HomeMy WebLinkAboutJPAC December 11, 2023 4 JEFFERSONVILLE DATE: 12/11/2023 PUBLIC ART TIME: 5:30 pm START CREATING IDEAS LOCATION: NoCo Art Center CALL TO ORDER • Chairperson Callahan welcomed everyone to the meeting and called the meeting to order at 5:36 p.m. • The meeting was held in person at the NoCo Art Center, 628 Michigan Ave, Jeffersonville, Indiana 47130. ATTENDEES • Arts Administrator o Kathleen (Kat) Wang • Chairperson o Rosy Callahan • Commissioners o Susan Harrison o Denise Freville o Sarah Young o Kofi Darku o John Edwards o Teah Williams-Hampton • Secretary o Joanna Peyron ABSENT • Commissioners o Dustin White o Abigail Richmer GUEST ATTENDEES • Andy Crouch (City Engineer) OLD BUSINESS • Approve minutes from meeting on November 13, 2023 o Commissioner Young motioned to approve the minutes. o Commissioner Darku seconded. o Motion passed unanimously. • Fall Light up Jeff Event Recap (Administrator Wang) o A lot of attendance and participation • Holiday Market Recap (Administrator Wang) o Estimated 400 - 470 people in attendance. o Great feedback on gingerbread build and location & music o Lots of good feedback from vendors, felt supported, etc. 1 t \ JEFFERSONVILLE DATE: 12/11/2023 PUBLIC AR COMMISSIc TIME: 5:30 pm START CREATING IDEAS LOCATION: NoCo Art Center o City seemed happy with turnout and flow-over to ice rink. o Potential to shorten to a 6-hour market. • Start earlier. • Not a lot of attendance later in the day • Food trucks left at 4:30 p.m. while market was still open. o Vendors really appreciated the help provided with loading/unloading. o Only 1-2 mentioned didn't make ideal sales. o If we hire food trucks, can we expect them to stay? • If tied to The Depot, we can't control their participation (Jeff Parks hires them) • If we pay for them to come, we are on the hook and/or could insist they stay. • The hot dog vendor stayed the whole time. o Talk to The Alcove about Papu Chos food truck support next year. o Round of support/appreciation for those who helped coordinate market and parade. • Falls Landing Sculpture Call for Artists Update (Mr. Crouch) o We did update deadline to Jan 1 and redistributed the Call for Artists o Have received more interest. o Commissioner Young will increase marketing this week. • Coloring Book (Administrator Wang) o Administrator Wang wanted to check-in on the direction we want to go with the Coloring Book o Commissioner Freville noted the need to replace some of the pieces and add new. o We could add the Art Mobile to create additional visibility (add OR code to promote local events/sign-up) o Discussion about how the map would be updated/maintained if we rotated sculptures. • Idea to keep pedestal locations on the map with directions to go online to see what sculpture is located there. • Include interactive Code to show current location. • Commissioner Freville is going through the inventory to document new sculptures. o A decision was made to not include the Painted Sidewalk in the book. Idea to have 1-2 interchangeable pages to include current year 2 JEFFERSONVILLE DATE: 12/11/2023 • PUBLIC ART TIME: 5:30 pm START CREATING IDEAS LOCATION: NoCo Art Center programming. Reminder that we don't need to update current art/design, just give the book a slight refresh. Claysburg Mural needs to be added to the coloring book, potentially as an illustration. • It was noted that this is on map as Soulful Inspiration o Murals around downtown Jeffersonville • Commissioner Darku noted they could be mapped even though not part of JPAC purview. • Administrator Wang mentioned she recently received an email from a volunteer about National Painter's Day (February 3) • This could be an opportunity to showcase Damon Thompson's murals/work. • We could use the Trolley with Damon as a guide to conduct a tour. • Keep things small this year since tight time frame - develop stronger plan for 2025. • The murals are located on Private property so need to be mindful of people's privacy. • Commissioner Edwards to ask Damon if interested in the idea and if we could add a book signing, small piece sale and/or reception. • Could bring in other local artist for a "Celebration of Artists." o Could hold at the NoCo Art Center O 1-4 p.m. o "Van GoCo" as a theme/promo of art mobile program NEW BUSINESS • Sculptural Walking Trail / City Pride RFP (Administrator Wang) o Commissioner Wang met with City Pride o They want to replace the bicycles with sculptural pieces. o Erect 2 (of 6) this year. o Theme: The river or water o We can pull applications from current Call to Artist o JPAC already committed to fund 2 pieces at Falls Landing o The mayor committed to funding the other 4. 3 t JLrr matt) vILLL DATE: 12/11/2023 PUBLIC AR TIME: 5:30 pm START CREATING IDEAS LOCATION: NoCo Art Center o City Pride has grant and we can collaborate on funding and coordination. • Story Trail Update (Chairperson Callahan & Administrator Wang) o Chairperson Callahan & Administrator Wang met to get started. o They'll need to meet again to get the ideas out to schools. o The plan is to get information out by January 1 for completion by March 1 o Will select 2 artists. o Open to Elementary & Middle School-aged kids - 3rd to 8th grade o TBD on who will judge the entries and what the process will look like • Jeffrey Maintenance (Administrator Wang) o On hold • Paste Up Mural Project (Administrator Wang) o Murals are located outside of Maker 13 Gallery o We've discovered issue with the adhesive. o JPAC replaced one mural due to vandalism. o We'll need to brainstorm ideas on different materials, print on vinyl, add a cover/encasement. o There is car wrap vinyl that is sticky and stays put regardless of weather conditions. • 2024 Art Mobile Program (Commissioner Young) o We have a lot going on and are in the homestretch. o The schedule is on the website with January 27th as our first date. o Artists were assigned to dates last week. o The program is utilizing dynamic scheduling to allow for flexibility. o There is an equal distribution of artists assigned to sessions. o Administrator Wang is working on inventory process for materials. • Have "ready set" kits available and ready to go. • Commissioner Edwards and Chairperson Callahan inventoried a few months ago. • We may need additional volunteer help to close out the inventory and build the kits. • Commissioner Edwards has a High School Leadership Group who could use this as a volunteer opportunity. o Rolling out marketing ASAP o Sign-up form expected to be posted soon. o 38 events throughout the year with more dates TBD o Commissioner Edwards asked how the Commissioners can help. 4 . JEFFERSONVILLE DATE: 12/11/2023 "RUC TIME: 5:30 pm START CREATING IDEAS LOCATION: NoCo Art Center • Commissioner Young and Administrator Wang to meet and determine volunteer need. • Since this is a new program, the need for volunteers is not firmly defined. • The program may need volunteers for Farmer's Market events. o There was discussion about a change to remove "NoCo" from the program's brand since events not happening at NoCo. • NoCo will remain on the Art Mobile since it as added as part of a grant. • Rotating current sculptures (Mr. Crouch) o The city will keep track of where the sculptures are relocated and to be able to keep an interactive map up to date. o We could include an interactive code to send folks to social media to post their engagement/experience, learn more about artist, etc. • Programing for next year (Administrator Wang) o Summer/Spring Market o Culinary Art Festival — engage the vocational school to participate. o Dog Days of Summer • Last day the city pool is open. • Pooch Plunge • Incorporate a dog centered market and activities. o Holiday Market o Collaborations with Parks Department, Depot, Maker 13 and Steamboat Museum o Working on more ideas to keep Art Center open more often. o Story Trail: out in January and ready for installation in March o Student art show in April o Art Camp in Summer o Kentucky Shakespeare in the Part at Big 4 Bridge o Shirley's Arbor dedication • Still need to get QR code from artist. • Will need to push to Spring. o Maintenance • Clean up spaces and containers. • Paint/refresh o Ideas from Commissioners: • Commissioner Darku and Chairperson Callahan: • Would like to install photo frames (doors) and use the 5 c.4 ) JttttKSUNVILLt DATE: 12/11/2023 PUBLIC ART TIME: 5:30 pm START CREATING IDEAS LOCATION: NoCo Art Center river as backdrop. • Bring a Freak Alley Gallery concept to Jeffersonville. • Commissioner Edwards: • Art festival o It's a big undertaking. 0 Maybe something to plan for execution in 2025. • Provide more opportunities for people to sell their art. o We can help with marketing. o Recommends utilizing locations other than at NoCo, maybe in north Jeffersonville. • Teen Council - Abigail wants to resign from Commission; lots of documentation developed by Abby and other commissioners - push to 2025. • Administrator Wang has a list of ideas. The Commissioners have a list (as well as documentation) as does the Depot has list. • Administrator Wang will take the lists to find overlap. • Review during January meeting • Commissioner tenure o Commissioner Richmer advised she was resigning from the JPAC. o Other Commissioners' terms are ending. o Mr. Crouch reviewed Commissioner appointments: • Commissioners serve 3-year terms. • Commissioners can serve 2 consecutive terms. • Commissioners can rejoin after a 1-year break. • Commissioners need to be re-appointed after each term. • Most Commissioners are Mayor-appointed. • Others are City Council appointments. o Commissioner Richmer was a City Council appointment and will need to be replaced for full 2-year term. o Current Commissioners can make suggestions which Mr. Crouch will bring to the mayor and/or City Council COMMISSIONER COMMENTS • No comments ADJOURNMENT • Commissioner Edwards motioned to adjourn the meeting. 6 1111rEFFERSONVILLE DATE: 12/11/2023 UBLIC AR1 TIME: 5:30 pm T/.
