CALL TO ORDER
• Chairperson Callahan welcomed everyone to the meeting and called the
meeting to order at 5:38 p.m.
• The meeting was held in person at Jeffersonville City Hall, 500
Quartermaster Court, Jeffersonville, Indiana 47130.

o Mr. Crouch left message with family but hasn't heard back
o Commissioner Freville was going to try to correct via Adobe, but
image is still very light
o Mr. Crouch to reach out to school and principal
o If can't connect, will need to decide how to proceed — move
forward with 2nd & 3rd place runners-up but may not have
illustrations
o Commissioner Freville to send file to Commissioner Young who
has a friend who is high-skilled in Adobe
o Chairperson Callahan asked about next story trail email.
• Chairperson Callahan to update dates on email
• Mr. Crouch will send out requests to artists
• Shirley's Arbor Sculpture Ribbon Cutting (Mr. Crouch)
o Mr. Crouch talked with Joe Autry
o Still on for November
o Still need base created; Commissioner Freville to provide standard
size of base to Mr. Crouch
o Joe wants to add his own QR code to base
• Steamboat Nights (Mr. Crouch)
o Friday/Saturday night
o Parks provided volunteers for Friday
o Materials for 400 lanterns
o Friday made 200 in an hour then closed
o Saturday - same
o Quick make & take; complete in 5 minutes
o Kids carrying lanterns drove more kids to tent
o Decorate with markers & tissue paper/glue; didn't use tissue paper
due to high winds
o Parks Dept had 4 live mural artists under the Pavilion

o One artist allowed kids to participate in the artwork
o Will finish up murals at the art center
o Asst. Parks Director asked if JPAC would handle live muralists
next year
o Commissioner Darku asked if murals will be displayed anywhere?
• Mr. Crouch said may be placed in the gym at the Envision
Center or at the Art Center
• Placement would include placard about artist w/contact
information
o May need to think about timing; ended at 11 p.m. but paint still wet
• JPAC Coloring Book (Mr. Crouch)
o Inventory is running low
o Agreement with public library - giving to library who would pass
out to any kid who signed up for a card
o Commissioner Freville to provide quotes, update map &
illustrations, etc.
o 1K order lasted 1 '/2 years
o Some may also have gone to Sunnyside Tourism, may have split
cost
o May consider a gift with return of completed coloring book

o Digital art panel encasement dented
o Mr. Crouch requested quote for new encasement & installation
o Commissioner Young asked to have complete before new Arts
Administrator is onboarded

o Interviewed over the past 2 Sundays
o 8 interviewees

o Need to get out but Mr. Crouch hasn't had a chance to send out
o Has more time now that interviews are completed
• Sculptural Walking Trail / City Pride "Call for Artists" (Mr. Crouch)
o Similar to above
o Expect to get both out in next week or two
• Jeffrey Maintenance (Mr. Crouch)
o Sandstone replacement piece located as well as spare metal
piece
o Need to determine which other pieces are missing
o Will get remounted ASAP
• Depot Days/Fall Family Fest (October 21)
o Depot - 11 - 2 p.m.
o Brunch & beats - Halloween theme
o Breakfasted themed food truck
o Live artist in container cubes and throughout
o DJ = "beats"
o Will have ribbon cutting for Falls Landing Ribbon cutting during
event (will be approx. @ 1 p.m.)
o Commissioner Young has sourced several live artists (carnival
like) to perform on pedestals during ribbon cutting event
o Will move to Depot after ribbon cutting
o 3 performances - pedestal, fire ring, walking performance
o Expect Parks Dept to increase promotion of the event in the next

o JPAC is going to fund the event for approx. $3-4K
o Cost for maintenance of ice rink was $140K per year to maintain
o Will use $140K to program events at the Depot including closed
event for Derby
o Need to order arts supplies to support planned event
o Chairperson Callahan to find link to activity with supplies list
o TBD on staffing need for volunteers (Mr. Crouch to confirm)
o Commissioner Young had Girl Scout troop but backed out
• Holiday Market Update (November 18) (Mr. Crouch/Commissioner
Young)
o Commissioner Young - 34 artists have applied; selections by Oct
15
o Some repeats; some not the right style of artists for the event
o Order table/chairs this week
o Flyers are printed and ready for distribution
o Will not close streets
o Also not closing streets for ice rinks - allows people to park closer
and gets driving traffic/interest
o Will assess if need to close streets for next year
o Mr. Crouch confirmed with gingerbread artist from last year, has
list of materials
o Will set up and make an elaborate house, demonstrate and talk
through process
o Commissioner Richmer is working on an art activity
o Do need a lot of volunteer support for set-up & sign up
o 12 p.m. for 8 p.m.
o Commissioner Young to send out emails to solicit volunteers
o Commissioners Darku, Freville, Edwards and Harrison as well as
Chairperson Callahan and Secretary Peyron volunteered to help

• 2024 Art Mobile Program Update (Commissioner Young)
o Spent last weekend interviewing artists
o 10 strong candidates; selected 6
• Discussed need for back-up trainers
• Good for JPAC but having too many artists not good for
artists = fe'vver opportunities per artists
• Will run with 7 this year and assess need for more/less as
program continues
o Now have 7 educators for 2024 program
o Ashley Morton will run training Oct - Nov
o By end of October expect to have all dates confirmed for public
locations (12-14 throughout city; for 25 actual sessions)
• Website is up; marketed during Steamboat Nights, saw uptick in
traffic but not a lot of sign ups
o 2 attendants at each session so won't need volunteers
o Still working and maintaining private partner relationships & will
continue to add as needed/pick-up events as they come up
o Want to make Art Mobile available to whoever asks, but don't
necessarily have budget
• Have scholarships dollars available to assist with cost
• Once runs out, requestor may need to pay for use
• Will also look at grants to support additional requests
• Christmas Parade with Art Mobile (Saturday after Thanksgiving)
o Chairperson Callahan asked if the art mobile will be there
o Weekend after holiday program
o Mr. Crouch is open to being there; will need to submit request to
the City
o Commissioner Young mentioned arts educators will be ready and
may be able to support and promo the Art Mobile
o Commissioner Young talked about having coloring sheets

• Could test out swag bag items at parade
• Mr. Crouch talked about presenting the Art Mobile success
story at Indiana Arts Commission Homecoming (yearly
conference - workshops, guest speakers, 2-day event);
next year or the year after - one of the few mobile arts
programs in the area; include history of ideation to help tell
story; help artists, community & improve quality of life for
many

• Paste Up Mural Project (Mr. Crouch)
o Kim Willhite, Julie Schweitzer (similar project for photo biennial)
o All set to put up last week at Maker Space
o Delayed until this afternoon - too sunny, paste drying to quickly -
will put up this week
o All reds, oranges, yellows — to mimic the sunset
o On-Ramp Grant for funding; JPAC provided additional funds to
supplement and enlarge mural
o Have some in Downtown New Albany next to Julie Schweitzer's
gallery (Bourne- Schweitzer Gallery) off Main Street
o Should last at least 1 year
o Use as a prototype; add lights Maker to shine down on pieces
o Chairperson Callahan asked about alley behind Marker
• Have NoCo mural behind planter
• Need to decide what to do then activate
• Freak Alley - street art - had sections marked for artists
• Need lighting - make alley an experience
