This meeting took place on Monday, May 20th 2024 @ 5 PM at Jeffersonville City Hall in the Mayors
Conference Room on the third floor. Board Members present were: Gus Luckert, Debbie Pait, Pam
Clark, Stacie Thompson, Elizabeth (Lisa) Carter, and Carmen Croudep.
Parks Staff Present:Amber Ridings,Tara Young, Matt Siler, Tim McCoy, Amber Powell, Olivia Mann (via
Zoom)
APPROVAL OF AGENDA- Member Thompson made a MOTION to approve the agenda for the meeting,
and the motion was seconded by Member Luckert. The motion passed 6-0.
APPROVAL OF MINUTES:
Member Clark made a MOTION to approve the April 22nd, 2024 meeting minutes and the motion was
seconded by Member Pait.The motion passed 6-0.
OLD BUSNESS- None.
NEW BUSINESS:
Tara Young presented contracts for approval for bounce houses for both the Riverstage and Steamboat
Nights. First contract discussed was for Astro Jump for the Riverstage. Member Luckert made a MOTION
to approve, and the motion was seconded by Member Croudep. The motion passed 6-0. Second
contract for Astro Jump for Steamboat Nights, Member Clark made a MOTION to approve, and the
motion was seconded by Member Croudep. This passed on a vote of 6-0.
C&H, (a production company for Riverstage) contract was then presented by Tara Young.They will do all
11 events their over the summer. Member Luckert questioned if this contract was one that was bid out.
Young confirmed that we are on the last year of a two year contract with them, but later this fall the
bids will reopen for2025 Rivrstage production. Member Thompson made a MOTION to approve;
Member Luckert seconded. This motion passed 6-0.
A second C&H contract was also presented by Tara Young for additional needs at the Juneteenth night
of the Jammin' in Jeff concert series. Member Luckert raised concern over the pricing and Tara Young
explained that we do have to go with C&H since the event is at the Riverstage and C&H holds that
contract.Amber Powell expressed that the money was alluded for the Juneteenth expense, stating that
we'd gone through City Council to obtain money specifically for Juneteenth. Member Thompson made a
MOTION to approve; Member Pait seconded.The motion passed 6-0.
Catering contract for Orange Clover was then presented by Tara Young for the Juneteenth concert.
Member Thompson made a MOTION to approve the contract; Member Croudep seconded. Motion
passed 6-0.

Amber Powell then presented contracts for bands Future Joy and Vezl. Future Joy would open for Jason
Leech on July 27th for$250. Member Luckert made a MOTION to approve and Member Thompson
seconded. The motion passed 6-0.
Amber Powell then presented the contract for Vezl.They would open for Mr. Please at The Depot on
June 14th at$500. Member Clark made a MOTION to approve and Member Luckert seconded.The
motion passed 6-0.
Olivia Mann then presented the pricing scale for the Pooch Plunge. She went over the pricing that has
been the same for the past 7 years, discussed what the new pricing scale would be and how she will be
working with Vendor Village,the Animal Shelter, and the cities Art Department to help provide crafts,
activities, and up engagement with dog owners. Member Thompson made a MOTION to approve,
Member Clark seconded. Motion passed 6-0.
MANAGER'S REPORT:
Each Manager provided the board with activities, current tasks, and projects for review.
DIRECTOR'S REPORT: (presented by Assistant Director, Amber Ridings)
Ridings discussed the Clark Co. Museum.They are currently seeking a grant to rehabilitate the vacant
building next to The Depot to make it something usable for the public again. Powell and Ridings toured
the building and thought it had potential to be an acting green room for The Depot in such events as
weddings, and bands.The Clark Co. Museums board is asking the Parks Department if we would help
with funding in 2025. Ridings reported that Director Northam was looking at$10k-$15k from the Parks
budget to give towards this cause. When touring, Ridings and Powell noticed it needs a lot of structural
work. Member Luckert asked if we currently use the parking area at Clark Co. for Depot events. Powell
confirmed we do. Member Thompson questioned who currently owns the building. Powell stated that
the City still owns the property, but the Museum owns the deed to the building itself.
There was no vote taken on this at this time.This may be discussed again during next meeting.

Manager's Report — July 2024
Riverstage and Special Events
Tara Young
• Jammin in Jeff is halfway through the season.The comments have been overall positive.
We are still working on increasing the crowd size with increased social media but have
had many new patrons, people who have never attended the Riverstage before and a
more diverse crowd than years prior.Our goal is to keep introducing people to this great
event.
• We started collecting names for a future newsletter at the beginning of the season. We
hope to do a quarterly newsletter that will touch on all the events throughout the Parks
Department.
• We have had fun giveaways all summer long, I know this has created a lot of excitement
and engagement from the patrons.
• With Fall just around the corner, I am turning my attention to Steamboat Nights.You
have received the last band contract for approval.We will begin advertising and pushing
the event next month. More next month about what to expect.
• Boo Fest, if you or someone you know owns a business and would like to participate,
please reach out to me as we are beginning to gather booth sponsors. It will be October
28th from 5:30-8 pm

Current Updates:
Adult Softball:
The spring softball leagues are winding down and the summer/fall leagues are scheduled to begin the
end of the month during the week of July 29. It has been a very good spring, other than some rainouts,
and we hope to grow the coed league this summer/fall and definitely moving into the 2025 season.
Youth Football &Cheer(JPYFL):
Initial registration ended July 12 but we continue to take registrations for football and cheer through the
end of the month. Currently 99 football players are registered and 33 cheerleaders. League timeline will
be finalized at our next HHYFL meeting on Wednesday,July 24 and the first official league practice will
begin on July 30.
If you know anyone that is interested in registering for youth football or cheer, please have them
register online at jeffparks.org
Woehrle Athletic Complex(WAC):
Finalizing fall scheduling from all normal tenants such as Boyce College, Rock Creek Football, CCSA,and
our JPYFL.Other groups/organizations have contacted about fall availability and we will continue to
offer/rent field access as the schedule allows. We have also received an initial quote from the Motz
Group regarding turf replacement.
Little League Complex&Vissing Park:
Same as with the WAC,working to schedule fall rentals and events at each location.
We had an initial quote by the Motz Group regarding turf installation at both complexes as well.
Overall,the fall is by far the most hectic and busiest time of year with all of our sports facilities, as we
have numerous practices,games,tournaments,and rentals across the spectrum.

Maintenance&Repairs
The walk-in cooler continues to fail repeatedly despite multiple repairs.We are getting another
company to evaluate it.
The freezer is currently down, repair pending.
The wifi is down,waiting on IT to advise.
One of the load-in gates is bent and is difficult to open/close.The estimate for replacement is$18,000,
which is not in the budget.
The air conditioning in the bar building had a leak and had to be repaired. Working good now.
Had a slanted galvanized roof installed on the new green room to prevent water damage. Green room
was painted gray to match the stage, bar and restroom buildings.
Funding
Received$25,000 donation from UEZ to support the budget.
Received$45,000 donation from City Council to support the budget.
$25,000 request to Redevelopment was denied.

Maintenance

We have set all 20 disc golf basket sleeves,18 course baskets and 2 practice baskets. We have
begun pouring eighteen 5x12 concrete tee pads at chapel lake for the course.
A tree from Richard Vissing had fallen on a resident's fence causing damage. The fence has
been repaired and cleaned up.
Relocated a plaque at Big 4 from the south side of the ramp to the center of the fountain.
Made several repairs to the wooden boat docks at Duffy's landing along with a clean up of the
boat ramp.
Installed two more city pride bikes one near the library and one near 900 Main.
Set up and tear down for Riverstage events including 90 bike rack barricades, 50 trash cans, and
wiring in the vendors electric.
A water leak with the irrigation at little league was discovered and fixed.
Removed some old signs,broken concrete, and old bushes from Preservation station.
Our team continues to make progress on the wooden steps for the disc golf course out at chapel
lake. While making repairs to Highland dog park such as bringing in sand so we are able to
resurface all walking trails and the dog track. We have also added three benches inside the dog
park.

2. Swim Lessons
- Session 3 started on Monday July 15th and will end on July 25th
- Finished lessons with 140 kids enrolled,20 less than last summer but a lot moved to swim
lessons

3. Hours of Operation
- Will be open till August 9"weather permitting normal hours
- Begin weekend hours August 10th of 11-6pm,Saturday and Sunday till September 152
- Will be open September 2"d from 11-6pm (LAST DAY)
4. Pooch Plunge
- Working with Animal Shelter and Arts Department on making it a fun event with vendor
booths, activities, and food truck

Landscape Projects:
• Continue to pick up trash on 10th st every Monday, instead of periodically.
• Weed eated and sprayed multiple parks, R.Vissing„Selmar, Dogpark,Vogt, Lansden.
• Completed cleaning all Landscape beds at Chapel Lake.
• Cleaned/trimmed/deweed/sprayed entire park The Depot.
• Cleared out all debris/volunteers/limbs at CASI to be to cut entire property.
• Cleared/clean fence line and landscape beds at Vissing Park.
• Clean beds and Trimmed Vogt and Gaither, pulled shrubs at the Depot.
• Weeded the entire Bern at Chapel Lake (took several days w/summer works program)
Mowing Crew:
• New mowing schedule seems to be working to date. Crew members keeping track of their
times.
• INDOT cut the median on Hwy 62 on June 5th,which was the 2"d cut. Next cut is schedule for
week of 7.29.24.
• Disc Golf Course continues to be maintained,fairways w/zero turn, rough cut w/batwing.
• HWY 65 Interchanges almost completed,takes several days, multiple mowers.
• Installed new Engine in Hustler mower to save monies.
Both Crew and Summer Works:
• Cleaned landscape beds, fence line, parking lot at Aquatic Center then sprayed.
DETAIL WORK COMPLETED AT CHAPEL LAKE
• Ventrac mowed along both sides of creek bottom.
• Ventrac mowed around mitigation site (trees).
• Trimmed numerous trees both sides of creek and fringe of Disc course w/chainsaws, cleaned up
debris w/skidsteer and dump trailer, multiple loads.
• Weed eated along the creek bank bottom both sides entire length,for Disc Golf.
• Sprayed selected areas where weed eating was completed.
• Cleaned up all manholes in overlook area and sprayed.
