MINUTES

President Ed Siewert called to order the June 10, 2024 Historic Preservation Commission meeting at 5:30 p.m.
in the Building Commission Conference Room at City Hall, 500 Quartermaster Court.
Members present were, Johnna Anderson, Lisa Green, Paul Torp, Maggie Moore, and Jason Schlatter via zoom.
Member absent Jourdan Ford. Also, present Laura Renwick, Historic Preservation staff advisor and
Administrative Assistant Mary Frey. Guest, Jason Sams.

Lisa Green motioned to approve the June 10, 2024 agenda, seconded by Johnna Anderson and approved
unanimously.

Johnna Anderson made a motion to approve the Monday, April 8, 2023 minutes, seconded by Maggie Moore,
and approved unanimously.
Certificate of Appropriateness
Jason Sams appeared before the Board to request a certificate of appropriateness for new windows at 332
Spring Street. Jason at the request of the Board contacted companies to provide estimates to repair/restore
existing windows. The companies WCI($ 453,535.00), BJB Restoration($ 459,000.00), Charles Black
Company(declined), Heritage Window (no response), and Legacy Wood Windows (not in company scope).
The estimates are not financially feasible and Jason is asking the Board to reconsider the windows presented
and denied at the April 8, 2024, Historic Preservation Commission meeting. Jason is presenting proof that it is
not financially feasible to repair existing windows. Ed Siewert questioned if the side windows would have 16 or
8 panes. Laura Renwick stated that the windows presented do not meet the guideline standards. Jason Sams is
presenting the same windows as before with the matched panes on the Spring Street entry. Paul Torp stated that
he appreciates that Jason gathered estimates for the repair work and if that is not cost-effective, then windows
should be replaced to look more like the original windows as outlined in the guidelines. Steel or aluminum may
be acceptable. Paul Torp and Jason Schlatter have done research and will provide names of some possible
contractors that can do replica windows. Ed Siewert suggested Jason get quotes for windows that match. Jason
Sams stated he had not looked at that option. Laura Renwick did state that the board's first option was for repair
and that the windows presented today do not meet the guidelines. Replacement windows need to be more
compatible with what is there. Jason Schlatter stated that several products on the market resemble historic
windows. Kawneer has the design to match the current windows, and the guidelines clearly state replacement
windows should mimic the original windows. The windows presented do not match and maybe with some
further investigation, Jason Sams could get replacement windows to match better with the guidelines. The
guidelines do not allow the board to approve the windows as presented. Paul Torp stated that if the issue is the
cost maybe Jason Sams could go to the city for a tax credit or possible grant to help offset the cost. Laura
Renwick stated that there is a 20%federal tax credit available if the replacement windows follow the guidelines.
Paul Torp suggested to Jason Sams that there are possibilities for them to look into. Ed Siewert stated that there
is no change in the proposal, and proof has been presented that it is not cost effective to repair the existing
windows. Paul Torp stated that the windows presented are not in line with the guidelines. Jason Sams stated
that the board doesn't understand as they don't spend money on buildings and that he has worked well with the

board on prior projects. He stated that nobody is going to be able to replace these windows. Jason Schlatter
questioned Jason Sams as to if he has looked into other aluminum window systems. Jason Schlatter believes
that options are available that can protect the guidelines. Jason Sams should resubmit following the guidelines.
Bring back some alternative options. Paul Torp understands the bottom line is cost but the board cannot help
with that. Jason Sams states that he is concerned that the board is homing in on this particular project and
mentioned several business windows downtown. Laura Renwick stated that most of the buildings he is speaking
of are not original windows or significant historical buildings.
Paul Torp made a motion to deny the certificate of appropriateness application with 2" standard aluminum
storefront-type windows as presented for 332 Spring Street, seconded by Lisa Green and approved
unanimously.
Laura Renwick has approved a certificate of appropriateness revision for 305 Riverside Drive to place a carport
on the end of the existing garage instead of converting it to a three-car garage.
Laura Renwick has also approved a certificate of appropriateness revision for Ramiro's outdoor seating: the
fence and the seating will not be connected.
Preserving Historic Places conference is in Madison, Indiana this year. The conference will be October 23-25,
with a specific day-long training for preservation commission members on Tuesday, October 22. You can
register for the day camp and not the conference.
Jason Schlatter will send information for companies that can mimic historical windows. The information may
come in handy for future uses. Paul Torp stated that if the profile is the same,possible aluminum windows
could work,there are reputable companies out there and storm windows are always a possibility. Jason Schlatter
thinks that newer window systems are out there and that maybe our guidelines need to be updated. Ed Siewert
will contact Alan Muncy with Arc Construction to possible set up a meeting for an explanation of the guidelines
and work out a possible compromise. Paul Torp and Jason Schlatter will forward window company information
to the Board.
Jason Schlatter made a motion to adjourn, seconded by Lisa Green

July 8, 2024.
