CALL TO ORDER: Mayor Mike Moore called the meeting to order at 9:30 a.m. in the Mayor's
Conference Room in City Hall. The meeting was held in person and streamed on the City's Website.
Andy Crouch and Rob Waiz served on the board.
APPROVAL OF THE MINUTES: Mr. Crouch made the motion to approve the minutes from September
20, 2023. Mr. Waiz seconded the motion; motion passed, 3-0.
APPROVAL OF PAYROLL: Mr. Waiz made the motion to approve the payroll. Mr. Crouch seconded the
motion; motion passed, 3-0.
OLD BUSINESS:
NEW BUSINESS:
1. Sarah Green-Request for approval of contract between the SGH designscapes and the City of
Jeff for landscaping work at the Animal Shelter— Mrs. Green advised this is a contract for
landscaping services at the Jeffersonville Animal Shelter and she does have the money in her
budget. This goes from October of this year until October 2024.
Mr. Crouch made a motion to approve the contract and Mr. Waiz seconded the motion; motion
passed, 3-0.
2. Chad Reischl-Request for approval of contract between City and Yard & Company—Mr. Reischl
advised this contract is between the City and Yard & Company to partner with Jeff Main Street
to work with Yard & Company to develop small projects to help activate Spring Street.
Mr. Crouch made a motion to approve the contract and Mr. Waiz seconded the motion; motion
passed, 3-0.
3. Len Ashack-Request for approval of road closure on Main Street from 9th Street to 8th Street
on October 2, 2023 through October 6, 2023 (closed to through traffic, but open to local
traffic. Detour will be in place)- Mr. Ashack advised this is to replace a sewer on Main Street.
Detours will be in place however it will be open to local traffic. TARC does stop right there and
Mr. Ashack said they will make sure they inform TARC of the closure.
Mr. Waiz made a motion to approve the closure and Mr. Crouch seconded the motion; motion
passed, 3-0.
4. Sarah Green-Request for approval of(2) retail buyers orders between City, Animal Control and
John Jones Auto Group for the purchase of Two(2) new animal control pickup trucks— Mrs.
Green advised this is for two new animal control vehicles. Mr. Waiz asked if the vehicles would
have the lift gate on them and they will. Mrs. Green advised she does have the money in her
budget.
Mr. Waiz made a motion to approve the contract and Mr. Crouch seconded the motion; motion
passed, 3-0.
5. Scott McVoy-Request for approval of consulting contract between Jeff Police Department and
Parker Public Affairs, LLC for consulting—Assistant Chief McVoy advised this contract is for
media consulting and social media awareness and they do have the money in their budget.
Mr. Crouch made a motion to approve the contract and Mr. Waiz seconded the motion; motion
passed, 3-0.
6. Andy Crouch- Request for approval of road closure on Champion Road—Mr. Crouch advised
Associated Railroad would like to make some repairs all next week (starting October 2, 2023). A
road closure and detour route was submitted. Mr. Crouch stated he does not see any issues
with the request.
Mr. Crouch made a motion to approve the closure and Mr. Waiz seconded the motion; motion
passed, 3-0.
7. Andy Crouch- Request for approval of road closure on Utica Sellersburg Road— Mr. Crouch
advised they would like to make a repair and add some additional storm pipe to Utica
Sellersburg Road near where Greater Clark Administration Offices are. They would like to get
this completed starting next week (October 2, 2023) since it is fall break. They are going to
route through the subdivision. There will be access up until the bend where they are doing the
repair and adding the storm pipe.
Mr. Waiz made a motion to approve the closure and Mr. Crouch seconded the motion; motion
passed, 3-0.
8. Kevin Morlan - Request for approval of road closure— Mr. Morlan advised this is for the project
on Shungate Road. MAC Construction just informed them they would like to go ahead and get
started on that this Friday (September 29, 2023). It is a road closure to thru traffic. All of the
residents who live on the west end of Shungate will be able to go out Utica Sellersburg Road and
all of the residents who live on the east end of Shungate will be able to go out Salem Noble.
Mayor Moore advised this will impact a lot of residents and requested that ProMedia make sure
to put as much awareness out to the Public as possible. Mr. Morlan advised this will start
September 29, 2023 and run through the end of October. Mayor Moore stated Greater Clark
needs to be made aware of this so they can plan accordingly for bus routes.
Mr. Crouch made a motion to approve the closure and Mr. Waiz seconded the motion; motion
passed, 3-0.
9. Matt Dyer—Request for Approval of IT Asset Equipment Disposal List—Mr. Dyer advised this is
a second list of items the IT Department would like to recycle and remove from their inventory.
Mr. Crouch made a motion to approve the list and Mr. Waiz seconded the motion; motion
passed, 3-0.
