HomeMy WebLinkAboutJFMC November 2, 2023 FIRE MERIT COMMISSION OF THE CITY OF JEFFERSONVILLE, INDIANA Regular Meeting City Council Chambers November 2, 2023 CALL TO ORDER: The regular meeting for November 2, 2023, Fire Merit Commission was called to order by Commissioner MCCORMICK at 6:00 P.M. ROLL CALL: The roll call was conducted and those present were Commissioners James Dyson, Troy McCormick, Sam Smith. Commissioner Thomas Spalding was present via Zoom, however due to audio issues could not participate. Commissioner Brooke Valentine was absent. COMMISSION STAFF: Fire Merit Commission Counsel Zach Stewart, President Union 558 Brandon Hopf, Fire Chief Shawn Grant, Deputy Fire Chief Jason Sharp (via Zoom) and Stenographer Cindy Seifert. GUESTS: Courtney Boggs, Joseph Donahue, Adam Gordon, TJ Kiesler, Matthew Milles, Kyle Patterson, Gary Popp, Brad Tetley and Rick VanGilder. MINUTES: Commissioner Smith made the motion to approve the minutes from October 12, 2023, seconded by Commissioner Dyson, passes on a vote of 3-0. APPROVAL OF AGENDA: Commissioner Dyson made the motion to approve the Agenda, seconded by Commissioner Smith, passes on a vote of 3-0. CLAIMS: None BUSINESS: CONSIDERATION OF UPDATED PROMOTIONAL TESTING MATERIALS FOR 2024 CYCLE Attorney Stewart advised that after discussions with Amy Emerson at IPSP, regarding the testing materials and ordering of new materials for the Fire Stations, Ms. Emerson suggested not releasing the testing material list until those items were in the City of Jeffersonville possession. The books have been ordered and confirmation of the order received, however, there has been no information regarding date of arrival. Once materials are in City's possession, the Board should approve. Ms. Emerson also suggested to pare down the full Department SOP's to aid in studying. Also noted, that there are two members of the department that are no longer applicants for promotion, those two parties will be involved in the selection of testing study materials. No action taken. Page 1 of 2 CONSIDERATION OF PROMOTIONAL TESTING DATES FOLLOWING ACCOMIDATION REQUEST Attorney Stewart advised that there was also a discussion with Amy Emerson at IPSP regarding options for accommodations for the member being called to active duty. Ms. Emerson suggested moving the entire promotion process up, as splitting the testing between ranks will result in double the cost of testing and tactical assessors. There is availability for testing on June 27,2024,and Interview/Tactical July 22-25,2024. This timeline allows for the active duty member to be present for both dates. Provided the testing materials arrive before the next meeting, members interested in the promotion process will have nearly 7 months to prepare. Commissioner Smith made the motion to approve the promotional testing date of June 27, 2024, and the Interview/Tactical Assessment dates of July 22-25, 2024, seconded by Commissioner Dyson, passes on a vote of 3-0. SPECIAL MEETING Attorney Stewart advised that after consulting Commissioners,Administration,Court Reporter,Conference Room and Zoom availability, a date the both hearings will be November 21, 2023, starting at 5:00pm in the Mayor's Conference Room. Commissioner Smith made the motion to approve the scheduling of the Hearing on Summary Discipline and the Hearing on Preferred Charges will be held on the same date, November 21, 2023, beginning at 5:00pm in the Mayor's Conference Room, located on the second floor of Jeffersonville City Hall, seconded by Commissioner Dyson, passes on a vote of 3-0. ATTORNEY REPORT: No Report REPORT FROM LOCAL 558 UNION: Union President Hopf appreciates the Commission working to accommodate the members timeline. President Hopf also invited the Commissioners to the Union Christmas Party on December 9, 2023 at 6:30pm. REPORT ADMINISTRATION: No Report FIRE MERIT COMMISSION COMMENTS: None ADJOURNMENT: With no further business before the Commission, Commissioner Dyson made the motion to ADJOURN, seconded by Commissioner Smith, passes on a vote of 3-0.
