CALL TO ORDER
• Heather Rapp called the meeting to order at 5:45 pm. The meeting was
held in person at the Mayor's Conference Room.
ATTENDEES
• In attendance:
o Heather Rapp, Sarah Young, Rosy Callahan, Kofi Darku, Denise
Freville, and Teah Hampton-Williams
o John Edwards was in attendance via Zoom
• Absent:
o Susie Harrison, Abigail Richmer, and Dustin White

• Andy Crouch, City Engineer
MINUTES TO BE APPROVED
• April meeting minutes were in the process of being revised. Therefore,
April and May meeting minutes were not available for review at the time.
In the July meeting, April, May, and June meeting minutes will be reviewed
and approved by the commission.
OLD BUSINESS
• 2023 Budget Status
o Heather Rapp presented the allocated budget for 2023 and the spending
in the past six months. They discussed the need to plan for upcoming
events, such as the holiday market, and the 2024 budget. The meeting
also touched on the possibility of adding more to each subcommittee's
budget and shifting funds from one bucket to another. The group
emphasized the importance of thinking big picture and coming prepared
with a knowledge base for the next meeting.

NEW BUSINESS
• Programming Update
O 2023
• Heather Rapp updated the commission on the 2023
programming calendar, including ribbon cuttings, Storytrail,
and discussed the need to coordinate with community
partners and departments. She requested Gmail accounts
for specific individuals and explained the plan to make the
Google shared calendar public in November. The
commissioners were reminded to focus on their
subcommittee's world and add relevant dates to the
calendar, with the goal of making it public and linking it to the
website for easy access.
O 2024
• The commission discussed the potential 2024 public art projects
around the new art-centric Falls Landing Park and neighborhood
banners. The group also discussed the lack of clarity surrounding
the agreement between Abby Road on the River and the city.
Since Abby Road is a private event, the commissioners believe that
they should not be responsible for maintaining any art pieces
related to the event, even though the art is technically considered
"public art".

Heather, Rosy, and Kofi met with the author in May.
The next step is to send the story to Allegra to
produce and schedule a ribbon cutting.
• Storytrail 2024
o Rosy and Kofi have established a timeline for
launching programming for the next year.
• Shirley Arbor
o Allegra has the file for the statue plaques. The next
step is to schedule a ribbon cutting.
• Events
• This agenda item has been pushed to the July meeting due
to the lack of commissioner attendance and time.

COMMISSION COMMENTS
• Sarah Young brought up that there is a 2023 Art Mobile event on June
28th from 1-3 pm. A volunteer is needed for the event.
• Sarah Young asked if a date was established for the 2023 Holiday Market.
o Heather Rapp answered, "No, not yet."
• Sarah Young asked what the purpose of the Google Calendar was.
o Heather Rapp answered, "I want to use the Google Calendar
similar to how restaurants use calendars to book reservations. It will
be a tool that the commissioners and the public can view to indicate
if the Art Center/Art Mobile is booked."
• Sarah Young asked if the Art Administrator had looked into grant
opportunities that could support JPAC's programming for 2024 as a whole
instead of through individual subcommittee programs/projects.
o Heather Rapp answered, "No".
o Kofi Darku interjected that there are two grants that he feels could
support the public art programming for 2024. He stated that he was
going to research prior to meeting with Rosy on 6/28 to see
whether either would be a good fit.
• Sarah Young requested an update on the Digital Gallery content.
o Heather Rapp responded that the Digital Gallery has content
scheduled for the Juneteenth event, then the gallery will feature
student work in the county for the rest of the year.
• Sarah Young asked if monthly meetings for JPAC should start at 6:00 pm
instead of 5:30 pm.

o Kofi Darku and Denise Freville would like to keep the meeting at
5:30 pm. Nobody was for a later start time. Rosy Callahan, Teah
Hampton-Williams, and John Edwards did not speak.
• Andy Crouch mentioned that the commission needs to decide whether to
attend the Southern Indiana Arts Alliance 2023 Gala.
o Heather Rapp explained that the agenda item would be pushed to
the July meeting due to the lack of commissioner attendance.
ADJOURNMENT
• Kofi Darku made a motion to adjourn; Sarah Young seconded the motion.
The meeting was adjourned at 7:30 pm.
