PRESENT(VIRTUAL): CALL TO ORDER: Mayor Mike Moore called the meeting to order at 9:30 a.m. in the Mayor's Conference Room in City Hall. The meeting was held in person and streamed on the City's Website. Andy Crouch and Rob Waiz served on the board. APPROVAL OF THE MINUTES: Mr. Crouch made the motion to approve the minutes from July 19, 2023. Mr. Waiz seconded the motion; motion passed, 3-0. APPROVAL OF PAYROLL: Mr. Waiz made the motion to approve the payroll. Mr. Crouch seconded the motion; motion passed, 3-0. OLD BUSINESS: NEW BUSINESS: 1. Paul Northam - Request for approval of the following City Events Permits: • Muster, Parade and Water Pumping at the Ohio River on Saturday, September 23, 2023: Parade at 11:00 am and Pumping at 2:00 pm—This was reviewed and has a favorable recommendation. Mr. Crouch made the motion approve the City Events Permit for the Muster, Parade and Water Pumping at the Ohio River and Mr. Waiz seconded the motion; motion passed, 3-0. 2. Keith Ingram with Oak Park Conservancy District-Request for approval of road closure on Edgewood Lane and Wildwood Road from July 31, 2023 to August 7, 2023 for sewer repair project— Mr. Ingram advised this is to continue the improvements for the sewer repairs and is a side road off of Allison Lane. Mr. Crouch made the motion approve the closure and Mr. Waiz seconded the motion; motion passed, 3-0. 3. Les Merkley-2023-R-5 -Request for approval of Resolution Concerning Acquisition for Purposes of Public Improvements Way Pursuant to I.C. 32-24-2-5—Mr. Merkley advised this will be 2023-R-5. The Board previously adopted a resolution that made it clear the City wanted to acquire a property on Woodland Ct. that is at a tax sale. They are going to take this through eminent domain and this will allow the City to have access to the back of the City Services Complex and the Police and Fire Stations. Once the Resolution is adopted a notice will be published in the paper and they will wait 30 days after that before it comes back to the Board of Public Works to finalize. Mr. Waiz made the motion to approve the Resolution and Mr. Crouch seconded the motion; motion passed, 3-0. 4. Scott McVoy-Request for approval of Third Amendment to Lease Agreement between Jeff PD and Jeff Public Warehouse, Inc. d/b/a America Place—Assistant Chief McVoy advised this is an amended lease where the price slightly increased; they do have the money in their budget. Mr. Waiz made the motion approve the contract and Mr. Crouch seconded the motion; motion passed, 3-0. 5. Larry Wallace-Request for approval of Lawn Services Agreement between the City and Zad's Lawn Worx— Mr. Wallace advised this is for an additional lawn services agreement. Mr. Crouch made the motion approve the agreement and Mr. Waiz seconded the motion; motion passed, 3-0. Mayor Moore congratulated the Silver Creek 10 year olds for winning the State Baseball Little League Championship.
