HomeMy WebLinkAboutSSB September 21, 2023 CITY OF JEFFERSONVILLE SANITARY SEWER BOARD MINUTES OF SEPTEMBER 21 , 2023 The Sanitary Sewer Board of the City of Jeffersonville, Indiana met in regular session on Thursday, September 21 , 2023 at 3:00 P.M in Jeffersonville City Hall Mayor's Conference Room and via Zoom. Mayor Moore called the meeting to order at 3:00 P.M. Board Members present are Mike Moore, Bill Saegesser and Dale Orem. Also present are Utility Director Len Ashack, Assistant Utility Director Jay Thompson, Utility Billing Office Manager Elisha Gibson, Controller Heather Metcalf, Board Attorney Les Merkley, Josh Darby representing Jacobi, Toombs, and Lanz, Lenin Kasthuri representing Lochmueller Group, Paul Boone representing American Structurepoint, Jorge Lanz, and Secretary Barbara Hollis. Attending via Zoom is City Council Representative Ron Ellis. Board Member Orem made the motion to approve the agenda as presented, second by Board Member Saegesser, passing on a vote of 3-0. The minutes of the September 7, 2023 meeting were presented for approval. Board Member Orem made the motion to approve the minutes as presented, second by Board Member Saegesser, passing on a vote of 3-0. CONTROLLER'S REPORT Controller Metcalf presented the claim list dated September 21, 2023 in the amount of $362,658.76. Board Member Saegesser made the motion to approve the claim list as presented, second by Board Member Orem, passing on a vote of 3-0. Manager Gibson presented the Adjustment Certificate dated September 18, 2023 in the amount of $-61,793.29 Sewage, $33,077.13 Drainage and $1,057.27 Refund. Board Member Orem questioned the highlighted area. Manager Gibson explained it is an adjustment per State Board of Accounts regarding a company not on drainage. Board Member Orem, made the motion to approve the Certificate as presented, second by Board Member Saegesser, passing on a vote of 3-0. OLD BUSINESS - No Old Business This Meeting. NEW BUSINESS Director Ashack explained the need for Work Order No. 2023-2, Market Street and Chippewa Drive Sanitary Sewer Replacements Surveying, Design, and Bidding, Jacobi, Toombs, and Lanz, Inc. Following discussion, Board Member Saegesser made the motion to approve Work Order No. 2023-2, second by Board Member Orem, passing on a vote of 3-0. September 21, 2023 Page 2 Director Ashack next presented and explained Amendment No. 1 to Task Order No. 1 , Lochmueller Group. This represents an increase in the not-to-exceed amount. Board Member Orem made the motion to approve the amendment, second by Board Member Saegesser, passing on a vote of 3-0. ENGINEERING REPORTS - No Reports This Meeting DEPARTMENT REPORT Director Ashack reviewed the Loadings reports for both plants. He then reviewed the NPDES Wastewater Facility Inspection Report of September 6, 2023. He felt that all in all they were impressed. Director Ashack reported there was good attendance at the Lift Station Improvement and Replacement Pre-Bid Meetings. He is hoping for some good bids. Director Ashack also noted the READI Grant monthly report has been completed. A Call For Projects application will be sent to READI. The 20% cap was discussed. Mayor Moore feels the 20% is disturbing. All suggested applying for more than the 20%. ATTORNEY COMMENTS - No Comments This Meeting. BOARD MEMBER COMMENTS Mayor Moore said the Hadley Commons mediation is set for October 23, 2023. An offer has been made and declined. He realizes it is frustrating for the residents.
