The Jeffersonville Parks Authority met in Session on Monday,January 22,2024 in the Mayor's conference
room on the third floor of City Hall. Members Present: Elizabeth (Lisa) Carter, Evan Stoner, Johnna
Anderson, Pam Clark, Debbie Pait, Gus Luckert, Stacie Thompson, Carmen Croudep and Larry Jordan (via
zoom).
Parks Staff Present: Paul Northam, Amber Ridings, Amber Powell, Matt Siler, Ricky Romans,Tim McCoy,
Tara Young,Olivia Mann and Hillary Pacheco.
ELECTION OF OFFICERS—Amber Ridings opened the floor to nominations for the Parks Authority Board
President. Member Stoner made a MOTION to nominate Elizabeth Carter as Board President, and the
motion was seconded by Member Jordan. The motion was passed on a vote of 8-0.
Amber then opened the floor to nominations for Parks Authority Board Vice-President, and Member
Jordan made a MOTION to nominate Evan Stoner as Board Vice-President. The motion was seconded by
Member Anderson. The motion was passed on a vote of 8-0.
APPROVAL OF AGENDA—Changes were requested to the agenda,as the date listed was January 22,2023
vs. 2024. Paul Northam ask to include Parks Board meeting time changes be added under Old Business,
and include (under New Business) discussion of new security added at The Depot. Member Stoner made
a MOTION to approve the agenda with changes, and the motion was seconded by Member Clark. The
motion passed on a vote of 8-0.
APPROVAL OF MINUTES
Member Anderson made a MOTION to approve the December 18`h, 2023 minutes and the motion was
seconded by Member Pait. The motion passed on a vote of 8-0.
OLD BUSINESS—Paul Northam ask for consideration to Parks Authority Board meeting start times,
keeping this at 5:30 p.m. or moving the time to 5:00 p.m. Member Stoner made a MOTION to move the
time to 5:00 p.m., and the motion was seconded by Member Clark. The motion was passed on a vote of
8-0.
NEW BUSINESS
Paul Northam had several contracts needing approval. The 2024 Pro Media contract totals $6,495
monthly, and is consistent with 2023. There were additional services included; however, Parks did not
adopt those additional services for 2024. Member Stoner ask about the services included,which are social
media posts,videos and promotions of events and activities. He also inquired about Parks being pleased
with the service. Parks does have monthly meetings with Pro Media staff, and are continually sharing
ideas for updates and changes. This is the Parks contract, and there will be a separate one provided for
the Riverstage. Member Jordan ask if this included The Depot,and Amber Powell stated"no",and will be
managing the social media website for this year. Member Clark made a MOTION to approve the contract,
and the motion was seconded by Member Stoner. The motion passed on a vote of 9-0. All contracts are
approved pending legal review.
The next contract was for Security Pros, adding interior cameras to the Nachand Fieldhouse. These were
needed for this facility, as there weren't any cameras at this location. Member Stoner made a MOTION
to approve,and the motion was seconded by Member Anderson. The motion passed on a vote of 9-0. All
contracts are approved pending legal review.
This contract was for Thompson Heating & Cooling at the Woehrle Complex. This would be to provide
services twice annually for the new unit. Member Thompson made a MOTION to approve,and the motion
was seconded by Member Pait. The motion passed on a vote of 9-0. All contracts are approved pending
legal review.
Amber Powell and Amber Ridings presented the Santa contracts for Summer Camp and Light Up. Member
Stoner made a MOTION to approve, and the motion was seconded by Member Clark. The motion passed
on a vote of 9-0. All contracts are approved pending legal review.
Amber Powell presented 2 contracts for Fun Time Productions(Trackless Train)for Steamboat Nights and
Light Up. Member Croudep made a MOTION to approve these contracts, and this was seconded by
Member Clark. This motion passed on a vote of 9-0. All contracts are approved pending legal review.
Amber Powell presented the Alcohol Riverstage Concession Contract for 2024, as Alcove will continue to
be the vendor. They have been a fantastic partner,staff is efficient and friendly,and 22%will be returned
to the City of Jeff again this year. There have been discussions of a few changes in the menu options.
Member Clark made a MOTION to approve,and the motion was seconded by Member Stoner. The motion
passed on a vote of 9-0. All contracts are approved pending legal review.
The next item Amber presented was The Depot Fee Schedule. This would be costs for Rentals and Parties,
and additional amenity options as well. Member Stoner ask about discount information for City of Jeff
employees (would be 25%which is consistent with other Parks rentals) and/or Non-Profit organizations.
Member Thompson added that she's on several boards, and they're always looking for places to hold
events. More information to come. Member Stoner made a MOTION to approve,and this was seconded
by Member Pait. The motion passed on a vote of 9-0.
The Parks Department had reached out to 3 vendors for security contracts at The Depot, and 2 have
responded in a timely manner, both less than $15,000. SIR costs were $10,151, and Security Pros was
$11,573. It is recommended that Parks work with SIR. Member Stoner made a MOTION to approve,and
the motion was seconded by Member Anderson. The motion passed on a vote of 9-0. All contracts are
approved pending legal review.
MANAGER'S REPORT
Due to schedule conflicts,Sara Nord wasn't available to attend.
Amber Powell—Been working on wrapping up the Ice Rink season, including removal of the rink and
sand base. Also working with Tara Young,our new Riverstage Manager to transition responsibilities,
and planning out events at the Depot. We're working to promote The Depot in 2024, beginning with a
St. Patrick's Day event on March 17th
Olivia Mann—The Ken Ellis Center will be having their Annual Chili Cook-off on Tuesday,January 23". A
Valentine's Day Dance is planned for Friday, February 16th. The Aquatic Center has had a great return
response with staffing. We've heard from 27 lifeguards, 6 facility and event managers and 5 assistant
managers.
Matt Siler—Ice Rink work is completed,the sand has been removed and now ready for sod to be added.
We're coordinating with Tim McCoy's team. We had some snow removal and running electric for extra
security. Christmas lighting will be taken down,followed by snowflakes. Another project has been
rebuilding the counters at the Ken Ellis Center.
Ricky Romans—Had a situation at Woehrle Complex with the breakers flipping. This should have been
corrected during the construction phase; however, breakers were not. Pro4mance has completed the
project today. Siemens Fire Protection actually offers a turnkey system that manages electrical wiring
and temperatures by installing"sensors"for temperature control (to avoid another catastrophic
situation)and alert Parks personnel; however,the cost is$8000. We're in good shape for now;
however,something to consider in the future. Adult softball registration begins in February and the
league will start in April.
Tara Young—Emphasis at this time is on the Easter Egg Hunt(March 30t''). Been reaching out to several
bands—all headliners,and working on opening bands at this point for the Summer Concert Series.
Member Thompson ask about Riverstage sponsorships, and Paul Northam explained that Tara and
Amber P. will be working with the current and new sponsors for both the Riverstage and The Depot.
Tim McCoy—Have split the crew into Landscape & Mowing. The Landscape crew has been trimming
and cleaning landscape beds throughout the City. Then they'll apply pre-emergent for weed control.
The Mowing crew is removing liability trees,focusing primarily at Allison Brooke (over 20 trees).
They've completed chain saw safety class, and then will be stump grinding. Additional work of odds and
ends have been to assist Ricky Romans at Woehrle on inside jobs.
Amber Ridings—Mentioned many things are ramping up at the Envision Center with planning of new
programs. Tot's P.E. is planned, as well as having an opportunity to play Euchre. The soccer program
was extremely successful for the younger kiddos, and now we're entertaining the thought of expanding
to 3 &4 yr. olds. Stay tuned on more new ideas. Women's basketball is entering"tourney time", as we
had 5 teams this year. Hoping to expand to more next season.
DIRECTOR'S REPORT
Paul recommended that all Parks Authority members tour all Parks on the trolley. The Parks
Department has purchased a drone and Paul was planning to show footage of our Parks at this meeting;
however,this has been planned for the February meeting. Falls Landing Park is open and construction is
underway at Lottie Oglesby Park.

Parks Authority Member Comments
Member Stoner introduced Jim Grahn, Fund Development Manager with Community Action of Southern
Indiana (CAST). Jim discussed the vision to build a Splash Pad Park for the Claysburg neighborhood. He'd
worked with architects to obtain blueprints of the project, and shared with the Parks Authority
members. He's applied for funding; however,this hasn't been approved at this time. He was asking to
utilize the green space property in Lansden Park, expanding between the Envision Center and Ken Ellis
Center. He was seeking additional funding and stated this project build-out would costs nearly$1
million dollars. He wanted to share his ideas for future discussion and follow-up.
Member Stoner was interested in the current Skate Park, and if any renovations were planned. He
invited others to walk through the Park and share their thoughts as well. Paul stated they could
definitely meet to discuss; however,the challenges faced are with the graffiti damage. He mentioned
he'd be open to possibly put fencing around the Park, or perhaps change the hours it's open. Member
Stoner had mentioned New Albany's Park and Paul will reach out to Alicia Meredith (Park's Director).
Member Thompson ask if a Solar Eclipse Event was scheduled. Amber Powell replied that there IS one
being planned for The Depot on Monday,April 8`h. Viewing glasses will be available, and more specifics
will be finalized in the near future.
Member Stoner made a motion to ADJOURN at 6:22 pm.
