RESOLUTION SUPPORTING THE CONTINUED OPERATION OF THE
UNITED STATES ARMY AMMUNITION PLANT
IN CLARK COUNTY, INDIANA
WHEREAS, the Common council of the City of jeffersonville
is aware that the Secretary of Defense has included the United
States Army Ammunition Plant located on Highway 62 in CLark
County, Indiana, for possible closure as a part of its budget
cutting plan for the 1990's; and,
WHEREAS, the ,'improvements"
the Army Ammunition Plant is
during its years of operation
condition in which it will
feasible basis
the
economically
premises to
made to the property on which
located which have been made
have left the property in a
be virtually impossible on an
to effectuate a cleanup of the
point that the property could be returned to
both the public and private sectors for appropriate development
if the plant is in fact closed in order to lessen the economic
impact of such closure; and,
WHEREAS, the forced layoff of those employed at the United
States Army Ammunition Plant will obviously have an adverse
effect upon the local economy which in all likelihood cannot be
replaced by a development of the subject property itself for
other uses.
NOW, THEREFORE, BE IT RESOLVED that the Common Council of
the City of jeffersonville hereby expresses its position in
opposition to the closure and. mothballing of the United States
Army Ammunition Plant in Clark County, Indiana. The Common
Council would urge a thorough study of the utility of the plant
within the present framework of the defense establishment, of
the actual conditions of the property on which the United
States Army Ammunition Plant is located, and of the realistic
closure costs associated with this plant. The Common Council
would
full
in an actual cost
the facility as
other ammunition
urge that the plant be closed only if it appears after a
and thorough review that this closure will quickly result
savings to the American taxpayer, and that
it presently exists is less effective than
facilities owned and operated by the United
States Department of Defense.
Finally, the Common Council is unalterably opposed to any
plan which would mothball the United States Army Ammunition
Plant in Clark County, Indiana, for an indefinite period of
time as the closure of the plant combined with the
nondevelopment of the subject property would have a continuing,
unmitigated devastating effect upon the economy and development
of Clark County, Indiana, and the immediate jeffersonville
area.
Passed and adopted this
1990, by the Common Council
of the city of jeffersonville,
Clark County, Indiana.
