MINUTES
December 12, 2023
Larry Wallace, Jeffersonville Building Commissioner called the regular meeting of the
Jeffersonville Building Authority to order on December 12 at 9:00 a.m. in the Building
Commissioner's Conference Room on the second floor in Jeffersonville City Hall, 500
Quartermaster Court. Members present: Alan Conner, Richard Eklund, Bill Fry and Mayor Mike
Moore. Also, present Mary Frey, Administrative Assistant
MINUTES
Alan Conner made a motion to approve the minutes for the November 14, 2023 meeting,
seconded by Mayor Mike Moore and approved unanimously.
EXPENDITURE REPORT
Alan Conner made a motion to accept the November 2023 revenue and expenditure reports as
presented, seconded by Bill Fry approved unanimously.
OLD BUSINESS
Review of the Universal Design report discussion: Alan Conner stated that a major issue is with
humidity in the building. Heaters or dryers were eliminated on the heat source pumps when the
building was renovated. New units should have gas dryer or other available options to help with
humidity issues.
Bill Fry stated moving forward replacement units should be equipped with necessary
requirements for condensation.
Larry Wallace stated possibly starting with replacing five or six heat pump units at this time.
Mayor Mike Moore made a motion to replace five or six heat pump units, not exceed
$90,000.00. Alan Conner seconded the motion, with Bill Fry stating that replacement units need
to have humidifier built in and this can be an additional expense. Motion passed unanimously.
No plumbing issues at this time.
Larry Wallace questioned if we should start to look at replacement windows or look into
sealing/caulking. Alan Conner made a motion to have windows caulked/sealed at this time, Bill
Fry seconded and motion passed unanimously.
New Business
Larry Wallace presented a proposal from Abtech Electric to replace the roof lights at City Hall.
The total proposal, including a lift is $ 5945.59. Alan Conner made a motion to accept the
proposal as presented, seconded by Mayor Mike Moore and approved unanimously.
Larry Wallace stated a heat pump unit went out on first floor in the Sewer Billing area and a new
one is on order. The price is $9,155.00.
Mayor Mike Moore made a motion to convert an empty office area into a breakroom with a
budget not to exceed $20,000.00, Bill Fry seconded and the motion and approved unanimously.
