HomeMy WebLinkAboutRDC June 28, 2023 JEFFERSONVILLE REDEVELOPMENT COMMISSION REGULAR MEETING MINUTES June 28, 2023 The Jeffersonville Redevelopment Commission held a Regular Meeting on June 28, 2023 that was called to order at 4:00 pm in the Mayor's Conference Room located at 500 Quartermaster Court, Jeffersonville, Indiana Board Members present: Scott Hawkins, Jack Vissing, Mike Moore, Duard Avery and Teresa Perkins. Staff Members present: Redevelopment Director Rob Waiz, Redevelopment Commission Attorney Les Merkley City Attorney, Grant Administrator DeLynn Rutherford, Administrative Assistant/Secretary Theresa Treadway, City Engineer Andy Crouch Guests: Josh Darby with Jacobi, Toombs & Lanz, and Bob Stein with United Consulting, John Kraft with MAC Construction, Brian Colton and Sam Schrader with Baker Tilly by Zoom. CALL TO ORDER Mr. Hawkins, President called the meeting to order at 4:00 PM. APPROVAL OF AGENDA We need to remove Excess Valuation, presented at the June 12 meeting. Mr. Moore made motion to approve the agenda with the changes with Mr. Vissing seconding, passing unanimously 4-0 CONSENT REPORTS Minutes: Mr. Moore made a motion to approve the minutes from June 12, 2023 meeting with Mr. Avery seconding the motion, Mr. Vissing abstained since he was not present at that meeting, passing 3-0. Claims: Mr. Moore made a motion to approve the TIF Claims in the amount of$3,505,201.90 with Mr. Avery seconding, passing unanimously 4-0. Mr. Vissing made a motion to approve the Redevelopment Operating Claims in the amount of $35,939.69 with Mr. Avery seconding, passing unanimously 4-0. JTL Ongoing Projects Update: Charlestown Pike Reconstruction, Segment 1 (Holman's Lane to Utica-Sellersburg Road) and Utica-Sellersburg Road Reconstruction, Segment 2 (Railroad Tracks North to Charlestown Pike: • Public Involvement meeting held on April 12, 2021 at 6:30 pm via Zoom. • 30% Schematic Design Plans and Updated Opinion of Project Costs were provided to City on 7/12/2021. • Public Information meeting held December 7, 2021 to unveil roadway layout plans to the public. • Buying is underway on both Charlestown Pike and Utica Sellersburg Road. Right of Way Acquisition nearing completion. 48 out of 57 parcels have been secured. The remaining 9 are nearing resolution. • Sent Relocation Work Plan Requests to Utilities. Relocation work plans are due by December 15, 2022. Received work plan from Clark County REMC, indicating all of their facilities will be relocated by December 1, 2023. Received work plan from Duke. Duke needs 7 months from Notice —to-proceed to complete relocations, which fits within project schedule. Issuing Notice to Proceed to utilities for relocations (as property acquisition allows). • Tree clearing quotes being received accommodate overhead utility relocation. Falls Landing Park(8th Street and Ohio Avenue) • Project awarded to Pace Construction. JTL providing full-time inspection and construction administration. • Pre-Construction meeting held April 25, 2023. Notice to Proceed with Construction issued May 8, 2023. Contract completion date is October 5, 2023, subject to unsuitable weather. • Construction continues. Contractor pouring concrete paths. Decorative textured and colored concrete installation scheduled to begin today. See below for representative photo of the decorative concrete areas. United Consulting Project Update: • Our progress is about the same as JTL, 4 parcels left, 3 secured, 1 needs second appraisal. Still on target. NEW BUSINESS REMC Relocation and Reimbursement Agreement—Andy Crouch—This is for the Utica Sellersburg Road, relocation cost $232,351.24 plus reimbursement costs for material, labor and overheads. Mr. Moore made a motion to approve agreement with Mr. Vissing seconding, passing unanimously 4-0. Keystone Extension Bid Award-Andy Crouch - Sealed bids were received and opened on June 21, 2023 for this project. Four bids were received with the lowest bidder being $234,650.00 by Excel Excavating. At this time, I am asking that we award this contract to Excel Excavating. Mr. Moore made a motion to award this project to Excel Excavating in the amount of $234,650.00 with Mr.Avery seconding,passing unanimously 4-0. Annual TIF Report-Brian Colton, Baker Tilly-Brian Colton& Sam Schrader presented the Annual TIF Report by Zoom and slideshow. All local TIFS were discussed with the various projects each TIF has funded. QUESTIONS FOR EXECUTIVE DIRECTOR I have asked Josh Darby with JTL to get us a proposal on adding parking and restrooms for the Falls Landing Park, think these are needed addition to this project. BOARD COMMENT Mr. Vissing - Anyone heard of next meeting for Jeff Boat, was thinking one was coming up. Per Rob, nothing scheduled at this time. Mr. Avery-Impressed with everything going on. Mr. Moore-Nothing Ms. Perkins-No comments Mr. Hawkins-I have nothing at this time either.
