND
THE GREATER CLARK COUNTY SCHOOL CORPORATION
WHEREAS,IC 36-1-7 et al allows political subdivisions in the state of Indiana to enter into Inter-
Local Agreements; and,
WHEREAS,the Jeffersonville Redevelopment Commission("JRDC")and the Common Council
of the City of Jeffersonville("the City")desire to enter into an Inter-Local Agreement(Attachment A) for
the provision of Tax Increment Financing("TIF")Funds to the Board of School Trustees for the Greater
Clark County School Corporation ("GCCS") to be used for the construction of a soccer field at
Jeffersonville High School;and,
WHEREAS, the applicable terms and conditions for this payment of TIF funds are set out in
Attachment A; and,
WHEREAS,the applicable TIF area is identified as the"Intercity Road and/or Falls Landing TIF
Districts".
WHEREAS,the length of this Agreement shall be from the time the Agreement is executed by all
parties until its provisions are completed; and,
WHEREAS, said Agreement is being done for the benefit of the school children, employees,
faculty,and administrators of the School Corporation along with the general public and citizens of the City
and surrounding communities.
NOW,THEREFORE,BE IT RESOLVED that the Inter-Local Agreement that is attached to and
made a part of this Resolution as if set out herein in full
(H.I.—Attachment A)
is approved in accordance with its terms and conditions subject to approval by the Common Council of the
City of Jeffersonville.

INTER-LOCAL AGREEMENT
ATTACHMENT A
AGREEMENT
BETWEEN THE JEFFERSONVILLE REDEVELOPMENT COMMISSION
THE COMMON COUNCIL OF THE CITY OF JEFFERSONVILLE
AND THE BOARD OF SCHOOL TRUSTEES FOR THE
GREATER CLARK COUNTY SCHOOL CORPORATION
THIS AGREEMENT is entered into by and between the Jeffersonville Redevelopment
Commission ("JRDC"); the City of Jeffersonville, Indiana, ("the City"), through the Mayor and
Common Council; and, the Greater Clark County School Corporation ("GCCS"), through its
Board of School Trustees.
1. PUBLIC ENTITIES. Greater Clark County Schools ("GCCS") is an entity established
under IC 20-23-4; and, the Jeffersonville Redevelopment Commission("JRDC"), is an entity
established under IC 36-7-14 and maintains a Tax Increment Financing Fund ("TIFF"); and,
the City of Jeffersonville ("the City") is an entity established under IC 36-4-6. Each of these
entities has the legal ability and authority to enter into an Inter-Local Agreement of this type.
2. PURPOSE OF AGREEMENT. GCCS, a public school corporation in the State of Indiana,
is an entity whose principal function includes the provision of educational and other
programs designed to prepare our community's youth for participation in a competitive and
global economy. The JRDC and the City are interested in enhancing the facilities, athletic,
extracurricular and academic programs at the Jeffersonville High School campus located at
2315 Allison Lane, Jeffersonville, Indiana. Such enhancement is of utility and benefit and is
in the best interest of the City of Jeffersonville. The JRDC and the City recognize that
Jeffersonville High School is located within the boundaries of Jeffersonville, and are desirous
of assisting GCCS in said upgrades and capital improvements to Jeffersonville High School.
The JRDC and the City further recognizes the value to the community of the facilities located
at Jeffersonville High School. Specifically, the JRDC and the City acknowledge the presence
of a new soccer field at Jeffersonville High School would be of both value to the students and
the public while promoting economic development. The JRDC and the City recognize a new
soccer field potentially could be used by other student extracurricular organizations from the
school along with residents in the community. GCCS is in the process of constructing a new
soccer field at Jeffersonville High School. The JRDC and the City finds that a new soccer
field serves and benefits both the InterCity Road and Falls Landing TiF Districts from which
the funds are expended.
3. IDENTIFICATION. The Tax Increment Financing Funds to be provided to GCCS are
those identified as the "The Intercity Road and/or Falls Landing TIF Districts" ("TIF
District".
4. THIS AGREEMENT PROVIDES.
a) That the JRDC shall provide GCCS with Tax Increment Financing Funds from the TIF
District, in the sum of Twenty Thousand Dollars and No Cents ($20,000.00); and,

b) That GCCS will recognize and acknowledge both the JRDC's and the City's assistance
toward the enhancement of the facilities, athletic and academic programs at
Jeffersonville High School is important to the public while serving and benefiting the
TIF District from which the funds are expended; and,
c) That GCCS, through this Agreement, ensures the payment of the TIF funds subject of
this Agreement shall be used only as follows: towards the construction of a new soccer
field located on the campus of Jeffersonville High School, including the purchase and
installation of a new soccer scoreboard at the field GCCS shall repay the JRDC in the
event GCCS does not commence construction on the facility and placement of the
scoreboard within three (3) months of this Agreement.
This purpose has been established for the benefit of the School Corporation's students, faculty,
employees, administrators, general public and citizens of the City and surrounding communities
for both economic and redevelopment benefit. In consideration of the JRDC and the City gifting
the aforementioned funds, GCCS hereby agrees that the City of Jeffersonville shall receive
prominent signage on the aforementioned scoreboard located at the new soccer field. All signage
for the City of Jeffersonville shall continue for the duration of this Agreement even in the event
the scoreboard is removed, altered, or replaced. The sign content for the City of Jeffersonville
shall be provided by the Mayor with the content chosen and changed at his/her sole discretion.
4. DURATION. This Inter-Local Agreement shall begin at such time when all parties have
signed this Agreement and has been appropriately recorded and remain in full force and
effect from the time it is executed by all parties for ten (10) years. This Agreement shall
survive changes in administration or commission members of said entities.
5. MANNER OF FINANCING, STAFFING AND SUPPLYING THE JOINT
UNDERTAKING AND OF ESTABLISHING AND MAINTAINING A BUDGET
THEREFORE.
a) Manner of Financing: GCCS is being honored with a gift of $20,000.00 in TIF
proceeds to be used per this Inter-Local Agreement. GCCS shall be responsible for the
costs related to those uses from the TIF proceeds.
b) Staffing: GCCS will provide the necessary staffing for subject matter set forth in this
Agreement.
c) Maintenance of Budget: JRDC will maintain records of the budget for the TIF funds
provided and GCCS will maintain records of the funds used per this Inter-Local
Agreement.
d) Supplying the Joint Undertaking: By the JRDC providing TIF funds for this project;
and GCCS making the purchases set forth in Section 4 of this Agreement, the joint
undertaking will be accomplished.
6. ADMINISTRATION. This Agreement shall be administered by Director of Redevelopment
and Mayor of the City of Jeffersonville with regard to the TIF district funds and the GCCS
Superintendent of Schools, or his designee with regard to the use of said funds. These

individuals shall be authorized to perform all duties, as applicable to their responsibilities, to
carry out all functions as are necessary to effectuate the purpose of this Agreement.
7. METHODS THAT MAY BE EMPLOYED IN ACCOMPLISHING THE PARTIAL
OR COMPLETE TERMINATION OF THIS AGREEMENT. This Agreement shall
terminate upon the expiration of ten (10) years, as set forth in Section 4 of this Agreement;
unless amended by joint agreement of all parties.
8. ACQUIRING, HOLDING AND DISPOSING OF PROPERTY. Any property to be
acquired, held or disposed of related to this Agreement will be GCCS property.
9. PAYMENT SCHEDULE. Payment per the terms of this Agreement shall be made upon the
approval of this Agreement by all parties.
10. APPROVALS. All parties to this Agreement have approved the terms and conditions of
said document.

c) The Board of School Trustees for Greater Clark County Schools by Resolution on

11. FILING. The parties agree that upon final approval of all three (3) entities, the Resolutions
and this Agreement, known as Attachment A, in each document shall be returned to the
Superintendent of Schools for the Greater Clark County School Corporation and GCCS will
record the Agreement. Recorded copies of the Agreement shall be provided by the
Superintendent of Schools to JRDC and the City. Within sixty (60) days of the date the
Agreement takes effect, all parties shall file a recorded copy with the county auditor and the
State Board of Accounts for audit purposes pursuant to IC 36-1-7-6.

AND ADOPTION OF FINDINGS
WHEREAS, IC 36-1-7 et al allows political subdivisions in the state of Indiana to
enter into Inter-Local Agreements; and,
WHEREAS, the Jeffersonville Redevelopment Commission ("JI1DC") and the
Common Council of the City of Jeffersonville ("the City") desire to enter into an Inter-Local
Agreement (Attachment A) for the provision of Tax Increment Financing ("TIF") Funds to
the Board of School Trustees for the Greater Clark County School Corporation ("GCCS")
to be used for the construction of a soccer field at Jeffersonville High School; and,
WHEREAS, the JRDC and the City recognizes that Jeffersonville High School is
located within the boundaries of the City of Jeffersonville, and are desirous of assisting
GCCS in updates and capital improvements to Jeffersonville High School; and
WHEREAS, the JRDC and the City further recognizes the value of a new soccer
field at Jeffersonville High School as it will provide opportunities for students and the
public; and
WHEREAS, the JRDC and the City further recognizes it is important that
Jeffersonville High School has state of the art facilities so the school remains competitive
in attracting students: and
WHEREAS, the JRDC and the City believes attracting students to attend
Jeffersonville High School is in the best interests of the residents since it will promote
economic development; and
WHEREAS, the applicable terms and conditions for this payment of TIF funds are
set out in Attachment A; and,
WHEREAS, the applicable TIF area is identified as the "Intercity Road and/or Falls
Landing TIF Districts"; and
WHEREAS, the new soccer field at Jeffersonville High School will serve and
benefit the TIF area from which the funds are expended; and
WHEREAS, said Agreement is being done for the benefit of the school children,
employees, faculty, and administrators of the School Corporation along with the public
and residents of the City and surrounding communities.
NOW, THEREFORE, BE IT RESOLVED by the JRDC that the following findings
are hereby adopted:
1. That the Inter-Local Agreement that is attached to and made a part of this
Resolution as if set out herein in full; and
2. That the Inter-Local Agreement is approved in accordance with its terms and
conditions; and
3. That the subject matter of the Inter-Local Agreement is consistent with the
statutory purpose of the Redevelopment Commission of the City of Jeffersonville; and
4. That the expenditure of the TIF funds is to assist in the construction of a public
capital improvement project, which is a permissible use of said funds; and
5. That the capital improvement project to be funded serves and benefits the
allocation area from which the funds are expended.
SO RESOLVED AND DULY ADOPTED this day of June, 2024, by the
Redevelopment Commission of the City of Jeffersonville.
This resolution shall be effective upon adoption by the Redevelopment
Commission for the City of Jeffersonville and approval by the Mayor of the City of
Jeffersonville and the Board of Trustee for the Greater Clark County School Corporation.
