F DATE: 11/13/2023 PUBLIC AR TIME: 5:30 pm START CREATING IDEAS LOCATION: Mayor's Conference Room CALL TO ORDER • Chairperson Callahan welcomed everyone to the meeting and called the meeting to order at 5:36 p.m. • The meeting was held in person at Jeffersonville City Hall, 500 Quartermaster Court, Jeffersonville, Indiana 47130. CREATING IDEAS v o Great day/event - cool & fun day o JPAC paid for Depot Days ($4,500 approx.) o Ribbon cutting went well. o Administrator Wang meeting with Amber Powell to discuss events planning with Parks. o Administrator Wang also scheduled meetings with other City departments to see how we can collaborate going forward. • Story Trail Update (Mr. Crouch) o Action: Chairperson Callahan to resend email with updated dates. o Commissioner Young tg mentioned need to get Call to Artists out ASAP and push as part of the lesson plan for next semester. o No updates from past winner. o Mr. Crouch found extra quotes. • The canvases that go with quotes are faded. • We'll need to reprint or go with something different. • Discussion in meeting leaned toward going with something different. • Paste Up Mural Project (Mr. Crouch) o Located on outside of Maker Building on side of green lot. o Mr. Crouch shared view of murals. o Need a dedication/ribbon cutting in the near future. o Really pop when you drive by • Holiday Market Update, November 18 (Administrator Wang/Commissioner Young) o We have 35 vendors including artists in residence. o 19 in NoCo Entertainment Center (NEC) and 10 in Maker's Space o Jazz Band at NEC o Currently working on layout and check-in instructions. o Art Mobile will be available to advertise upcoming programs. o Could also pull-out Maker Van for additional promotion. o Volunteers (Commissioner Young) • Heaviest need is in the morning (Chairperson Callahan, Commissioner Freville) • Light in the evening (Administrator Wang, Commissioner Young & Mr. Crouch + Commissioner Harrison) (5:00 — 8:00 p.m. for tear down) 2 DATE: 11/13/2023 PUBLIC AR TIME: 5:30 pm START CREATING IDEAS LOCATION: Mayor's Conference Room • Vendors will start unloading around 9:30 - 10 a.m. • Will need volunteers 1/2 hour prior. • Shifts will be 3 hours. • Commissioner Young/Administrator Wang to email shift assignments. • Commissioner Darku is available from 1:00 -4:00 p.m. • Commissioner Hampton-Williams is available from 5:00 - 8:00 p.m. • Secretary Peyron can help where needed. • Action: Please like/share the Facebook post • Coloring Book (Mr. Crouch) o Commissioner Freville can do 2K for -$3 per book. o Approx. 250 units per box; down to 1 box o More programming = more opportunity to distribute o Easy and quick to order. o Do we need to update any pieces/parts or the map in center? • Commissioner Freville to take new photos and note which to keep/remove. • Commissioner Young suggested a Call for Artists for graphic designers/illustrators to update images within the book. NEW BUSINESS • Welcome Kathleen (Kat) Wang as new Arts Administrator • Light up Jeff, November 26 (Administrator Wang) Parade starts at 6:30 p.m. • The Art Mobile will be decorated, lit-up and will participate in the parade. • Line up at 5:00 p.m. at The Overlook. • We will need volunteers to walk in the parade (arts educators & those who have volunteered). c North Pole Party - 4:00 - 6:00 p.m. • Amber from Parks asked if we could have craft station during the North Pole Party. • We could set up a couple of tables with goodie bag, stickers, ads for Art Mobile. • Administrator Wang sent ideas to Amber including 3 \/. JE C t F R ONVI LLE DATE: 11/13/2023 IPUBLIC AR TIME: 5:30 pm I START CREATING IDEAS LOCATION: Mayor's Conference Room wooden ornaments to color, holiday bags, etc. • Location: Warder Park • Will need no less than 3 volunteers. • May need to continue project past the North Pole Party. • Falls Landing Sculpture Call for Artists (Mr. Crouch) o Call is currently out. o No applications yet. o Did receive an email for details regarding the pedestal in order to make a model of the submission. o Submissions: • Due December 4 • Notify by December 30 • Installation May • More pushes on socials after current events • Action: Commissioner Young to talk with Administrator Wang regarding marketing o Mr. Crouch talked with LVAA to include the notice on their weekly email/newsletter but hasn't seen it listed yet. • Sculptural Walking Trail / City Pride Call to Artists (Administrator Wang) o Mr. Crouch noted bicycles have all been pulled. • They're being updated by vehicle maintenance (painted red) • Parks will put them back as ready. • The city has received calls from neighborhoods about "where's my bike'?" "When will it be back?" o City Pride usually puts live flowers in baskets but they're difficult to keep watered throughout the summer. • idea to use "sculptural" flowers. • Action: Administrator Wang to bring suggestion to City Pride's regular meetings (1st and 3rd Tuesday of the month) o Mr. Crouch hasn't sent out Call to Artists for walking trail pending more information from City Pride on theme/expectation. • Jeffery Maintenance (Mr. Crouch) o Finding more pieces/parts o TBD on how to tix and put back. • 2024 Art Mobile Program Update (Administrator Wang) 4 ./ 4 \\: 1FErrocnm I4\eoe DATE: 11/13/2023 PUBLIC AR TIME: 5:30 pm I START CREATING IDEAS LOCATION: Mayor's Conference Room o Training: • Administrator Wang attended training. • Artists seem talented and excited. • Developing good lessons to use for future events. • 7 artists; good insights on how to serve the public. o Commissioner Young mentioned that John McCarthy brought good energy to the training sessions. • Final lesson plans due by EOW. • John will approve. o Schedule: • All public spaces are confirmed. • Pending confirmation from the Farmer's Market. • Community partners: confirmed participation but not dates. • Commissioner Young plans to have 2-4 events posted on- line for folks to start signing up and expects to have more ready prior to upcoming events. o Next steps: • Follow-up meeting with artists in December. • Review lessons plans. • Assign dates. • First class is scheduled for Wednesday, January 24. • Rotating current Sculptures (Mr. Crouch) o Mr. Crouch gave Administrator Wang a tour of the public sculptures. o Talked about rotating around to freshen the pieces. o They've been in place for approx. 3 years except for those in Shirley's Arbor (connected, won't rotate). o May impact map updates/coloring books. o Need to determine which to put where. • They'll look new when in new environment and get noticed more. • This will extend the life of the collection as most are in good shape. • Can create a celebration with the neighborhoods once sculptures are relocated. • Targeting: Spring o City staff will move around - should be able to move all in a day. • Programming for next year (Commissioners) o Public Art (Commissioner Darku/Chairperson Callahan): 5 K4.,,V, JEFFERSONVILLE DATE: 11/13/2023 411 PUBLIC ART- TIME: 5:30 pm START CREATING IDEAS LOCATIOON: Mayor's Conference Room START Y CREATING I . Conference 1IVV Room o Onaoing public art • Hub Caps: • Work k is done and in art center. • Project was completed by Franklin Square Elementary students — painted the hubcaps to look like flowers with PVC pipes for stems, leaves. • There's no requirement with how/where displayed. • They're big and not made to be stand-alone and need to be fastened to something. • Mr. Crouch shared idea mount onto boards and place in parks/on chain-link fences. • Idea to put on Riverside Drive where car shows are held — creates some synergy. • Once we decide where to locate them, we need to let teachers know and to inform the students who created them. • Jeffersonville Township Library sidewalk: • Hasn't taken off. • "Path of knowledge" from Franklin Square to library to NOCO with wayfinding plaques along the way. • The library was interested in leading but put the project back on us. • Next steps: think through the project, what it could look like (books, things you use to learn, etc.) and the logistics and resources needed. o New ideation • Photo ops/picture frames: • Use "door frames" so people can "walk into" the picture. • Place at the river and other locations — coordinate with Parks Department. • Include QR codes to post photos to JPAC site. • This becomes a collective art project. • Utilize a Call to Artists for individual door/photo frame. • Next steps: determine locations be size (big enough to hold more than 1 person, ideally a family) labeled with "Jeffersonviile + location" so people know where they were taken, send out Call to Artists. 6 t JEFFERS !" DATE: 11/13/2023 PUBLIC AR TIME: 5:30 pm Mayor's Conference Room LOCATION: Ma START CREATING IDEAS y • Signage for highway system: • Mr. Crouch pulled up the application. • The questions are framed to venues with questions about hours of operation, what to do, etc. • NOCO wouldn't really pull people off the interstate since the hours/events are consistent. • There is an opportunity to focus more on local signage using QR code with map to take people to various locations. • Freak Alley (Boise, ID): • Allowed graphic artists to secure a space on an alley for their installation. • We could use the back wall of NAC or the wall behind new park/entry to arts district. • Would need to insure there's good lighting for easy view. • Community Art Show: • Juried art show in NAC that's open to the public to view pieces. • Administrator Wang's Ideas: • Shakespeare in the Park again. • Cultural pass: o For kids & families to do together and visit public arts spaces (seek & find), library, steamboat museum, etc. o Like Fund for the Arts program. • Concerts: o Riverstage. o Summer concerts at NOCO to pull people into the venue. • More regular activities: o 1st Saturday of the month (for example) = picnic, concert. o Different types of music, locations, plays. o Kids in the rotunda - see plays, touch instruments, deeper look into behind the scenes. o Partner with Stage one, Louisville Orchestra, LPM, CTC, Shakespeare in the Park. o Teen arts council (Commissioner Hampton-Williams/ Commissioner 7 JEFFERSONVILLE DATE: 11/13/2023 PUBLIC ART TIME: 5:30 pm START CREATING IDEAS LOCATION: Mayor's Conference Room Richmer) o Have outlines and applications ready. o Goal is to launch March 2024. o Action: Commissioner Hampton-Williams to connect with Commissioner Richmer o Maintenance (Commissioner Harrison/Commissioner Freville) o Tagged 57 pieces with breakdown of types. o December report out on status of each piece with picture of those which really need attention. o Action: Share list of those which still need to be photographed so other Commissioners can help. o Events (Commissioner Edwards/Commissioner Young) o Commissioner Edwards wanted to do an arts festival. • There should be a copy of the proposal available. o Commissioner Young would like to have 1 or 2 markets a year. • A lot of work but doesn't take up a lot of programming. • Summer & Winter market • Potential for a few pop-up markets o Commissioner Young would push for more workshops at the NAC with local artists. • We have a potter's wheel and kiln. • Piggy-back with local, small-space venues to hold secondary event with us (Maker's Space, Walnut Ridge) and sell their wares. • RFP to local art community for 2-hour workshop o Shirley Arbor dedication (Mr. Crouch) o Joe wanted to get OR code ready for plague. o No update from Joe o 2 pieces have exact same information. • We would like to have different info on each piece . • Action: Mr. Crouch to check with Joe COMMISSIONER COMMENTS i Administrator V VVai Ig shared a little about herself: o Arts is big part of her life: graphic design, teaching, etc. o Owns a woodworking business (The Lanikee House) o Is involved with Maker 13 and in the area. 8 4 !r rrocnNVI LE DATE: 11/13/2023 PUBLIC ART-- TIME: 5:30 pm START CREATING IDEAS LOCATION: Mayor's Conference Room • No other comments ADJOURNMENT • Commissioner Young motioned to adjourn the meeting. o Commissioner Freville seconded. o The motion passed unanimously. • The meeting adjourned at 6:49 p.m. • JPAC Secretary' TE: �2 2,3 • JPAC Chairperson: 2 23 9
