Monday, October 23, 2023
The Jeffersonville Parks Authority met in Session on Monday, October 23, 2023 in the Mayor's conference
room on the third floor of City Hall. Members Present: Elizabeth (Lisa) Carter, Evan Stoner, Johnna
Anderson, Bill Burns, Pam Clark, Larry Jordan, Debbie Pait and Ralph Scales. Members absent: Carmen
Croudep.
Parks Staff Present: Paul Northam, Amber Powell and Olivia Mann.
APPROVAL OF AGENDA— Member Burns made a MOTION to approve the agenda for the October 23rd
2023 Parks Authority Meeting, and the motion was seconded by Member Stoner. The motion passed on
a vote of 8-0.
APPROVAL OF MINUTES
Member Clark made a MOTION to approve the minutes from the September 25th, 2023 Parks Authority
Meeting, the motion was seconded by Member Anderson. The motion passed on a vote of 8-0.
OLD BUSINESS- NONE
NEW BUSINESS
Paul Northam stated the Parks Department has obtained 3 quotes for a new Air Conditioning system at
the Aquatic Center. He stated there is money in the Parks budget to support this work. Olivia Mann
presented quotes from BJ Heating/Cooling($36,800), Becht Givens($40,398)and Gudorf($52,074). Olivia
made a recommendation to choose BJ Heating/Cooling. This includes a main unit for the Concession stand
and a secondary unit to cool the Admissions office and Asst. Manager's office. Member Stoner ask for
clarification if this was primarily to cool the Concession stand, and Olivia explained there are other areas
not cooling within the Aquatic Center. The secondary unit will have separate thermostats for each office
to control. Member Clark ask if a down payment would be paid OR if the total balance would be paid at
one time. Paul replied that a down payment will be paid, and remaining balance upon completion.
Member Stoner made a MOTION to approve, and the motion was seconded by Member Clark. All
contracts are approved pending legal review.
MANAGER'S REPORT
Due to vacation schedules,Amber Powell and Olivia Mann were only managers present.
Amber Powell—Depot Days was an event held, raising awareness to The Depot as well as having a
ribbon cutting @ Falls Landing. The event was an overall success, and looking forward to many more
exciting events to come. Preparations are underway for the Ice rink installation, as the Maintenance
team has assembled the sand platform. The actual rink and chiller will be installed on November 12th,
with the opening date of November 17th. BooFest is scheduled for Monday, October 30th, followed by
Light Up Jeff on November 25th. This will begin at 4:00 with the North Pole party, and the Holiday Lights
Parade begins at 6:00. Upon parade completion, the Mayor will "flip the switch".
Olivia Mann—Things are quiet at the Aquatic Center; however, a hiring meeting is planned to
summarize last year and get a jump on the 2024 season. The Ken Ellis Center will be hosting a Spooky
Bingo, with many Senior's dressing in costume. Halloween treats and snacks will be provided.
Olivia mentioned she's looking for Big Wig Bingo celebrities for the November 14th event. Member
Stoner ask the Parks Authority Board members if they'd ever participated. After a brief discussion,
Member Clark will participate in November and Member Spier has committed for December. Thank

DIRECTOR'S REPORT
The Green team has been slowing down on grass cutting and collecting leaves. They've been busy with
tree trimming, stump grinding and sprucing up landscaping. Maintenance has been working on the Ice
Rink, set-up and tear down of the Depot events, and preparation for Light-Up Jeff. The Council has
graciously given Parks Dept. money to help with a couple paving projects. These consist of Poppy Park
(paving the parking lot) and Wilcoxson parking lot near the Little League fields. This will include stiping.
The Oglesby bids are in now, and slightly higher than the estimate. These are between $3.6M and
$4.4M and are under discussion at this time. Member Stoner ask if the Parks Authority Board would be
involved in the Oglesby planning; however, this is a Redevelopment project, managed by that area. The
Holiday decorations around the City will begin the week after Thanksgiving. The City is working with the
Arts Dept. and City Pride to be consistent in 6 different areas of town.
