HomeMy WebLinkAboutJPAC September 11, 2023 t / JEFFERSONVILLE DATE: 09/11/ 2023 PUBLIC AR COMMISSION TIME: 5:30 pm START CREATING IDEAS LOCATION: Mayor's Conference Room CALL TO ORDER • Chairperson Callahan welcomed everyone to the meeting and called the meeting to order at 5:35 p.m. • The meeting was held in person at Jeffersonville City Hall, 500 Quartermaster Court, Jeffersonville, Indiana 47130. ATTENDEES • Chairperson o Rosy Callahan • Commissioners o Susan Harrison o Abigail Richmer o Teah Hampton-Williams (Zoom) o John Edwards (Zoom) o Kofi Darku (Zoom) o Denise Freville o Sarah Young • Secretary o Joanna Peyron ABSENT • Commissioners o Dustin White GUEST ATTENDEES • Andy Crouch (City Engineer) OLD BUSINESS • Approve minutes from meeting on August 14, 2023 • Commissioner Young made motioned to approve the minutes. • Commissioner Richmer seconded the motion. • The motion passed 6-0. • Story Trail Update o Commissioner Freville is working on getting the Story Trail printed and posted. • Mr. Crouch is looking for the original submission of the illustration as we only have a scan of the illustration. 1 ,4 \ JEIFFERSONVILLE DATE: 09/11/ 2023 *II winwesnomenomm TIME: 5:30 pm START CREATING IDEAS LOCATION: Mayor's Conference Room • Usually edit to get down to 11-12 panels with questions on back. • Commissioner Young and Chairperson Callahan offered to help. o Chairperson Callahan is working on getting emails out to Greater Clark County Schools (GCCS) for next submission. • The submission portal will be open October 1 through December 31, 2023 • Targeting February 1, 2024, for decision • Will select one elementary and one middle school entry. • We will open the submission to non-GCCS students as long as they are a Clark County resident. • Shirley's Arbor Sculpture Ribbon Cutting o Mr. Crouch is working on getting placards created and bases fabricated. • Mr. Crouch talked with Joe Autry (sculptor) about theme "Morning Joe with Joe." • Expecting to have the ribbon cutting late Octnher/early Nnvemher. • Not an official Art Mobile event but can be present to promote Art Mobile schedule. o We'll provide books for kids who attend the ribbon cutting. NEW BUSINESS • Public Art Administrator Vacancy (Mr. Crouch) o The posting has been closed. o We received 35 applications from well-qualified candidates. o Expect to schedule interviews ASAP and would like to pull some commissioners into 2nd round interviews. • Falls Landing Sculpture "Call for Artists" (Mr. Crouch) o Mr. Crouch showed renderings of project. 2 " JEFFERSONVILLE DATE: 09/11/ 2023 PUBLIC AR COMMISSION TIME: 5:30 pm ST CREATING IDEAS LOCATION: Mayor's Conference Room o Several art pedestals throughout the park (3 in open, 3 in tighter spot) o Will go with theme of "river" Falls" fishing, fossils. o Mr. Crouch, Commissioner Young and Chairperson Callahan are working on a draft "Call for Artists." o Install date: Spring 2024 o Maintenance committee noted need for involvement and to establish a maintenance plan. • Discussed parameters of art pieces. • Specifically, around them being "colorful" to match translucent umbrellas. • Others thought to leave to the artist. • Discussed the 3 in the tighter location should be cohesive since closer in location (maybe a triptych) o Talked about doing 2, separate "Call for Artists." • 1 for separate locations & 1 for the tighter location • Option to submit 3 for tight locale or 1 for more spacious locations. o Commissioner Young noted we should include the rendering and base locations with the "Call to Artists" so artists have a view of the space. • Sculptural Walking Trail / City Pride "Call for Artists" (Mr. Crouch) o Mr. Crouch is working with City Pride on the bicycles which are getting older and are difficult to maintain. o The plan is to replace them with Story Trail art pieces. o The working theme is "History of Jeffersonville." o Ribbon cutting is targeted for Spring, 2024 o We've issued Call to Artists for similar pieces so just need to modify dates and budget prior to sending out. • Jeffrey Maintenance (Mr. Crouch) • We're searching for other pieces. 3 4 JEFFERSONVILLE DATE: 09/11/ 2023 PUBLIC AR TIME: 5:30 pm START CREATING IDEAS LOCATION: Mayor's Conference Room o Jeffrey pieces are in the Studio at NoCO Art Center o Will table until new Arts Administrator is hired. o Will need to install the pieces higher/out of reach to avoid unnecessary maintenance issues. o Commission Young was okay with tabling this project but would like to put high on priority for new Arts Administrator. • Holiday Market Update (Mr. Crouch/Commissioner Young) o The Market is scheduled for Saturday, November 18 and in conjunction with the opening of the Jeffersonville ice rink. o Vendor application portal is live and open through the end of September. o Commissioner Young will have a brand marketing strategy ready by the end of the week and out to commissioners to share. • Commissioner Young will reach out to the Parks Department (runs the ice rink) for dual marketing opportunity. o Currently working on an art activity • Mr. Crouch reached out to the artist who led a gingerbread making project. • May tie this into an art activity or have ongoing demonstration. • 2024 Art Mobile Program Update (Commissioner Young) o Request for Artists is posted. • TBD on # of applicants to date • Request for teaching artists closes September 30 • We need 6, but if there are more applicants, we will add them to our database. • Planning early October for interviews with training to start on October 30 o Website (Community Art I Jpac I Jeffersonville (jeffersonvilleart.com)) has the NoCo Art Mobile listed with links to 4 c,)i JEFFERSONVILLE DATE: 09/11/ 2023 PUBLIC AR COMMISSION TIME: 5:30 pm START CREATING IDEAS LOCATION: Mayor's Conference Room the Teaching Artist application. • Listing of events will be posted soon. • Strong budget and curriculum to make it easy for anyone to pick up and go. • 20-24 events planned for year. • We've been asked to continue with private locations from last year (2 partners per quarter). • Public events will be scheduled on Wednesdays (evening) & Saturdays. • Curriculum development is in progress. • Will have information about events ready and available at each Art Mobile event/appearance. o Gratitude stipend (as approved during August meeting) will go out at close of the 2023 Art Mobile program. • Steamboat Nights (Mr. Crouch) o Have been asked by the Parks Department to participate. • October 6 and 7 • 7 p.m. - 11 p.m. • Same weekend as St. James & during GCCS Fall Break o A tent will be available. o Looking for a simple, easy art project. Ideal if the project uses lights since event is in the evening. • Potential to color pre-made Japanese lanterns. • Event will include free "fairy lights." • Commissioner Richmer volunteered to help with programming. • Jeffersonville Arts Alliance helped previously, but it took a lot of effort. • We expect this will take a lot of volunteers to help with event. 5 JEFFERSONVILLE DATE: 09/11/ 2023 c.4 ) PUBLIC AR TIME: 5:30 pm START CREATING IDEAS LOCATION: Mayor's Conference Room • May help to have a facilitator there who manages volunteers. o Decision made to participate on Saturday, 7 p.m. - 10 p.m. or until supplies run out. • Volunteer time 6:30 - 10: 30 p.m. • Potentially schedule 2 shifts • Commissioner Young to send out request for volunteers. o Promote upcoming Art Mobile events at this event. • Falls Landing (Mr. Crouch) c Ribbon Cutting • Scheduled for Saturday, October 21 as part of festival at the NoCo Depot (container park) • Asking for fall/Halloween art activity • Small & simple with Art Mobile at the Depot • Would like to have artists in the containers in the Depot - actively demonstrate and sell their artwork. • Festival runs from 11 a.m. - 3 p.m. • Will move over to Falls Landing at 1 :30 p.m. for ribbon cutting. • Discussed hiring artists for the event. • No commissioned pieces at the park yet. • Mr. Crouch is working with several artists - sand art, lamp work/glass blowing, live murals, etc. • Other ideas: mimes, live statues, fire breathers, flow- artists, etc. • Commissioner Young is working to source artists (6 spaces) • Could extend time period and have artists move throughout the Depot event and lead people to/from the ribbon cutting. • Budget TBD 6 JEFFERSONVILLE DATE: 09/11/ 2023 �t���,�►�lelll�l4i•wsiNl!!%1 I IME: J.JU p. m START CREATING IDEAS LOCATION: Mayor's Conference Room o Redevelopment will pay for 4 of the six pieces. Public Art Commission will only have to pay for 2. • Will promote the Call to Artists for sculptures at the Ribbon Cutting event. • Paste Up Mural Project (Mr. Crouch) a Photos printed on paper pasted on wall as gallery. o Julie (Artist) is working on a photo biennial to be located at the LifeSpring Courtyard and flood wall by Cluckers. • Planning for sunset scenes • Will be placed on sidewalk side of Maker Space building. • Julie will manage installation. o Work is underway for a grant. • The grant will pay for a certain size. • Mr. Crouch offered additional funds to increase the size. o The mural will stay up for at least a year. We can then choose to update, replace or add to the mural year-over-year. • Public Art Coordinator Contract o Commissioner IVI IGI Young IIg Is also the 1-UUIII. Art Coordinator IUI o The Public Art Coordinator position's contract expires Oct 20, 2023 • The contract typically runs through June but was extended to October. • We will continue with and October to October annual contract. • If we renew the contract, there will be an increase in payment at the same rate/percentage as that for city employees which is 3% o Commissioner Harrison noted her appreciation for the consistency, stability and extra effort Commissioner Young has brought to role. o Commissioner Harrison motioned to renew the annual contract 7 q JEFFERSONVILLE DATE: 09/11/ 2023 PUBLIC AR COMMISSION TIME: 5:30 pm ST CREATING IDEAS LOCATION: Mayor's Conference Room with the 3% increase. • Chairperson Callahan seconded the motion. • The motion passed 6-0 • Subcommittee Updates o Maintenance: • No project updates. • Plan to continue surveys when weather improves. • Several Commissioners volunteered to assist. o Public art: No updates o Events: Holiday market is the primary focus. o Mentorship program (Teen arts council): • Commissioners Hampton-Williams and Richmer haven't been able to meet. • Goal to have the program in place for the 2024/2025 school year.
