PRESENT(VIRTUAL): CALL TO ORDER: Mayor Mike Moore called the meeting to order at 9:30 a.m. in the Mayor's Conference Room in City Hall. The meeting was held in person and streamed on the City's Website. Andy Crouch and Rob Waiz served on the board. APPROVAL OF THE MINUTES: Mr. Crouch made the motion to approve the minutes from June 5, 2024. Mr. Waiz seconded the motion; motion passed, 3-0. APPROVAL OF PAYROLL: Mr. Waiz made the motion to approve the payroll. Mr. Crouch seconded the motion; motion passed, 3-0. OLD BUSINESS: NEW BUSINESS: 1. Paul Northam-Request for approval of Special Events Applications for the following: • National Eucharistic Pilgrimage, St. Augustine Catholic Church on July 9, 2024 and July 10, 2024 at Big Four Park, Chestnut Street, Locust Street and Riverside Drive • Claysburg Days on August 3, 2024 at Henry Lansden Park Mr. Northam advised both events had been through the Special Events Committee and were approved. Mr. Crouch made a motion to approve the events applications and Mr. Waiz seconded the motion;; motion passed, 3-0. 2. John Wright with Duke Energy-Request for approval of New Chapel Road Closure and Detour from June 24, 2024 to June 26, 2024— Mr. Crouch advised there were detour maps provided. This is to replace poles that run along New Chapel. The detour will be through Crystal Springs. They will have to do some flagging along New Chapel to get local residents in and out. They are going to be replacing lines and poles from the substation on 8'h Street to River Ridge for the Meta. Mr. Crouch made a motion to approve the closure and detour and Mr. Waiz seconded the motion; motion passed, 3-0. 3. Mike McCutcheon-Request for approval of contract between Fire Department and Black Diamond Pest Control for mosquito treatment at Fire Station 4—JFD Deputy Chief McCutcheon advised this contract was for mosquito treatment services at Station 4 and would end in October. They do have the money in their budget. Mr. Crouch made a motion to accept the report into the record and Mr. Waiz seconded the motion; motion passed, 3-0. 4. Les Merkley-Request for approval of a pipeline easement to Centerpoint Energy—City Attorney Les Merkley advised this easement is being requested by Centerpoint Energy and is out by the Animal Shelter. The City does own the property and they are wanting a permanent easement to relocate some lines and a temporary easement so they can come and go Mr. Waiz made a motion to approve the easement and Mr. Crouch seconded the motion; motion passed, 3-0. ATTORNEYS REPORT: No Comment ADJOURNMENT: Mayor Moore advised that neighboring cities and towns received a bill for the Animal Shelter and if there are any questions they can contact the Animal Shelter for clarification.
