MINUTES
November 13, 2023
Vice President Evan Stoner called to order the November 13, 2023 Historic Preservation Commission meeting
at 5:30 p.m. in the Building Commission Conference Room at City Hall, 500 Quartermaster Court.
Members present were, Johnna Anderson, Jourdan Ford, Lisa Green, Maggie Moore, and Jason Schlatter.
President Ed Siewert entered the meeting late. Also,present Laura Renwick, Historic Preservation staff advisor
and Administrative Assistant Mary Frey. Guest,Jason Sams, Ashley Braswell, Laura Fleming-Balmer, Tim
Lewis and Warren Schimpff.
Agenda
Lisa Green made a motion to approve the Monday November 13, 2023 agenda, seconded by Maggie Moore and
approved unanimously.
Minutes
Jourdan Ford made a motion to approve the Monday September 11, 2023 minutes, seconded by
Jason Schlatter and approved unanimously.
Certificate of Appropriateness
Jason Sams with Arc Construction appeared before the Board to request a certificate of appropriateness for a
projecting sign at 228 Spring Street. The sign will be for Southern Indiana Welcome Visitor Center, which is
moving to this location. The sign will be approximately 51"tall x 15"wide and will not be illuminated. Jason
Sams stated he is trying to get sign approved for a mid-December move in date. Laura Renwick ask if more
signage was planned. Jason Sams stated that there may be some window signage later but he will come back if
needed. Evan Stoner made a motion to accept the sign as presented, seconded by Lisa Green and approved
unanimously.
Tim Lewis with Game on the River, located at 117 E. Riverside Drive appeared to request a certificate of
appropriateness for a low -level illuminated sign as presented. Laura Renwick ask that if the intention is to have
illuminated when open and off when closed. Tim Lewis stated that this is the intention at this time. Lisa Green
ask if it would be possible to make smaller,maybe more proportioned with the patio. Tim stated the sign is
127.6"wide x 22.8"high and showed a picture of a previous sign. Evan Stoner stated that the sign needs to be
turned off when business is closed and is not to contain any flashing lights. Laura Renwick stated that the sign
is slightly larger than the guidelines allow and that other low-level lighted signs have been approved. The dark
background would help with low illumination. Lisa Green made a motion to approve the Certificate of
Appropriateness for the sign as presented knowing that it is not quite within the guidelines. The light should be
turned off at closing and remain low-level lighting. Johanna Anderson seconded the motion and it was approved
unanimously. Evan Stoner stated that the sign is not altering the building and Jason stated to make sure light
goes off at close of business.
Ashley Braswell with The Clark County Youth Shelter, located at 118 E. Chestnut appeared before the Board to
request exterior updates using funds from a Lilly endowment grant. The current siding is broken,melted and
aged beyond repair. The plan presents a 6"vinyl insulated siding. The siding is highly recommended by the
contractor and will require less maintenance in the future and be the most structural sound material for the

building. No replacement is available for the existing vinyl. Ashley stated that the weight of Hardie board
cannot be supported by furring strips and would require additional cost that they do not have.
Vinyl siding is the best options for available funding. Laura Renwick ask if the existing siding is being removed
and Ashley Braswell stated yes. Ed Siewert asked if they would be using existing gutters, and Ashley Braswell
stated they would be replacing only the damaged gutters and painting doors as part of the scope. Laura Renwick
stated that the old maps show brick on some of the extensions. Ashely stated that all additions were before her
time at the Youth Shelter. Jason Schlatter stated that the vents in the roof and the attic should have 6"airflow
and they should make sure vents are providing adequate ventilation. Evan Stoner has no questions on the
portions being repaired,but per the guidelines it would be nice if they went back to more historic. Ashley
Braswell stated that the vinyl is 6"in height and not 6"thick, so the current vents should be adequate.
Ed Siewert,moving on to the awnings. Ashley presented the awnings for doors 2 and 3. The awnings will have
steel frames,black coated fabric and are necessary to provide cover for delivery persons and visitors. Ed
Siewert questioned if the frames will be attached to the building or siding. Ashley Braswell stated she believes
they will be attached to the building. Evan Stoner made a motion to accept the exterior changes, including the
installation of awnings as presented, Lisa Green seconded and the motion approved unanimously.
Warren Schimpff with Schimpffs Confectionery appeared before the Board to request a certificate of
appropriateness to allow the placement of a Mr. Jelly Belly(figure)bench in front of 345 Spring Street.
Mr. Schimpff stated that the Jelly Belly bench was gifted and has been installed. Mr. Schimpff stated that the
sidewalk clearance is sufficient. The bench is a nice addition and will be good for photo opportunities. Ed
Siewert ask about the metal cover under the bench and Mr. Schimpff stated they covered up a vent years ago
and it helps keep water out of the basement. The bench weighs approximately 700 lbs and is secured to the
sidewalk. Jason Schlatter made a motion to approve the certificate of appropriateness as presented, contingent
that all approvals needed with The City of Jeffersonville are granted, seconded by Jourdan Ford and approved
unanimously.
Laura Renwick stated that Denton Floyd, 509 Spring Street may be requesting the replacement of the front entry
doors on the Masonic Temple. The Board does not normally meet in December. The doors-which may or may
not be original but have little distinctive detail-are in poor condition and Denton Floyd believes they are past the
point of repair. Lisa Green stated that the Board is comfortable with Laura approving the doors at a staff level,
and the Board agreed.
Laura Renwick stated that the National Alliance of Preservation Commission is offering a two-part seminar on
the ABC of Historic Designations. Laura will send out registration forms if anybody is interested. Lisa Green
stated that if you do not, you should join Indiana Landmarks, if for nothing else the magazine.
Jason Schlatter made a motion to adjourn, seconded by Maggie Moore.
No meeting held in December unless needed.Next scheduled meeting will be January 8, 2024.
