MINUTES
July 19,2023

PRESENT(VIRTUAL):
CALL TO ORDER: Mayor Mike Moore called the meeting to order at 9:30 a.m. in the Mayor's
Conference Room in City Hall. The meeting was held in person and streamed on the City's Website.
Andy Crouch and Rob Waiz served on the board.
APPROVAL OF THE MINUTES: Mr. Crouch made the motion to approve the minutes from July 12, 2023.
Mr. Waiz seconded the motion; motion passed, 3-0.
APPROVAL OF PAYROLL: Mr. Waiz made the motion to approve the payroll. Mr. Crouch seconded the
motion; motion passed, 3-0.
OLD BUSINESS:
NEW BUSINESS:
1. Larry Wallace/Les Merkley- Hearing regarding 401 East Maple Street-home owner, DPM
Properties, LLC on review of compliance with Building Commissioner enforcement— Mr.
Wallace advised Doug Morrison was present to discuss the timeline on getting the siding on the
building at 401 E. Maple Street. Mr. Morrison advised he still needs to get the front door in.
The foundation has been painted, all of the concrete has been poured and the trim is all on.
Mayor Moore asked how long it would take to get the siding completed. Mr. Morrison
requested a couple of months. Mr. Morrison advised he was having difficulty finding help to do
the job. Additionally he had someone interested in purchasing the house and they requested a
different siding so it took longer to get the materials in. Mayor Moore asked Mr. Morrison if he
was aware some of the neighbors had retained an attorney. Mr. Merkley asked Mr. Wallace
how long this project has been going on. Mr. Wallace said they have been talking about getting
the siding on for the last four months and the whole project has been going on approximately 5
years. Mr. Merkley advised his recommendation was the board make a motion giving Mr.
Morrison 30 days and Mr. Morrison will come back on August 16, 2023 with an update. The
fines will be assessed pursuant to the City Ordinance and if Mr. Morrison gets the siding
completed in 30 days the board will consider waiving the fines. Mayor Moore told Mr. Morrison
their intent was not to fine him, but they needed an incentive for him to get the job completed.
Mr. Crouch made the motion to have Mr. Morrison report back on August 16, 2023 with an
update. The fines will be assessed pursuant to the City Ordinance and if Mr. Morrison gets the
siding completed in 30 days the board will consider waiving the fines. Mr. Waiz seconded the
motion; motion passed, 3-0.
2. Scott McVoy-Request for approval of quote to Police Department from Cellebrite, Inc.for
digital intelligence subscription—Assistant Chief McVoy advised this is a renewal contract and it
did increase a small amount. They do have the money in their budget.
Mr. Crouch made the motion approve the contract and Mr. Waiz seconded the motion; motion
passed, 3-0.
3. Paul Northam - Request for approval of the following City Events Permits:
• Muster, Parade and Water Pumping at the Ohio River on Saturday, September 23, 2023:
Parade at 11:00 am and Pumping at 2:00 pm - Mr. Northam requested to table this event
until next week.
• River Side Food Truck Invasion, Food Truck Rally on Sunday, August 20, 2023 from 12:00 pm
to 6:00 pm—Mr. Northam advised this will be put on by the owners of The Jefferson. They
are working in partnership with the Sheraton to use some of their parking. Mr. Northam
advised they have discussed with JPD and JFD the road closures and set up. It will be a food
truck site with 25-30 food trucks lined up along the flood wall.
Mr. Waiz made the motion approve the City Events Permit for the River Side Food Truck
Invasion and Mr. Crouch seconded the motion; motion passed, 3-0.
4. Kristie Ashcraft-Request for approval of 2023 Marketing Proposal from ProMedia Group for
Jeffersonville Animal Shelter— Ms. Ashcraft advised this is to start a website for the
Jeffersonville Animal Shelter. They do have the money in their budget, they received a generous
donation recently.
Mr. Crouch made the motion approve the contract and Mr. Waiz seconded the motion; motion
passed, 3-0.
