PRESENT(VIRTUAL): Mayor Mike Moore CALL TO ORDER: Mayor Mike Moore called the meeting to order at 9:30 a.m. in the Mayor's Conference Room in City Hall. The meeting was held in person and streamed on the City's Website. Andy Crouch and Clark Miles served on the board. APPROVAL OF THE MINUTES: Mr. Crouch made the motion to approve the minutes from August 30, 2023. Mr. Miles seconded the motion; roll call vote: Mr. Crouch—yes, Mr. Miles—yes, Mayor Moore— yes; motion passed, 3-0. APPROVAL OF PAYROLL: Mr. Miles made the motion to approve the payroll. Mr. Crouch seconded the motion; roll call vote: Mr. Crouch—yes, Mr. Miles—yes, Mayor Moore—yes; motion passed, 3-0. OLD BUSINESS: NEW BUSINESS: 1. Les Merkley-2023-R-6 Remonstrances Hearing in regards to City Acquisition of Real Property located at 2309 Woodland Court(Board of Public Works Resolution 2023-R-5 approved at BPW meeting on 7/26/23)-Corporation Counsel, Les Merkley, presented Resolution No. 2023- R-6 entitled, "A Resolution Confirming Condemnation of Certain Real Property, Establishing List of Owners and Holders of Property and Awarding of Damages" regarding real estate located at 2309 Woodland Ct. Public. Hearing held to hear any remonstrators to the acquisition of the real estate. No remonstrators appeared. Mr. Crouch made motion to adopt Resolution NO. 2023-R-6 and seconded by Mr. Miles; roll call vote: Mr. Crouch —yes, Mr. Miles—yes, Mayor Moore—yes; motion passed, 3-0. Public Hearing set for October 11, 2023 at 9:30 a.m. to hear any remonstrators regarding the damages awarded. 2. Larry Wallace/Kailey Coursey- Hearing regarding 1102 East 9th Street, regarding the garage only on the property-home owner,Jeffrey B. Coffman (deceased; his wife is still living in the house) on review of compliance with Building Commissioner enforcement(tabled from 8/23/23— Public hearing was held regarding 1102 E. 9th Street. Property owner appeared by Brian Coffman. Property owner agrees to remove the structure within 45 days. Motion by Mr. Miles to find the garage to be an unsafe structure and the city will remove the structure in the event property owner fails to remove the structure within 45 days, seconded by Mr. Crouch; roll call vote: Mr. Crouch—yes, Mr. Miles—yes, Mayor Moore—yes; motion passed, 3-0.
