Phase 2 Design Services
Dear Andy,
As requested,this letter serves as the scope and fee for Phase 2 design services for the referenced
project. The work completed as part of the survey/due diligence phase sets up the Phase 2 design and
related services(see due diligence deliverables).
Survey Services
1. Per our meeting on 7/11,we understand the desire to add survey for the proposed trailhead
location at the end of the project;we can add that at no additional fee and as part of the due
diligence phase. Survey services are wrapping up as part of the survey/due diligence phase. No
other fees are required for survey services.
Sidewalk Design Services
2. We will provide 20 scale plan and profile sheets further detailing the sidewalk and related
design issues. The title sheet, index/general notes and typical section sheet provided in phase 1
will be further developed for phase 2. For maintenance of traffic we assume temporary daytime
lane closures will be used as needed. Maintenance of traffic plans will include notes,typical
section and overall temporary signage. We are assuming the curb ramps for Utica Pike at Allison
Lane will need modified for the 8' wide walks. In addition to this location we will design curb
ramps at Rockingham Way, Longview Dr, Riverwood Dr, Fairwood Dr, Riverwalk Ct, Catalpa Dr
and a crossing of Utica Pike at 6 Mile Lane. We will provide a curb ramp at 6 Mile Lane that will
tie to the street. We will be providing drive profiles to show how the sidewalk transitions
through the drives and how the drives tie-down to the existing groundline. At City Street
crossings,we will provide a crosswalk across the street crossings, but we will not be
manipulating street grades. There are existing locations where there are swales or low points in
yards adjacent to Utica Pike. We do not plan to ditch water or change drainage patterns. We do
plan to utilize what we call French drains which are basically a short gravel trench of a depth to

allow water to get to a soil type that will allow infiltration. This will need to be confirmed with
the geotechnical investigation. We will provide erosion control plans. We will provide retaining
wall plans (see due diligence deliverables) and profiles and a typical wall section. Handrail will
be designed for the tops of wall where needed to meet safety and ADA standards. We expect
some signs will need to be moved. New signage would be needed for any new pedestrian
crossings of Utica Pike. The crossing at 6 Mile Lane would benefit from pedestrian activated
rapid flashing beacons or similar safety devices. Signage will be shown on the plan sheets. New
pavement markings will be needed for all new crosswalks and potentially stop bars and/or yield
lines. We will prepare marking sheets for intersection locations. We will produce quantity
tables including approach tables,signage and marking tables and a structure data table. Cross
sections will be provided at 25' stations along with drive sections. There should be one pipe
section.
3. We will provide a plan sheet with grading/elevation information for a trailhead parking area. A
paving section will be provided per geotech. The pavement cross section will be shown on the
typical section sheets. We will include a pavement marking layout for the parking area. ADA
markings for likely one space as well as signage. We expect to include a guide sign in each
direction on Utica Pike for a non-standard MUTCD sign that will indicate Trailhead Parking.
4. We plan to submit a set of Preliminary Field Check Plans ("50%) and schedule a meeting with
the city and utility owners to review and discuss. After that meeting has been conducted and
right of way limits finalized, we will send the plans to our RW Engineering Sub, WSP along with a
Notice to Proceed. We will continue to work toward a Final Plan Review while the RW
Engineering and Acquisition is on-going.
5. We will calculate quantities and produce a cost estimate at both PFC and Final Plan Stages. We
will produce any special provisions required for the bid document.
6. We will submit monthly project progress reports during the duration of the design and RW
stages of the project. We will coordinate as needed with the city, subs and others as necessary
during design and RW.
Environmental Services
7. We've been advised by an environmental firm that because local funds are being used,there
aren't any environmental requirements beyond permitting which is discussed in the permitting
section of this letter. They did indicate that USACE could require archaeology on any
undisturbed areas, but that they typically don't show a lot of interest in above ground resources
unless there is direct impact to a NHRP listed or eligible property. No fees have been included
for environmental, historical or archaeological studies.
Public Involvement
8. We have NOT included fees for public involvement which would include public meetings. We
can provide those services for additional fees if so desired.
Permitting Services
9. There is a 21" CMP cross drain on Utica Pike just south of Longview Drive. This pipe will need
extended to accommodate the sidewalk. We have evaluated the pipe and it appears to be in

good shape. We don't intend on performing any hydraulics since we plan on just extending the
pipe. This pipe is likely to require 401/404 permitting.
10. The sidewalk will extend along the north side of the Utica Pike to 6 Mile Lane. The floodplain for
Lancassange Creek encompasses the intersection of Utica Pike and 6 Mile Lane. For this
floodplain a DNR Construction in a Floodway Permit will NOT be required. However,there will
be local permitting for floodplain impacts, but they shouldn't consider this project as having
impacts since it is a sidewalk project. We are including 8 hours for local floodplain coordination.
11. A CSGP will be required since this project will involve more than an acre of land disturbance.
Right-of-Way Engineering and Acquisition Services
12. A Location Control Route Survey Plat will be produced by HWC.
13. During Phase 1 we identified 46 parcels that could be impacted by the project. We are using 48
parcels to be safe. The city will pay for right of way services by unit cost meaning number of
parcels completed.
14. Services to be provided include:
a. R/W engineering.
b. R/W acquisition management.
c. Title research.
d. Appraisal Problem Analysis.
e. Appraisals.
f. Appraisal Review.
g. Buying.
h. Document Recording.
If the city desires to provide any of the above services themselves,then we would not bill for
those services.
Geotechnical Services
15. Terracon will be providing the geotechnical services for the project. Please see their attached
detailed scope. They will provide geotechnical recommendations for:
a. Subgrade treatment for sidewalk.
b. Retaining walls.
c. Culvert headwall for pipe extension.
d. French drains.
e. Trailhead parking pavement design with subgrade recommendation.
Utility Coordination
16. We expect very minimal utility conflicts. The phase 1 design provides avoidance of most all
utility poles. There is a guy pole that we plan to relocate as well as one service pole. These
relocations will be minor and will allow the sidewalk to remain at a 10' offset from edge of
travelled way. There are water meters,values and sanitary cleanouts that will need to be
adjusted to grade and we would plan to bid that along with the construction of the project. We
will still follow a utility coordination process that will consist of sending plans out to utility
owners and requesting a conflict review. In turn, we will review each set of conflict plans to see

if there is any construction that would be in conflict with each utility. After conflict review we
will request work plans in which any utility in conflict will provide a relocation plan. For any
utilities that do require relocation (like the guy wires), we will coordinate relocation. Through
this project our utility coordinator will attend the preliminary field check, prepare and review
utility agreements, distribute notice to proceed to utility owners, coordinate with the utility and
city, complete a utility summary and special provision, attend the preconstruction meeting and
be available for utility issues that happen during construction and coordinate with the
contractor and utility owner.
Bidding Process
17. We will prepare a bid document including a schedule of values. A legal advertisement will be
prepared and coordinated with the city. We will upload the bid document and plans to our
electronic plan room and contact potential bidders. We will hold a pre-bid meeting and prepare
and distribute meeting minutes. We will prepare any bid addenda and distribute it to bidders.
We will attend the bid opening, review the bid, certify the bid and provide recommendation to
the city.
Construction Administration/Observation/Inspection
18. We are NOT providing a fee for construction related services at this time. We can provide those
services for additional fees if so desired.
Schedule
At the 7/11 meeting, we discussed the presented project schedule and possible ways to get to
construction quicker. The challenge with this project is acquiring the property. That is the controlling
factor for project schedule. That being said, we plan for right of way engineering to begin 1 month after
we get notice to proceed. This is a different approach as typically one would be further into the design
process before proceeding to right of way engineering. However,with the nature of the project we
believe there are sections within the project limits for which we can set the right of way after running
initial cross sections. For the parcels that fall within these sections, we will proceed to right of way
engineering within 1 month of notice to proceed. Likewise, once the right of way engineering is done
for a parcel it will be immediately transitioned to Appraisal Problem Analysis and then on to Appraisals,
etc. We have revamped the schedule based on this procedure and it is shown below. Please note that
this is a very aggressive schedule but not a totally unrealistic schedule. But we do believe that things
have to go fairly perfect in order to clear right of way by October 1, 2024. If we have a property owner
condemnation,then the schedule will be compromised. See the following page for schedule.

HWC will send plans piecemeal to WSP to begin the riLv engineering an parcels for which the design
has been completed. This will allow them to start the r'w engineering sooner. Once they complete the
tlw engrneerung for a parcel they will move it into Une acquistion phase.
"This is a aggressive schedule We will update the city on a monthly basis with where Ow
engineering and acquistion stands. We can present a summary table so the city knows what phase
or acquisition each parcel is in. We will update the schedule accordingly based upon how the
acquistion process goes. if the project has a condemnation and the rest of the schedule goes as
planned.the possession of property date would be around January 1,2025.
