HomeMy WebLinkAboutParks Authority August 28, 2023 Jeffersonville Parks Authority Monday, August 28, 2023 The Jeffersonville Parks Authority met in Session on Monday, August 28, 2023 in the Mayor's conference room on the third floor of City Hall. Members Present: Elizabeth (Lisa) Carter, Evan Stoner, Johnna Anderson, Carmen Croudep, Debbie Pait, Larry Jordan and Bill Burns. Members absent: Ralph Scales and Pam Clark. Parks Staff Present: Paul Northam, Amber Ridings, Amber Powell, Tim McCoy, Sara Nord and Ricky Romans. APPROVAL OF AGENDA—A change was requested by Paul Northam, to include a review of 3 quotes for a paving project at Wilcoxson and Poppy Park. Member Burns made a motion to approve the agenda with changes for the August 28th, 2023 Parks Authority Meeting, the motion was seconded by Member Stoner. APPROVAL OF MINUTES Member Anderson made a MOTION to approve the minutes from the July 24TH, 2023 Parks Authority Meeting, the motion was seconded by Member Burns. The motion passed on a vote of 7-0. OLD BUSINESS- NONE NEW BUSINESS Paul Northam passed out 3 quotes from E&B Paving, Flynn Bros. and Sou. IN Asphalt. These are for a paving project at Wilcoxson and Poppy Park. Sou. IN Asphalt didn't reply prior to the deadline; therefore, only 2 quotes are to be considered. Paul made a recommendation to award the project to Flynn Bros., as Council had approved $60,000 to complete this project. Member Burns made a MOTION to approve, the motion was seconded by Member Stoner. The motion passed on a vote of 7-0. Amber Powell presented contracts for Steamboat Nights. There were 2 contracts for the bands named Boot Scoots(playing Friday,Oct. 6th)and Tuesday's Gone(playing Saturday,Oct.7th). Also presented were contracts for Bluegrass Rides and Louisville Silent Disco. These vendors participated in Steamboat Nights last year, and there is one new addition of the rock-climbing wall. Member Stoner ask if there were any contract changes from the previous year, and this was confirmed "no". Member Jordan ask if a rock wall was necessary since having a large slide too, and Amber replied that "we're trying to keep it fun and change things up each year for the patrons". Member Stoner made a MOTION to approve, and the motion was seconded by Member Pait. The motion passed on a vote of 7-0. All contracts are approved pending legal review. Amber also presented a one year contract for the In-Kind Partnership- BB King Festival planned for August 31st and September 1st, 2024. Kristi Kilday is with the Festival, and gave an overview of the event. This will be a ticketed event, similar to Abbey Road, and 50% of the proceeds will go to supporting mental health. The event will be staffed with local patrons. The Parks Dept. will be a partner with the event, providing fencing, porta pots, etc. in preparation. SoIN Tourism will also provide funding for this event. The Board of Public Works and the Special Events Committee have both approved the event. Member Burns ask if the Parks budget could support this event,and Paul said it's been discussed with Finance. Member Stoner ask about the Tourism contribution, and no final contribution has been set at this time. He requested Kristi to return at a later date to provide more details. More meetings will follow. Member Jordan made a MOTION to approve, and the motion was seconded by Member Stoner. The motion passed on a vote of 6-1, with Member Burns declining. All contracts are approved pending legal review. MANAGER'S REPORT- Amber Powell—Steamboat Nights is a big focus, as we want to make this better each year. This is scheduled for Friday, Oct. 6th and Saturday, Oct. 7'. BooFest is scheduled for Oct. 30th, and we're working to add new City Partners. The Ice Rink work will begin late October with hiring staff, preparations for rink assembly, etc. The Rock on Water event will happen Sept. 9' and this will be the close of Riverstage 2023. Tim McCoy—Seasonal guys were a tremendous help this year, and Cole decided to stay an additional month and keep mowing. He's now left; therefore, we're currently short a mower. We're currently working on fallen trees, (one being handled by David & Son Tree Svc. due to size) and landscaping and trash pick-up continues every Monday and Tuesday. Landscaping projects have been completed recently, adding rock to beds at Green Space Facility, cleaned and mulched the beds at Shirley's Arbour, installed red granite rock in the bio swells on Chestnut St. and pulling weeds and dead plants throughout the City. The first Chapel Lake Cross Country meet was held, which included 14 schools K-5 and approximately 500 runners. The attendance was HUGE! Sara Nord —Men's competitive basketball league has 10 teams registered for this season, and there are 3 teams so far for the recreational league. The Youth soccer begins Oct. 21st, and K-1-2 basketball will follow in December. Member Stoner ask about posting suggestions for new ideas that could be of interest to the public. Ricky Romans— Fall is the busiest time of the year, as CCSA season is up and running. The Youth football kick-off game is Sunday, Aug. 27th. Beginning Aug. —Oct., it's non-stop at the Woehrle Athletic Complex and practices are steady at Shirley Hall. Amber Ridings—Parks has been reviewing all activities currently available, and trying to brainstorm on new and different activities moving forward. Ideas are always welcome! DIRECTOR'S REPORT Paul Northam—Luckett & Farley gave a brief overview of the completed 5-year Master Plan for approval. This was presented by Curtis Petty and Tanner Prewitt. This included the following: • Parks Structure • Goals and Objectives • Community Analysis • Facilities Assessment • Vision & Direction • Budgets & Priorities Audience participation was encouraged, various high-level questions were ask and Tanner gave high- level responses. Other inquiries were tabled for further discussion at a later date. The goal is to obtain signature of this plan for the ability to apply for additional grants. Some of the projects are already "in the works". Member Stoner made a MOTION to approve, the motion was seconded by Member Jordan. The motion passed on a vote of 6-0.
