REGULAR MEETING MINUTES
June 12,2023
The Jeffersonville Redevelopment Commission held a Regular Meeting on June 12, 2023 that
was called to order at 4:02 pm in the Mayor's Conference Room located at 500 Quartermaster
Court, Jeffersonville, Indiana
Board Members present:
Scott Hawkins, Mike Moore, Duard Avery and Teresa Perkins.
Staff Members present:
Redevelopment Director Rob Waiz, Redevelopment Commission Attorney Les Merkley City
Attorney, Grant Administrator DeLynn Rutherford, Administrative Assistant/Secretary Theresa
Treadway, Heather Metcalf, City Controller, City Engineer Andy Crouch
Guests: Josh Darby with Jacobi, Toombs & Lanz, Bob Stein with United Consulting.
CALL TO ORDER
Mr. Hawkins, President called the meeting to order at 4:02 PM.
APPROVAL OF AGENDA
Mr. Avery made a motion to approve the agenda with Mr. Moore seconding, passing
unanimously 3-0
CONSENT REPORTS
Minutes:
Mr. Moore made a motion to approve the minutes from April 26, 2023 meeting with Mr. Avery
seconding the motion, passing unanimously 3-0.
Claims:
Mr. Moore made a motion to approve the TIF Claims in the amount of$1,091,339.22 with Mr.
Avery seconding, passing unanimously 3-0.
Mr. Moore made a motion to approve the Redevelopment Operating Claims in the amount of
$161,136.39 with Mr. Avery seconding, passing unanimously 3-0.
Tax Increment Letter in the packet presented by Heather Metcalf, approval needed to sign and
send to entities as stated on letter. Mr. Avery made a motion to approve with Mr. Moore
seconding,passing unanimously 3-0.
JTL Ongoing Projects Update:
Charlestown Pike Reconstruction, Segment 1 (Holman's Lane to Utica-Sellersburg
Road) and Utica-Sellersburg Road Reconstruction, Segment 2 (Railroad Tracks
North to Charlestown Pike:
• Public Involvement meeting held on April 12, 2021 at 6:30 pm via Zoom.
• 30% Schematic Design Plans and Updated Opinion of Project Costs were provided to
City on 7/12/2021.
• Public Information meeting held December 7, 2021 to unveil roadway layout plans to
the public.
• Buying is underway on both Charlestown Pike and Utica Sellersburg Road. Right of
Way Acquisition continues. 46 out of 57 parcels have been secured. The remaining 9
are nearing resolution.
• Sent Relocation Work Plan Requests to Utilities. Still waiting on plans from Clark
County REMC and Duke. Work plans were due December 15, 2022. Received work
plan from Clark County REMC, indicating all of their facilities will be relocated by
December 1, 2023. Received work plan from Duke. Duke needs 7 months from
Notice-to-Proceed to complete relocations, which fits within project schedule. Issuing
Notice to Proceed to utilities for relocations (as property acquisition allows).
• Preparing to submit Final Review Plans to City Engineer.
Falls Landing Park(8th Street and Ohio Avenue)
• Project awarded to Pace Construction. JTL providing full-time inspection and
construction administration.
• Pre-Construction meeting held April 25, 2023. Notice to Proceed with Construction
issued May 8, 2023. Contract completion date is October 5, 2023, subject to unsuitable
weather.
• Construction underway. Contractor working on mass grading and placing stone for
concrete paths. Drone photos of the site taken on June 2, 2023 are attached for
reference.
United Consulting Project Update:
• Our progress is about the same as JTL, 47 of 56 properties secured. Construction
should start spring of next year from Utica Sellersburg Road to Salem Noble Road, this
will take us through 2024 and into 2025.
NEW BUSINESS
Utility Reimbursement Agreement and Utility Agreement—Andy Crouch—Both of these
agreements from REMC have been reviewed and estimated costs about the same at $606,632.18,
which is included in the budget already set. Mr. Moore made a motion to approve the contracts
on both with Mr.Avery seconding,passing unanimously 3-0.
Governmental Appraisal Services—Andy Crouch —This contract is for appraisals to be
completed on 12 parcels along New Chapel Road reconstruction and sidewalk project in the
amount of$9600.00. Mr. Moore made a motion to approve the contracts with Mr.Avery
seconding,passing unanimously 3-0.
Survey Contract for Lottie Oglesby Park—Andy Crouch —this contract is for land surveying
services for the park project not to exceed $12,000.00. Mr. Moore made a motion to approve
with Mr.Avery seconding,passing unanimously 3-0.
Engagement Letter The Wheatley Group—Rob Waiz—This contract is for researching and
preparing statements for tax abatements as they have done over past several years and at the
same cost of$7500.00. Mr.Avery made a motion to approve with Mr. Moore seconding,
passing unanimously 3-0.
RFP Bid for 214 W. Court Ave-Les Merkley- We received one bid on this property that does
not meet requirements. At this time I am advising you reject this proposal and wait 30 days and
either negotiate with this bidder or accept other proposals. Mr. Moore made a motion to reject
this proposal and wait the 30 days with Mr.Avery seconding,passing unanimously 3-0.
Marketing Partnership Agreement—Les Merkley—The City of Jeff has been invited to
participate 2023 Fall Quality of Life Campaign with the Indiana Destination Development
Corporation (IDDC) for $50,000 with the IDDC matching these funds. The campaign cycle will
include, but not limited to video, digital, audio and social media advertising expo. Mr. Moore
made a motion to accept this agreement with Mr.Avery seconding,passing unanimously 3-0.

BOARD COMMENT
Ms. Perkins—Have nothing
Mr. Avery—Ditto what Teresa said, nothing
Mr. Moore — Great neighborhood meeting last night at Country Club Estates. Everyone seems
excited with what is going on in Jeff and no complaints. Williams Crossing has reached out
about hosting a neighborhood meeting there. Working on getting this in the schedule.
Mr. Hawkins—I have nothing at this time.
