June 1, 2023
CALL TO ORDER: The regular meeting for June 1, 2023, Fire Merit Commission was called to order by
Commissioner SPALDING at 6:00 P.M.
ROLL CALL: The roll call was conducted and those present were Commissioners James Dyson, Thomas Spalding
and Brooke Valentine. Troy McCormick and Sam Smith were absent.
COMMISSION STAFF: Fire Merit Commission Counsel Zach Stewart, Union 558 President Brandon Hopf, Fire Chief
Shawn Grant and Stenographer Cindy Seifert
MINUTES: Commissioner Spalding made the motion to approve the minutes from May 4, 2023, seconded by
Commissioner Dyson, passes on a vote of 3-0.
APPROVAL OF AGENDA: Commissioner Spalding made the motion to approve the Agenda, seconded by
Commissioner Valentine, passes on a vote of 3-0.
CLAIMS: None
BUSINESS:
Attorney Stewart advised that Chief Grant notified the Commission of vacancies in the department and has
requested the next three candidates for promotion in the ranks of Captain, Lieutenant and Sergeant.
ONE VACANCY IN THE RANK OF CAPTAIN
Commissioner Spalding made the motion to certify next candidate for the rank of Captain, there is only one
remaining name on the list:James Thomas, to Chief Grant, seconded by Commissioner Dyson, passes on a vote of
3-0. Fire Chief Grant recommends the promotion of James Thomas to Captain. Commissioner Spalding made the
motion to promote James Thomas to Captain, seconded by Commissioner Valentine, passes on a vote of 3-0.
ONE VACANCY IN THE RANK OF LIEUTENANT
The promotion has left an vacancy in the rank of Lieutenant. Not having a remaining name on the promotion list
for Lieutenant, no further action may be taken.

ATTORNEY REPORT: No Report
REPORT FROM LOCAL 558 UNION:
Union President Hopf advised that union members have expressed a request for testing materials for the next
promotion testing period, and suggested a discussion at the next meeting. Attorney Stewart responded that the
issue with discussing at the next meeting is the books, which are suggested by the 3rd party that assists with the
promotion testing process, have been updated. Deputy Chief McCutcheon has overseen the study materials in
the past, and needs to be involved in this future discussion.

FIRE MERIT COMMISSION COMMENTS: No Report
ADJOURNMENT:
With no further business before the Commission, Commissioner Spalding made the motion to ADJOURN,
seconded by Commissioner Valentine passes on a vote of 3-0. Meeting adjourned at 6:10 P.M.
