HomeMy WebLinkAboutJune 3, 2024 Council Minutes COMMON COUNCIL OF THE CITY JEFFERSONVILLE, INDIANA June 3, 2024 Regular Meeting Minutes The Common Council of the City of Jeffersonville, Indiana met for the Regular Meeting on June 3, 2024. Council President White along with City Clerk Gill called the meeting to order at 6:00 p.m. The meeting was open to the public in person as well as live streamed via the City Website using Zoom. INVOCATION: Led by Councilperson Burns Pledge of Allegiance: ROLL CALL: The roll call was conducted by City Clerk Lisa Gill and present in Council Chambers were Councilperson Burns, Councilperson Semones, Councilperson Anderson, Councilperson Reed, Council President White, Councilperson Webb, Council Vice President Hawkins and Councilperson Snelling. Councilperson Stoner Participated by zoom. Let the record reflect that 8 Council Members were present in Council Chambers and 1 by zoom. APROVAL OF MINUTES: Councilperson Burns made a motion to approve the Minutes for Special Meeting Proceedings from May 20, 2024, seconded by Councilperson Anderson; roll call: Councilperson Burns-Yes Councilperson Semones-Yes Councilperson Anderson-Yes Councilperson Reed-Yes Council President White-Yes Councilperson Webb-Yes Council Vice President Hawkins-Yes Councilperson Snelling-Yes Councilperson Stoner-Yes; motion passed 9-0. CLAIMS TO APPROVE: Civil City$2,527,373.84 Mrs. Metcalf advised the Civil City Claims were in the amount of$2,527,373.84 and there were no changes. Parks$187,365.83 Mrs. Metcalf advised the Parks Claims were in the amount of$187,365.83 and there were no changes. Councilperson Semones made a motion to approve the Parks Claims, seconded by Councilperson Reed; roll call: Councilperson Burns-Yes Councilperson Semones-Yes Councilperson Anderson-Yes Councilperson Reed-Yes Council President White-Yes Councilperson Webb-Yes Council Vice President Hawkins-Yes Councilperson Snelling-Yes Councilperson Stoner-Yes; motion passed 9-0. REPORT OF THE CLERK: No comments UNFINISHED BUSINESS: 1. Heather Metcalf 2024-OR-33 Ordinance of Additional Appropriation (Public Hearing) Mrs. Metcalf advised this Ordinance there were no changes. Council President White opened the Public Hearing at 6:05 pm, there were no members of the community present to speak for or against the matter. Council President White closed the Public Hearing at 6:05 pm. Councilperson Semones made a motion to approve 2024-OR-33 on the Third and Final Reading, seconded by Councilperson Burns; roll call: Councilperson Burns-Yes Councilperson Semones-Yes Councilperson Anderson-Yes Councilperson Reed-Yes Council President White-Yes Councilperson Webb-Yes Council Vice President Hawkins-Yes Councilperson Snelling-Yes Councilperson Stoner-Yes; motion passed 9-0. NEW BUSINESS: 1. Heather Metcalf 2024-OR-34 Ordinance of Additional Appropriation Council President White advised this Appropriation was for the Fire Department. Since the Police Department's base pay went up, there is a parody clause that the Fire Department's base pay will go up also. This will go in effect on July 1, 2024. Councilperson Burns made a motion to approve 2024-OR-34 on the First and Second Reading, seconded by Councilperson Reed; roll call: Councilperson Burns-Yes Councilperson Semones-Yes Councilperson Anderson-Yes Councilperson Reed-Yes Council President White-Yes Councilperson Webb-Yes Council Vice President Hawkins-Yes Councilperson Snelling-Yes Councilperson Stoner-Yes; motion passed 9-0. ATTORNEY COMMENTS: Larry Wilder-apologized for missing the last Council Meeting, he was called away to a court outside the urban area and did not make it back in time. As a result of there not being someone here that was acceptable to the Council in his absence the amount requested for payment was reduced. Les Merkley-Absent DEPARTMENT HEADS No Comments PUBLIC COMMENTS No Comments COUNCIL COMMENTS: • Councilperson Burns—shout out to the Fire Department and their efforts with the Crusade for Children, they constantly work all year long to raise funds for an outstanding cause that supports our community, and they do not use any of the funds that are donated to offset any of their cost. They raised around $127,000.00. Joe Hurt with the JFD advised Fire Departments all across the country partner with MDA, the Fill the Boot program. Whenever they are set up at events, the IAFF is always wanting Southern Indiana to join them in the MDA programs. He has told them about the Crusade for Children several times, they finally researched and found out just how much it all goes back to the kids. The IAFF commended the JFD for doing such a great job raising money for the kids. Council President White advised Mr. Hurt is the District Vice President for the PFFUI, Professional Firefighters Union of Indiana. • Councilperson Semones—advised she is very thankful for all of the event going on in Jeffersonville in the month of June such as Juneteenth, Pride month, and the beautiful weather and she is so thankful for today. • Councilperson Anderson—No Comment • Councilperson Reed—an update on the funding that the Council appropriated for the Summer Works Program. There are 7 positions that will be in Jeffersonville to help our municipalities this summer with students working in those positions, making it a cash positive investment for us. Those students will also be getting training on five different sessions on professionalism, financial literacy, career exploration and next steps with job search and collegiate training. • Councilperson Webb—No Comment • Council Vice President Hawkins—just to make sure everyone understands, the additional appropriation for the Fire Department has nothing to do with contract negotiations, which are currently ongoing. The additional appropriation is something that is automatically triggered because of the parody clause, that is not the end of what they are doing with the Fire Department. Happy graduation to all of the local schools. There was a young child that lost his life in the Silver Creek incident. By the next Council Meeting, he is going to have a resolution to present to the Council. The Resolution will be to the City of New Albany to allow the go ahead to remove that dam. The Department of Natural Resources has deemed it to be a danger and New Albany has kind of fought them.This is not a political issue. When the DNR says it is dangerous and then a 14 year old child gets killed, any pressure that we could lend to make that decision for them, he thinks would be useful. If it is not already decided by the next Council Meeting, he will be presenting a resolution to the Council to approve asking New Albany to allow the destruction of that dam to move forward. The City of Clarksville presented a similar resolution a couple of years ago. Council Attorney Larry Wilder advised that he will forward contact information to Council Vice President Hawkins for an individual who is heavily involved in this already. Council Vice President Hawkins advised Council Attorney Wilder that they would talk later. • Councilperson Snelling—No Comment • Councilperson Stoner—Thank to the Jeffersonville Fire Department for allowing him to come out and get a closer look at what they do on a daily basis. Makes him realize why the investment in the Police and Fire departments are so important. • Council President White—No Comment ADJOURNMENT: Councilperson Burns made the motion to ADJOURN the meeting at 6:17 p.m. Mrs. Metcalf advised that she had something to discuss regarding the Capital Improvement Plan Meeting. There have not been any decisions on what the Council wants presented to them and asked if the Council would want to have a workshop to discuss what's going to be presented to them as an additional appropriation. Council President White asked if all of the department heads had a chance to speak. It was advised that Street Director Kevin Morlan's part was cut short and he would be put on the agenda. A workshop meeting was set for Monday, June 17, 2024 pm in Council Chambers at 5:00 pm. Councilperson Semones made a motion to ADJOURN the meeting at 6:19 pm.
