The meeting was held in person at Jeffersonville City Hall, 500 Quartermaster Court, Jeffersonville, Indiana 47130. The motion passed. • Commissioner Edwards made a motion to approve the May 8th minutes and Commissioner Richmer seconded the motion. The motion passed. • Commissioner Freville made a motion to approve the June 5th minutes and Commissioner Hampton-Williams seconded the motion. The motion passed. First come, first serve. • Sold 50% of seats with little marketing. o Art Mobile Workshop • Location: Childplace • Date & Time: Friday, July 21 — 3:30 — 5:30 with Ashleigh Morton • Commissioner Young confirmed Deb Henderson is volunteering at the event. NEW BUSINESS • Introduction (Administrator Rapp) o Joanna Peyron —started as volunteer with Art Mobile and has agreed to be the Secretary for the Commission • Arts Alliance of Southern Indiana (AASI) Gala o Commission participated last year, purchased table for 8 @$2,000 as Table Sponsor o Event Saturday, October 21, 2023, at 8 p.m. o This year's Table Sponsorship is $2,000 for 10 seats. o Benefits: • Logo recognition on all printed collateral event materials • Logo recognition on all electronic event promotions • Logo recognition on the event page on the website • Onsite event signage, Display of Company/Individual name on a plaque at the table. o $2,000 is the lowest tier of sponsorship o At Caesar's, includes a live band, karaoke, and meal. o Budget coming from general budget not any one sub- committee's\budget. o Commissioner Darku made a motion to sponsor at the $1,000 level and Commissioner Young seconded the motion 2nd the motion • Noted no name recognition. • Commissioner Richmer noted other positive — passive benefits, goodwill. • Arts Alliance of Southern Indiana has given JPAC support. • Administrator Rapp noted if not attending, could donate to someone else or to volunteers. • Not a lot of formal recognition at event • Support partner versus recognition 2 JEFFERSONVILLE DATE: 07/12/ 2023 PUBLIC AR COMMISSION TIME: 5:30 pm START CREATING IDEAS LOCATION: Mayor's Conference Room • After discussion, Commissioner Darku withdrew motion to sponsor the event at $1,000. o Commissioner Richmer made a motion to revote for original sponsorship at $2,000 and Commissioner Hampton-Williams seconded the motion. • Motion passed, 6-1 o Administrator Rapp asked Commissioner Edwards if there could be more promotion opportunities for sponsors. For example, bring print material/takeaway for goodie bags. ■ ACTION ITEM: Commissioner Edwards, who sits on AASI board, to confirm and bring back to Commission at August Meeting • Upcoming 2023 Events (Administrator Rapp) o Pooch Plunge • Partnering with Jeffersonville Aquatic Center • Date & Time: September 9, 11 a.m. — 2 p.m. • $5 for 1st dog; $3 for each additional • JPAC is bringing a dog-friendly art activity. • Small scale (5-10) artist market —geared toward dogs (training, groomer, etc.) • Sponsor DJ/cover band with dog themed name • Will have support of pool staff; need 2 volunteers — 1 to help with market; 1 for art event. o Louisville Visual Art (LVA) CFAC • Art classes at NoCo Art Center • Date & Time: Every Monday, 4 p.m. — 6 p.m. • Fall Semester: September 11 through November 27 • Spring Semester: January 22 through April 15 • 2023 Available Budget (as of June 1st) (Administrator Rapp) O 2022 Fund. $125,084.43 O 2023 Budget: $115,992 • Events: $42,893 • Maintenance: $41,313 • Public art: $31,786 o Current rollover estimated to be $30,000 • We have $60,000 available for rest of year. • Expect to spend $30,000 in remainder of year. • Andy Crouch noted we had roll over from prior years not being accounted for in this estimate. • Lots of projects cancelled from COVID years. ■ ACTION ITEM: Andy Crouch to confirm; may have double or more in funds available. • During the meeting, Andy Crouch confirmed carryover from last year was $115,000. ■ ACTION ITEM: Administrator Rapp to update 2023 budget and share in August meeting. • Falls Landing project would benefit from knowing about extra funds available o Estimated 2023 available budget now $230,000 3 s1 JEFFERSONVILLE DATE: 07/12/ 2023 PUBLIC AR COMMISSION TIME: 5:30 pm START CREATING IDEAS LOCATION: Mayor's Conference Room • More contractual agreements we can get in 2023 the better we'll be in 2024. • 2024 Estimated Budget (Administrator Rapp) o Administrator Rapp estimates that by November of 2023, we will know how much unspent dollars will roll over to 2024 budget. • 2024 allocated - $115,000 • Estimated rollover from 2023 - $30,000 • 2024 estimated total budget - $140,000 o Doesn't include current contractual agreements. Contracted resources, Art Coordinator, Commissioners, Artist, Vendors, web development • Commissioner Young asked why contractor costs not included in budget since voted on & approved. • Administrator Rapp wanted to show available planning budget. • This is only an estimate until budget is formally presented and voted on o Annual allocation has been $115,000 since original creation of JPAC (4% of economic development impact per year) o Administrator Rapp asked if Commissioners appreciate a forward-looking view of the budget. • Commissioner Richmer noted she would like to see early on and at final (December) to make final decisions & help with planning. • Commissioner Edwards stated he just wants to know how much is available for events; Commissioner Darku wants more versus less info (public art) • Commissioner Callahan mentioned she gets monthly statement as part of her work with another organization and would prefer printed versus slide. • Andy Crouch mentioned the city has some canned software which can produce standard reports. • 2024 Programming Ideation o Procedure: • Each committee will have 10 minutes to present, 10 minutes for discussion. • Pitch ideas and how they will be executed. • No decisions will be made at today's meeting. o Artist Spaces: although a facet of the Commission's responsibility, we've pivoted away from that as a specific subcommittee. • New Committee proposal: Teen Arts Council (Commissioners Richmer and Hampton-Williams) • Emily Dippie (previous Arts Administrator Commissioner) left a sketch of what the council could be: A team of youth & advisors to achieve goals. • Similar councils have been established in other cities and in some Indiana communities and are unique to the city and their goals. • Basic foundation: 4 JEFFERSONVILLE DATE: 07/12/ 2023 PUBLIC AR COMMISSION TIME: 5:30 pm STPT CREATING IDEAS LOCATION: Mayor's Conference Room • Opportunity for 9— 12 graders to develop leadership skills, ideate and implement a community event through positive contributions, community engagement and monetary support. • Structure • Through the execution of an arts event/installation, the teens would learn about careers and increase diversity in arts. • Timeframe: Aug 2024 — May 2025 — bi-weekly meetings at NoCo, City Hall, and other spaces within the city ■ Planning • 1st quarter o Develop application, budget, identify community partners, marketing plan, grants (if needed), speakers. o Finalize 2024 marketing plan while kids in school. o Introductory meeting with participants o April —July close apps, choose 10-12 students depending on number of applicants. • 2 meeting per month o August • 1st meeting: overview of positions, meet & greet, brainstorm (kids to be in charge to create agency). Committee would guide versus lead (education) • 2nd session —submit project ideas and get project alignment. o Sept —finalize idea, engage arts leader (grant writer, budget, funding), outline future session goals. o October—finalize budget, write mock grant & apply to JPAC for funds. o November — pitch to JPAC for approval, questions, funding (arts leaders — local non-profit (aligned with teens' idea) o December— identify needs (space, etc.) o January— marketing/signage & prototype o February— introduce other partners as needed. o March — commission review, ID other needs/opportunities o April — EVENT o May — reflection. SWOT, celebration • Budget • Grant for $4,000 already secured through Indiana Arts Commission (IAC) project grant. • Includes $5,000 from JPAC for event; compensate those who assist, snacks, supplies, advertising, celebrations, misc. 5 c,;) JEFFERSONVILLE DATE: 07/12/ 2023 PUBLIC AR COMMISSION TIME: 5:30 pm START CREATING IDEAS LOCATION: Mayor's Conference Room • Goals • Career opportunities beyond being an artist. • Build pipeline for future JPAC members, volunteers. • Potential partners —JPAC, AASI, IAC, City of Jeff, Parks & Rec, Redevelopment, Engineering, Police/Fire, Maker 13, Library, GCCS, Local Businesses (Allegra (Commissioner Freville)) • Discussion • Commissioner Darku — How do we make this repeatable? What does success look like? o Targeting a different demographic via high school age kids - a lot of programs available for elementary/middle schoolers o Grow in number of students; students become advisory board/mentor for next cohort of students. o Partner with other leadership programs o Greater Clark Education Foundation as potential partner • Commissioner Callahan —thinks it's lovely. • Commissioner Young —we don't currently serve that specific demographic; can the Teen Arts Council use the event they select/ideate to engage the teenage demographic? • Commissioner Richmer noted this is a good steppingstone. • Commissioner Hampton-Williams — good way to instill as a value within the Teen Arts council — outreach & inclusive of core demographic— intentional in placing as a value. o Events (Commissioners Edwards and Richmer). Host an art festival in Jeffersonville; has been discussed for many years but not initiated. • Annual event—weekend — include arts and learning • 2rid Saturday in June 2024; 8-hour event • 1st year— Big 4 for visibility then move to Arts District • Goals: • Support local artists and promote business. • Education — more than just vendor— add DIY arts project, artist to share crafts; kids' arts activation — variety — more than shopping. • How: • July— Sept o Review/approve confirm budget, grant options — create marketing plan (vendors & artists + vendor for food and alcohol) then attendees. o Review/revise application process—vendors, artists, entertainers, sponsors • Oct — Dec o Map out festival. o Use smaller side of park (if not filled. will look filled) 6 4 JEFFERSONVILLE DATE: 07/12/ 2023 PUBLIC AR COMMISSION TIME: 5:30 pm START CREATING IDEAS LOCATION: Mayor's Conference Room o Apply with special event committee/city (process); private security, onboarding packet for participants (educate up front) o Need lots of volunteers. o Reserve rentals o Bar service/liability insurance • Jan — Jun — notify vendors/artists, surveys, record participation. • Budget: • Pride Festival budget was -$30,000. • Estimated need for this event is $25,000. • Discussion: • What challenges do you foresee? o Weather is an unknown o Pride also in June but targets a different demographic. o Farmer's Market —will need to work out (flip venue/set up after market ends) may be able to merge versus flip. o New state law re: downtown open containers — working hard to implement for downtown Jeff(New Albany has implemented) o Location is away from Pearl Street, close to Tea Bar— easier to contain for alcohol purposes. • Commissioner Young questioned if we should consider a different flow to "guide" travel past Arts District o Soln Travel — opportunity to partner, support & help as they did for Abby Road on the River— shuttle /collaborative event. • Hope to move to North Jeffersonville in future years, change locations to keep fresh and activate other parts of the community. • Could incorporate "performance art" -walking dance troop, improv — have performers "walk" folks from other parts of downtown to the event. • Need to have it grounded — start small & scale but keep manageable. • Education piece opportunity—vignettes throughout festival o Public Arts (Commissioners Darku and Callahan) • 2023 • Story trails — 2 stories • Planter bikes with City Pride o Plans to replace them (falling apart) o Pull & repaint them (red) then replace them. • Signs for interstates "Arts & Cultural District" in partnership with Andy Crouch (brown (attractions/historic) or green — getting with INDOT. 7 4 JEFFERSONVILLF DATE: 07/12/ 2023 3 e) PUBLIC AR COMMISSION TIME: 5:30 pm START CREATING IDEAS LOCATION: Mayor's Conference Room • Installing new story trail • Hubcap art • Dedicate Shirley's Arbor • 2024: Arts Map • Work with Maintenance Committee to develop a comprehensive list of public art pieces with pictures, locations • Put in tourist locations/hotel/rest stops. • Format is crucial. • Have over 100 pieces • Potential to include an inset to show utility box locations and/or create a separate trail. • 2024: Community Mosaic Project • Give 6"x 6" panels to anyone who wants them with the expectation to return them. • Once all are returned, would display as a mosaic. • It's simple and gets the community involved. • We need something at City Hall • Could be mobile. • 2024: Selfie stations • Located throughout Jeffersonville • Move around/several distinct locations. • Would include a plaque with location. • Way-find to NoCo • 2024: Falls Landing • New park behind M Fine • Open in Spring/late Fall • Total of 6 art pieces with 2 scheduled to be installed next year. • Theme: Jeffersonville...past, present and future • Showcase all sides of Jeffersonville's history: gambling, wedding chapels, fossils, steamboats, bridges, etc. • RFPs could have prompts but solicit ideas from the artists. • Compensate artists to get top quality arts. • Parks System also considering river as theme. • Budget: o $25,000 - $30,000 for 2 installations o If we do have more budget, could install 3 now 3 later. • 2024: Falls Landing Signage • Can't just have a normal sign if art centric. • Call for artists to develop sign at entryway to park. • Install by spring 2024. • 2024: Local Juried Art Show for nothing but Jeffersonville artists • Jeffersonville artists only • At NoCo Art Center • Exhibit for 2 weeks then judge. 8 • 6: • JEFFERSONVILLE DATE: 07/12/ 2023 PUBLIC AR COMMISSION TIME: 5:30 pm START CREATING IDEAS LOCATION: Mayor's Conference Room • Can have prior to proposed Arts Festival and move to festival - announce winners there. • Could be performing art, too. • Repurpose bikes into another sculpture and to commemorate the bikes. • Replace planter bikes with sculptures. • City Pride to replace 2 (or more) of the 11. o Maintenance (Commissioners Freville and Harrison (not present)) • Engage volunteers to learn app to survey art. • Develop & create paperwork for future installations to note proper maintenance needs (cleaning, etc.) to better preserve art. • 3 pieces missing from app. • Flood wall mural • Creative/wayfinding signage to get people to NoCo. • Placards for existing pieces • Continue surveying art & documenting condition & prioritizing maintenance. • Some pieces aren't permanent - need to identify lifespan for pieces and potentially remove those that cost a lot to maintain. • Develop a list of volunteers to sign-up for specific pieces, agree to review each month. • City Pride partners with businesses to take ownership of piece. • Could partner with communities/neighborhoods to take ownership of maintenance for pieces in their area. • As part of neighborhood meeting, talk about art in the area & ask for maintenance volunteers. o Could demonstrate how to use app/survey. o Could be issue with over cleaning/improper cleaning. • Budget: • Need to earmark a specific percentage of a project's cost for maintenance. • Put dollars in escrow for future maintenance. • Discussion - Are there grants available for maintenance? • Establish "friends of JPAC" o Educational meeting o Past JPAC members/volunteers to keep involved. o Could add to commissioner role post tenure. • Include a "decommission date" with in the maintenance plan for each piece. - ACTION ITEM: Commissioner Freville to engage Commissioner Harrison to ensure her ideas are captured. Present additional ideas, if any, at August meeting.
