MINUTES
July 5, 2023

CALL TO ORDER: Mayor Mike Moore called the meeting to order at 9:30 a.m. in the Mayor's
Conference Room in City Hall. The meeting was held in person and streamed on the City's
Website. Andy Crouch and Rob Waiz served on the board.
APPROVAL OF THE MINUTES: Mr. Crouch made the motion to approve the minutes from June
28, 2023. Mr. Waiz seconded the motion; motion passed, 3-0.
APPROVAL OF PAYROLL: Mr. Waiz made the motion to approve the payroll. Mr. Crouch
seconded the motion; motion passed, 3-0.
OLD BUSINESS:
NEW BUSINESS:
1. Mike Flynn with Excel Excavating-Request for approval of road closure on Thompson
Lane from July 24, 2023 to July 28, 2023 to install sanitary sewer for new apartment
complex— Mr. Flynn advised this is for sanitary main improvements. Mayor Moore
confirmed with JPD and JFD there were no issues with this request.
Mr. Waiz made the motion approve the request and Mr. Crouch seconded the motion;
motion passed, 3-0.
2. Kim Calabro-Request for approval of contract between the City and The Refinery for
the 2023 City Holiday Party — Mrs. Calabro advised this is a change to The Refinery
contract changing the Employee Holiday party from December 1, 2023 on a Friday
evening to December 7, 2023 as a luncheon.
Mr. Crouch made the motion to approve the contract and Mr. Waiz seconded the
motion; motion passed, 3-0.
3. Keith Ingram with Oak Park Conservancy District-Discussion of a planned utility repair
of Oak Park Conservancy District that will take place during the week of July 17th,
2023— Mr. Ingram advised they need to do infrastructure repairs as the intersection of
Allison Lane and Wildwood and are requesting a road closure of Allison Lane from July
17, 2023 until July 24, 2023 but anticipate being completed before then. They are
requesting a complete closure and have a detour route set up. They will get the
intersection of Allison Lane and Wildwood done first so it will be finished prior to school
starting. Wildwood and Edgewood will be the next project and they are looking at the
date of July 31st through August 7th for that project. They are going to give each of these
locations a week. Mayor Moore asked if there was a follow up on Allison Lane and Mr.
Crouch advised the follow ups are in the local streets not on Allison Lane. Assistant
Chief McVoy advised JPD would need a copy of the detour route. Mayor Moore asked
when the detour route would be posted. Mr. Ingram advised currently they have it set
up as closing Allison Lane from Utica Pike to Middle Road using Perrin Lane as a bypass.
That is just the first draft and they are still working on the detour route. Mr. Crouch
advised signage would need to be up by July 10th to provide notice. Mayor Moore
requested Mrs. Sutter ensure that ProMedia this posted as well on the City's sites.
Mr. Waiz made the motion to approve the closure contingent on the City Engineer's
approval of the detour and that all signage is posted no later than July 10th, 2023 and
Mr. Crouch seconded the motion; motion passed, 3-0.
4. Len Ashack - Request for approval of road closure on Locus Street between Nachand
Lane and Maple Street from July 10 through July 12, 2023— Mr. Ashack advised they
are replacing two basins that are interfering with the sewer line and will be putting in a
new structure and catch basin to make the connection to the sewer line on Locust.
Local traffic will be able to get through and the road will be open at night.
Mr. Crouch made a motion to approve the closure and Mr. Waiz seconded the motion;
motion passed, 3-0.
