MINUTES
September 11, 2023
,President Ed Siewert called to order the September 11, 2023 Historic Preservation Commission meeting at 6:00
p.m. in the Building Commission Conference Room at City Hall, 500 Quartermaster Court.
Members present were, Johnna Anderson, Lisa Green, and Maggie Moore.
Member absent, Jourdan Ford, Evan Stoner and Jason Schlatter. Also, present Laura Renwick, Historic
Preservation staff advisor and Administrative Assistant Mary Frey. Guest, Kim Baldwin and Paul Northam
Agenda
Lisa Green made a motion to approve the Monday September 11, 2023 agenda with the addition of Paul
Northam, Big Four footer replacement, seconded by Johnna Anderson and approved unanimously.
Minutes
Johnna Anderson made a motion to approve the Monday August 14, 2023 minutes, seconded by Maggie Moore
and approved unanimously.
Certificate of Appropriateness
Kim Baldwin with Viva Art Studio, an instructional painting business appeared before the Board to relocate an
existing sign from their business located in New Albany to 300 Spring Street. Kim stated that they hope to be
open for business in their Jeffersonville location by November 7, 2023.
The sign is approximately 29" x 61"oval shape and an illuminated sign. Kim stated she did not know the light
rating or if the illumination is adjustable. Kim stated that being a small business and the majority of classes start
in the evening she feels the illumination is necessary.
Lisa Green questioned if the sign was going to the left of the entry door where an empty sign face exist. Kim
stated she was not sure of exact location of sign placement. Laura Renwick stated that there are other
illuminated signs in the district and that the sign does extend over the sidewalk. The sign will need approval
from Jeffersonville Board of Public Works and a sign permit issued from the City.
Lisa Green made a motion to accept the sign as presented as long as approvals are satisfied with The
Jeffersonville Board of Public Works and Safety and a permit issued. Maggie Moore seconded the motion and it
passed unanimously.
Paul Northam, Jeffersonville Parks Department Administrator appeared before the Board to provide information
in regards to the removal of dangerous footings located at Big Four Park.
The nine footings located along the west sidewalk of the park will be cut down 4"below grade and replaced
with tan bands of concrete that will match existing bands located thru out the park.
Paul stated that the current footings have created dangerous situations at various events held at the Big Four
Park.
Laura stated that the additional footers in the landscaping would remain at this time.

The removal of the footers have received necessary approvals from INDOT and Federal Highways.
Lisa Green is ok with this. Per Laura no motion needed, Paul is informing members of The Historic Board and
seeking support. Present members support these changes.
Johnna Anderson ask about moving meeting time up to 5:30. Mary will survey members.
No meeting held in October unless someone needs a meeting and it would be held on October 23. Next
scheduled meeting will be November 13, 2023.
