HomeMy WebLinkAboutJPC June 12, 2023 Special Meeting MINUTES OF THE JEFFERSONVILLE PLAN COMMISSION June 12, 2023 Call to Order Board President Mike McCutcheon calls to order the Plan Commission Special Meeting. It is Tuesday, June 12, 2023 it is 5:30 pm in the City Council Chambers, Jeffersonville City Hall, 500 Quartermaster Ct., Jeffersonville, Indiana. The meeting was held in person and streamed live on the City's website and City's Facebook page. Roll Call Board President Mike McCutcheon and board members Duard Avery, Chris Bottorff, Bill Burns, Joe Paris, and David Schmidt were present in the City Council Chambers. Also present were Planning & Zoning Director Chad Reischl and Secretary Zachary Giuffre. Planning & Zoning Attorney Les Merkley, Chris Bottorff, and Steve Webb were absent at the time of roll call. (Secretary's Note: All plat maps, public letters, photos, etc. presented before the Plan Commission on this date can be found in the office of Planning & Zoning.) Approval of the Docket Motion to approve the agenda made by Mr. Burns, seconded by Mr. Paris. Roll call vote. Motion passed 5-0. Old Business None New Business ZO-23-03 Text Amendment A request to repeal the existing Jeffersonville Comprehensive Plan (2015-OR-58) and replace it with the newly drafted Building Jeff Comprehensive Plan was submitted for recommendation to the City Council. The Docket Number is ZO-23-03. Chris Bottorff entered the room at 5:32pm. Chad Reischl stated the following: • This document provides guidance for public decision makers and those choosing to invest in our community. • The last Comprehensive Plan was passed in 2015; much has changed since that year. • TSW and Yard & Company assisted in the creating this document. • There was much public outreach conducted in creating this plan through outreach events, the creation of an interactive website, and focus groups. • There are 11 planning districts that were created based on age, dividing lines, and uses. There are goals designated for each planning district. • Conditions analysis shows that we will likely have 55,000 people by 2030 • The land use section designates primary growth and redevelopment areas such as JeffBoat and the Census site. 1 • The future land use map has been revised to include 6 general land use types that makes the graphic less specific. This will provide more flexibility. • There are a number of transportation and mobility goals that identify needs and growth areas. • The utilities and public services section discusses broad goals to plan for and expand existing city services. We want to look at sustainable infrastructure and development as we move into the future. • The quality of life section details goals to preserve history, invest in the downtown, increase access to recreation, support and expand educational opportunities, build strong neighborhoods, and collaborate regionally. • We created 11 mini-plans --- one for each planning district. These plans will detail what we might expect in the coming years. • The implementation matrix includes guidance on prioritization, costs, champions, partnerships, etc. Mr. Burns stated I would like to thank the Planning Department for taking the time to put this together. This looks like great work. Mr. Schmidt stated I have read through the document and was impressed. Mr. Avery stated the detail in this document is great. Chad Reischl stated we updated the work on the matrix. Mr. Bottorff stated I want to echo the other's comments. The execution of the plan is very important. One thing that concerns me is that we have to constantly remind everyone of this plan. I am concerned with issues raised by various stakeholders that do not always align with the Comprehensive Plan such as housing diversity in the community, infrastructure, and traffic. We, as a body, need to keep this plan in mind with our decisions. If we stick to the plan, we can overcome some major obstacles. I hope that, if this plan gets a favorable recommendation, we focus on the execution and stay true to the plan. Chad Reischl stated this is a living document. You have to have a plan to move into some direction. Mr. McCutcheon stated that it is important to have copies of the Jeffersonville Comprehensive Plan distributed to Plan Commission board members so that the Board can make informed decisions. Open Public Comment No comment Close Public Comment Mr. Schmidt asked is there a recommendation of what the school location will look like? Chad Reischl stated that is up to Greater Clark County Schools; however, the City should look into maintaining dialogue with the school system. Mr. Burns made a motion for a favorable recommendation, seconded by Mr. Schmidt. Roll Call vote.
