HomeMy WebLinkAboutRDC November 29, 2023 JEFFERSONVILLE REDEVELOPMENT COMMISSION REGULAR MEETING MINUTES November 29, 2023 The Jeffersonville Redevelopment Commission held a Regular Meeting on November 29, 2023 that was called to order at 5:02 pm in the Mayor's Conference Room located at 500 Quartermaster Court, Jeffersonville, Indiana Board Members present: Scott Hawkins, Matt Owen, Mike Moore, Duard Avery, Teresa Perkins Staff Members present: Redevelopment Director Rob Waiz, Redevelopment Commission Attorney Les Merkley City Attorney, Grant Administrator DeLynn Rutherford, Administrative Assistant/Secretary Theresa Treadway, City Engineer Andy Crouch Guests: Josh Darby with Jacobi, Toombs & Lanz, John Kraft with MAC Construction and Chris Gardner with HWC Engineering. CALL TO ORDER Mr. Hawkins, President called the meeting to order at 5:02 PM. APPROVAL OF AGENDA Mr. Moore made a motion to approve the agenda with Mr. Moore seconding, passing unanimously 4-0. CONSENT REPORTS Minutes: Mr. Owen made a motion to approve the minutes from November 29, 2023 with Mr. Moore seconding, passing unanimously 4-0. Claims: Mr. Owen made a motion to approve the TIF Claims in the amount of$1,591,812.70 with Mr. Moore seconding, passing unanimously 4-0. Mr. Owen made a motion to approve the Redevelopment Operating Claims in the amount of $35,263.63 with Mr. Moore seconding, passing unanimously 4-0. JTL Ongoing Projects Update: Charlestown Pike Reconstruction,Segment 1 (Holman's Lane to Utica-Sellersburg Road) and Utica-Sellersburg Road Reconstruction, Segment 2 (Railroad Tracks North to Charlestown Pike: • Public Involvement meeting held on April 12,2021 at 6:30 pm via Zoom. • 30% Schematic Design Plans and Updated Opinion of Project Costs were provided to City on 7/12/2021. • Public Information meeting held December 7, 2021 to unveil roadway layout plans to the public. • Buying is underway on both Charlestown Pike and Utica Sellersburg Road. Right of Way Acquisition nearing completion. Of 57 parcels only 2 remain. These have received verbal agreement from the property owners but are moving slowly due to the need for partial mortgage releases. • Sent Relocation Work Plan Requests to Utilities. Relocation work plans are due by December 15, 2022. Received work plan from Clark County REMC, indicating all of their facilities will be relocated by December 1, 2023. Received work plan from Duke. Duke needs 7 months from Notice —to-proceed to complete relocations, which fits within project schedule. Issuing Notice to proceed to utilities for relocations (as property acquisition allows). • Notice to proceed has been issued to Clark County REMC and CenterPoint Energy for relocations along Utica-Sellersburg Road. Clark County REMC has completed installation of new poles and transferring of lines along Utica-Sellersburg Road. ATT is next to transfer and has been give Notice to Proceed. ATT is scheduled to begin the week of 12/4/2023. • Proposed Bid Schedule: • 1st Bid Advertisement—1/12/2024 • 2nd Bid Advertisement—1/19/2024 • Open Bids—2/21/2024 • Award at RDC Meeting—2/28/2024 Falls Landing Park (8th Street and Ohio Avenue) • Project awarded to Pace Construction. JTL providing full-time inspection and construction administration. • Pre-Construction meeting held April 25, 2023. Notice to Proceed with Construction issued May 8, 2023. Contract completion date is October 5, 2023, subject to unsuitable weather. • Coordinating with Duke Energy to have utility poles and overhead lines removed that currently cut across the south portion of the site. • Construction continues. All concrete work is completed. All landscaping and sod installation complete. Shade canopy structure framing is installed and painted. All that remains is the glass panels that will be mounted to the canopies and the electrical equipment to power the lights. Glass panels tentatively scheduled for installation in December. Falls Landing Parking Lot and Restrooms • Topographic survey completed. • Met with City on 11/27/2023 to finalize layout and landscaping plan. Finalizing plans for bidding. United Consulting Project Update: • Andy Crouch reported on behalf of United Consulting. Per Bob Stein, all things are still on schedule same as JTL. NEW BUSINESS Tree Clearing Charlestown Pike Phase 2 —Andy Crouch —This is for clearing of trees for Phase 2 of Charlestown Pike. Enclosed in the packet is the lowest bid received from Grasshoppers in the amount of$149,500.00. Mr. Moore made a motion to approve the contract with Grasshoppers in the amount of$149,500.00 with Mr. Owen seconding,passing unanimously 4-0. Award bid for demo of 4400 Utica Sellersburg Rd. —Andy Crouch —We had 3 bids submitted for this demo, Clark Nickles for$26,000, Dan Cristiani Excavating for $43,350.00 and C.C.E. for$25,000 which was the lowest bid. Mr. Moore made a motion to award to the lowest bidder of C.C.E for $25,000 with Mr. Owen seconding,passing unanimously 4-0. Resolution 2023-R-8—Les Merkley—This is a property at 3414 Charlestown Pike was purchased for the expansion of Charlestown Pike and put in the City of Jeff name instead of Redevelopment. This was approved by Board of Public works to convey this property to Department of Redevelopment on November 29'2023 and this Resolution 2023-R-8 is accepting these parcels. Mr. Owen made a motion to accept Resolution 2023-R-8 with Mr. Moore seconding,passing unanimously 4-0. Resolution 2023-R-9—Les Merkley—4400 Utica Sellersburg Road was purchased for the Charlestown Pike expansion and like the previous was put into City of Jeff name and not Redevelopment. This was approved by Board of Public works to convey to Department of Redevelopment on November 29, 2023 and this Resolution 2023-R-9 is accepting these parcels. Mr. Owen made a motion to accept Resolution 2023-R-9 with Mr. Moore seconding,passing unanimously 4-0. QUESTIONS FOR EXECUTIVE DIRECTOR All is going well BOARD COMMENT Ms. Perkins—Utica Elementary was awarded Blue Ribbon Status, they went to Washington, DC and only 11 schools in State of Indiana awarded with 4 being public and the rest private. Mr. Moore—From a former President of PTO for Utica Elementary, I am very proud of the Blue Ribbon award. At Planning and Zoning meeting last night,the growth that is coming to Jeff with around 800 new homes coming off Charlestown Pike is great to see. Numerous contractors have reached out about developing in Jeffersonville. Again, I am very proud of Greater Clark County Schools and Superintendent Mark Laughner in doing what he has done and stuck to his word on keeping Parkview open. Jeff will have 3 middle schools once the new one is built and then the remodeling of Parkview will be great for the future of students attending one of these schools Mr. Avery—I have to applaud the leadership in the City and Council in all they have accomplished and the assistance given to Greater Clark County Schools.
