Monday, November 27, 2023
The Jeffersonville Parks Authority met in Session on Monday, November 27, 2023 in the Mayor's
conference room on the third floor of City Hall. Members Present: Elizabeth (Lisa) Carter, Evan Stoner,
Johnna Anderson, Bill Burns, Larry Jordan, Debbie Pait and Ralph Scales. Members absent: Pam Clark
and Carmen Croudep.
Parks Staff Present: Paul Northam,Amber Ridings,Amber Powell, Matt Siler and Olivia Mann.
APPROVAL OF AGENDA—Member Burns made a MOTION to approve the agenda for the November 27th,
2023 Parks Authority Meeting, and the motion was seconded by Member Anderson. The motion passed
on a vote of 7-0.
APPROVAL OF MINUTES
Member Stoner made a motion to change the October 23`d minutes, as the person listed for December
Big Wig Bingo was incorrect. Member Jordan will attend as the celebrity for December instead of
Member Stoner. Member Jordan made a MOTION to approve the changed minutes from the October
23", 2023 Parks Authority Meeting,the motion was seconded by Member Pait. The motion passed on a
vote of 7-0.
OLD BUSINESS-NONE
NEW BUSINESS
Amber Powell stated there's a new contract for Thunder Over Louisville. Sivori has been the food vendor
in the past; however, we're making some changes to bring local food trucks in the mix. Louisville Food
Truck Association (possibly changing name to Kentuckiana Food Truck Association) will be named. Troy
King is the CEO and shared some information. They serve a variety of cuisine, such as Columbian, Irish,
Peruvian, BBQ and American to name a few. The cuisine includes kid and family-friendly options. The
area will be moved under the Abraham Lincoln Bridge, with more of a food court setting. This will allow
a more spacious area than in previous years. Member Burns made a MOTION to approve,and the motion
was seconded by Member Jordan. All contracts are approved pending legal review.
There were 2 Riverstage contracts for approval. Juice Box Heroes will perform on opening weekend,June
7th, 2024. Thunderstruck will also be scheduled this season, performing on July 26th. They only had a few
dates available, thus the reason for contract submission at this time. The Parks Department is in
discussion with the Louisville Crashers to determine a date for participation. Member Burns made a
MOTION to approve, and the motion was seconded by Member Jordan. All contracts are approved
pending legal review.
MANAGER'S REPORT
Due to schedule conflicts, Sara Nord, Ricky Romans and Tim McCoy weren't available to attend.
Amber Powell—Been working diligently on Ice Rink and Holiday Market at the Depot. This was to raise
awareness for both the Depot and Falls Landing Park. The chiller has had numerous issues; therefore,
Matt Siler and the maintenance team have been working "round the clock" to keep things moving
forward. All 5th grade classes have been invited by the Mayor to come and ice skate. They each have
designated class times throughout the season. Private parties are also booked during the week,
including a free session on December 7th for City of Jeffersonville employees and their families.
Olivia Mann—The new AC unit has been installed and work has been completed at the Aquatic Center.
The postcards for the employees "intent to return" will go out the end of December. The Ken Ellis
Center has several new members, and a Thanksgiving pitch-in included 60 people. There's a Big Wig
Bingo event and ornament exchange happening in December. Stockings will be provided by 3 different
organizations, filled with donated items for the senior members to open on Christmas Day.
Matt Siler—Team has been extremely busy with the ice rink, adjusting the chiller each day. They've also
been running the Zamboni each day. This has required long hours to keep things moving. The Envision
Center will be getting new lighting, and the target completion date is within a week.
Amber Ridings—There were 150 kids enrolled in the youth K-1-2 basketball program, as it continues to
grow each year. The new Women's league currently has 4 teams registered, and inquiries keep coming.
The Men's leagues will be starting tournament time.
DIRECTOR'S REPORT
Paul gave a "shout out" to both Sara Nord and Amber Ridings for their hard work and coaching for the
youth soccer league. There were 60 kids that participated this year. The Engineering Department has
paid for new sidewalks at Vogt Park. The Green team has been working on the fence line at Woehrle,
been busy with tree trimming, stump grinding and removing leaves. Maintenance has been consumed
with the Ice Rink, and preparation for Light-Up Jeff. Oglesby Park work is beginning and moving dirt will
be the first job at hand. Shirley's Arbour will be getting a new shelter next year.
There are a few changes within the Parks Department staffing, and new roles have been created.
Amber Powell will be moving to the Manager of The Depot, and a new hire will take on the Manager of
the Riverstage role. Both of these managers will also be responsible for obtaining sponsorships within
their respective events. Julie Semones has left the department and interviews have begun.

Member Jordan inquired about any work being done at Lansden Park gazebo. Matt Siler said
maintenance guys have been applying new boards each week.
Member Jordan made a motion to ADJOURN at 6:03 pm.
