PRESENT(VIRTUAL): CALL TO ORDER: Mayor Mike Moore called the meeting to order at 9:31 a.m. in the Mayor's Conference Room in City Hall. The meeting was held in person and streamed on the City's Website. Andy Crouch and Rob Waiz served on the board. APPROVAL OF THE MINUTES: Mr. Crouch made the motion to approve the minutes from October 18, 2023. Mr. Waiz seconded the motion; motion passed, 3-0. APPROVAL OF PAYROLL: Mr. Waiz made the motion to approve the payroll. Mr. Crouch seconded the motion; motion passed, 3-0. OLD BUSINESS: NEW BUSINESS: 1. Larry Wallace/Kailey Coursey-Hearing on grass cutting appeal of Meaghan Burgin in regards to property located at 3003 Old Cypress Trail—Code Enforcement Officer Kailey Coursey advised this hearing was regarding a grass cutting appeal. Mr. Merkley confirmed with at 3003 Old Cypress Trail the City cut the grass there and Ms. Coursey advised that was correct. Mr. Merkley advised an invoice was sent to the property owner and Ms. Coursey advised the amount on the invoice was $564.36 and it was cut on August 24, 2023. Certified mail was delivered to the property owner for tall grass on August 14, 2023. Service was obtained for notice of this hearing on October 4, 2023. Mr. Merkley asked if the owner of 3003 Old Cypress Trail was present and Meaghan Burgin advised she was present and the owner. Mr. Merkley confirmed with Ms. Burgin that she requested an appeal of the amount assessed, $564.36 for the grass cutting and Ms. Burgin confirmed that was correct. Mr. Merkley asked for the basis of the appeal and Ms. Burgin advised she requested Pollinator Status on the property. Mr. Crouch asked for clarification if that was like a pollinator garden and Ms. Burgin said it was. Mr. Crouch said he was not sure if there was an ordinance outlining that for the City. Ms. Burgin stated the ordinance said there had to be 3 blooming wildflowers on the property and there were prior to being mowed. Mr. Merkley asked when Ms. Burgin requested that and Ms. Burgin advised it was requested in August. Ms. Coursey advised she remembered the call and talked with Planning and Zoning and they didn't know anything about it and advised the property owner to check with the state because she did not know anything about it. Mr. Merkley requested the board move forward with the other items on the agenda and come back to this at the end of the meeting. 2. Andy Crouch- Request for approval of road barricades in the Terraces of Park Place on Halloween night, October 31, 2023- Mr. Crouch advised this request is for Amber Ridings for road barricades in the Terraces of Park Place. This is an annual request and they will need barricaded dropped off. Mr. Waiz made a motion to approve the request and Mr. Crouch seconded the motion; motion passed, 3-0. 3. Kevin Morlan-Request for approval of 2023-1 Paving Project change order—Mr. Morlan advised this is for Change Order Number 1. Mr. Crouch made a motion to approve the change order and Mr. Waiz seconded the motion; motion passed, 3-0. Mayor Moore asked when the paving would be completed on Shungate and Mr. Morlan advised it should be finished next week. 4. Les Merkley-Request for approval of road closure for Trunk or Treat in Steeplechase subdivision—Mr. Merkley advised this was for Steeplechase's Annual Trunk or Treat from 6- 7:15. They will need to close and place barricades at the intersection of Ideldice and Justinian; Ideldice and Tooten Hill; and Justinian and Sporting Print. Barricades will need to be placed at 5:30 pm. Mr. Crouch made a motion to approve the closure and placement of the barricades and Mr. Waiz seconded the motion; motion passed, 3-0. Larry Wallace/Kailey Coursey-Hearing on grass cutting appeal of Meaghan Burgin in regards to property located at 3003 Old Cypress Trail (cont.) Mr. Merkley requested this matter be tabled until next week's meeting so his department can look into this matter and the Pollinator Status further. Mr. Crouch made a motion to table the matter and Mr. Waiz seconded the motion; motion passed, 3-0. Mr. Merkley advised Ms. Burgin she would need to return on November 1, 2023.
