REGULAR MEETING MINUTES
May 29,2024(no quorum,postponed)
(Held June 5,2024)
The Jeffersonville Redevelopment Commission held a Regular Meeting on June 5, 2024 that was
called to order at 4:01 pm in the Mayor's Conference Room located at 500 Quartermaster Court,
Jeffersonville, Indiana
Board Members present:
Scott Hawkins, Evan Stoner (by Zoom), Mike Moore (by Zoom), Sophia O'Coffey, Duard
Avery,Teresa Perkins
Staff Members present:
Redevelopment Director Rob Waiz, Redevelopment Commission Attorney Les Merkley City
Attorney, Grant Administrator DeLynn Campbell, Administrative Assistant/Secretary Theresa
Treadway, City Controller Heather Metcalf, Asst. Controller Yvonne Dowd, City Engineer Andy
Crouch.
Guests: Josh Darby with Jacobi, Toombs & Lanz, Chris Gardner, John Kraft with MAC
Construction.
CALL TO ORDER
Mr. Hawkins, President called the meeting to order at 4:01 PM.
APPROVAL OF AGENDA
Mr. Moore made a motion to approve with Ms. O'Coffey seconding, passing unanimously 5-0.
CONSENT REPORTS
Minutes:
Mr. Stoner made a motion to approve the minutes from April 24, 2024 with Mr. Moore
seconding,passing unanimously 5-0.
Claims:
Mr. Moore made a motion to approve the TIF Claims in the amount of$2,041,131.35 with Ms.
O'Coffey seconding,passing unanimously 5-0.
Mr. Avery made a motion to approve the Redevelopment Operating Claims in the amount of
$30,957.37 with Ms. O'Coffey seconding,passing unanimously 5-0.
JTL Ongoing Projects Update:
Charlestown Pike Reconstruction, Segment 1 (Holman's Lane to Utica-Sellersburg
Road) and Utica-Sellersburg Road Reconstruction, Segment 2 (Railroad Tracks
North to Charlestown Pike:
• Acquisitions of all 57 permanent right of way parcels has been completed.
• Notice to Proceed has been issued to all utilities for relocation.
• All utility relocations along Utica-Sellersburg Road have been completed.
• For Charlestown Pike-Clark County REMC and Duke are complete with setting new
poles and transferring lines. ATT and Charter are transferring now and will be
complete in 45 days.
• Opened bids on 3/15/24. Only received 1 bid. MAC Construction was low/only bidder
at $16,280,000 total for the two segments ($4,023,000 for Utica-Sellersburg Road +
$12,257,000 for Charlestown Pike.
• Held pre-construction meeting with MAC Construction on OS/22/2024. MAC is
ordering materials and gearing up for construction. Construction staking/layout is
underway now and it is anticipated that construction activities will commence in
July.
Falls Landing Park(8th Street and Ohio Avenue)
• All items are complete except installation of electrical equipment. Contractor is
working on installing electrical panels now to power the site lighting.
Falls Landing Parking Lot and Restrooms
• Project awarded to Excel Excavating. JTL providing full-time inspection.
• Notice to proceed issued on April 22, 2024. Contract completion date is August 20,
2024.
• Construction underway. All storm sewer has been completed. All curb and gutter
has been installed around perimeter of the parking lot. Contractor working on
concrete sidewalks around perimeter of the site and to connection at Michigan
Avenue.

United Consulting Project Update:
• All right of ways have been secured and moving forward with finishing utilities, still on
schedule.
HWC Engineering Project Update:
• For Hike the Pike right of way is complete on all 43 parcels, waiting on 16 appraisals,
18 has been sent to buying stage and 1 parcel has been secured. Moving along great
and still on target for completion.
NEW BUSINESS
New Chapel Sidewalk Change Order-Andy Crouch New Chapel sidewalk and road widening
and reconstruction is complete. We actually have a negative change order in the amount of
$134,298.35. We actually funded this project 2 ways,through my budget in Engineering for
sidewalks and then Redevelopment for remainder. This has already been through Board of
Public Works for my portion and now to Redevelopment for the approval of their portion. Mr.
Moore made a motion to approve change order 1 with Ms. O'Coffey seconding,passing
unanimously on a roll call vote 5-0.
The Wheatley Group—Theresa Treadway—This is a service for pulling all information for
the tax abatements, doing all the mailings for$9500.00. I believe this is their fourth year
providing this service for us. Mr. Moore made a motion to approve with Mr.Avery seconding,
passing unanimously on a roll call vote 5-0.
Professional Ad Campaign-Mike Moore—We have an opportunity, City Council voted with
overwhelming support, I believe unanimous, we are now going to be hiring in police officers at
$66K a year. They will be working a 5 day on, 4 day off schedule, never have I seen a more
enthusiastic vote for this. There is only one other community that offers this schedule and that is
in Colorado. Promedia has put together a fantastic professional ad campaign for$24K that will
go out approximately 200 miles out and to all college campuses in Kentucky and Indiana as well
as numerous social media sites with a great video on this wonderful opportunity to be part of one
of the top 50 cities in the US to raise a family and work this unique schedule at a great starting
pay. This ad will run 30 days, and this is not only to attract new police officers but retain the
police officers we have. Mr. Moore made a motion to approve this $24K contract with
Promedia,with Mr.Avery seconding, passing unanimously on a roll call vote 5-0.
QUESTIONS FOR EXECUTIVE DIRECTOR

BOARD COMMENT
Ms. Perkins—Going to my second graduation tonight, last night was New Wash about 46
graduates, Charlestown tonight with about 160 and then Jeff on Thursday at 7:00 and hoping to
be finished by 10:30 or 11:00.
Mr. Stoner—Andy any updates on the issue with concrete at Lottie Oglesby? Andy stated the
concrete has been removed, they are still not sure exactly what happened but it is being redone.
Mike said he has been told that they were going to redo in a 2 day period and doing it starting at
midnight and completing in 1 day, notice will be going out to all the neighbors around the park
that this is happening and all big trucks will be directed to come in and out of Ewing for as little
disruption as possible. This is no charge to the City for this, the contractor was not happy with
the work as well and getting this done for everyone's satisfaction. Per Andy, this is not effecting
completion date by mid-October. Any updates on Shirley's Arbor Pavilion?Per Mayor, at this
time we are not moving forward on this,for the size of the structure for$800K, this is not
acceptable. I have asked Paul Northam to look at other possible options.
Ms. O'Coffey—I am really excited about the ad campaign as well and everything that has been
done for that position as it is well deserved for our public servants.
Mr. Avery—Maintain the excellent work.
Mr. Moore—Jeff High grads, good luck to all of them tomorrow night, Teresa, thank you for
being there. Good luck to all the Greater Clark grads and all the grads. My heart goes out to all
the Jeff High grads,they have an incredible future ahead of them, they just need to go out and
get it. We also have the Juice Box Heroes Friday night at the Riverstage, this will be kicking off
the Jamming in Jeff summer concert series. They were by far out largest crowd last year so we
are excited to have them back and all the positive energy,they are all Jeff High kids.
Mr. Hawkins—Happy graduation to all,this is my twenty eighth graduation. The police
contract is by far one of the most rewarding committees I have sat on being on the council.
